Book excerpt: Recognising the role of education as an effective instrument for bringing about changes in Scheduled Castes in their socio-economic and socio-cultural conditions in an elaborate programme of pre-Matric and post-Matric scholarships, reservations of seats in the schools and colleges, establishement of hostels and ashram schools and many other beneficial schemes are in operation for the last five decades. It is of considerable interest to find out how these facilities have been actually beneficial for them and what is the level of their progress in the field of education. This book is aimed at knowing the truth in this regard. In fact, the educational progress of the Scheduled Castes suffers from two deficiencies; first, they lag very much behind the rest of the population in their educational achievement and second, among them some group have made far more, rapid progress than others. The benefits of the special educational facilities for the Scheduled Castes have not accrued equitable to the most backward communities among them. As a result, severe interand intra-caste and intra-and intra-state differentials have given rise to a separate class among them. This study based on the data, identifies the castes and the caste-groups which have benefited due to differential utilization of the incentives and other protective programmes and suggests measures to bring about an all round educational development of the Scheduled Castes. A bold and pragmatic step is called for to give a new orientation to the present policy of educational development of the Scheduled Castes, if we are really interested in ushering in equality through education.

Book excerpt: Upliftment of the scheduled castes is not merely a matter of compassion or charity as is commonly assumed but a developmental necessity. Centuries of exploitation and neglect have forced the majority of these hapless people into sub-human existence. They occupy the bottom rung of the social lader. Devoid of education, information and the necessary motivation, information and the necessary motivation, they are not in a postion to take advantage of teh reservation policy and other programmes evolved to improve their situation. Are the need and relevance of development of these exterior castes duly appreciated? Have development programmes of rthe betterment of the dperessed classes been able to achieve their objective? Is there the necessary social, political and administrative will to evolve social, intervention strategies and implement them in letter and spirit? The present work addresses itself to these questions and strives to identify those factors which facilitate or hinder development and change in these weaker sections of society. It examines the socio-cultural background, economic situation, social interactional patterns, development programmes, the magnitude of participation in these development of participation in these development programmes and programme preference of the members of the scheduled castes.

This book, though based on field study, is rich in theory. One exclusive and exhaustive chapter in the book explains about empowerment issues pertaining to Scheduled Castes, up to date and in detail. Unlike many other books that concentrate only on one or two development variables, this book is a comprehensive work on education, occupation, political participation, social status and empowerment of Scheduled Castes. It is hoped that this will be of much use researchers, academicians and planners.

The Caste System Has Segregated The Dalits And Other Weaker Sections From The Rest Of The Society To An Extent That They Were Denied Even The Basic Human Rights. Interestingly, The Absence Of Freedom Of Occupation, Low Earnings, Implicit Restriction On Needs And Stigma On Menial Labour Destroyed The Economy Of Lower Castes Particularly Scheduled Castes. As A Result, Scheduled Castes Remained Socially Outcastes, Economically Dependent, Politically Powerless And Culturally Backward. The Affirmative Action Adopted By The Central And State Governments Has Insured The Demolition Of Inequality Through Providing Reservation In Education And Employment As Well As Implementation Of Special Component Plan For Their Development. Against This Backdrop, Present Book Highlights The Socio-Economic Status Of Scheduled Castes, Funding Of Special Component Plan And Participation Of Scheduled Castes Beneficiaries In The Projects Of Minor Irrigation, Land Based Activities, Village And Cottage Industry And Service Sector. It Is Hoped That The Book Will Provide Useful Insights To The Policy Makers, Planners, Academicians And Scholars As Well As Who Are Interested In This Field

Available in PDF, EPUB and Kindle. Book excerpt: This volume represents as accurate a list of India's Scheduled Castes as can currently be made. It reveals a highly heterogeneous profile of Scheduled Caste communities, which are spread across the country and which are mainly landless, with little control over resources such as land, forest and water. It also shows the persistence of 'untouchability' in many pockets, and the variable measures of equality that have so far been achieved in the struggle for social upliftment by the Scheduled Castes. It reveals that these castes have been increasingly involved in modern occupations, such as service in government departments wherever traditional industries have declined. As a consequence, a new sense of self-respect is in the air, gradually replacing some of the old myths which sought to legitimize their degradation.
