The proposed solution is to use radar magnitude and phase versus frequency data in the resonance region as input data for pattern recognition techniques. Practical methods are developed for measuring radar phase and dealing with polarization effects. Pattern recognition algorithms that optimize separation between pairs of input data are developed. These algorithms are based on digital spatial frequency filtering of curves of the radar return versus the radar frequency. The technique is simulated on a digital computer for three objects - a cylinder, a cone, and a step cylinder - all of about the same size. Results show that at most aspect angles, satisfactory recognition is attained at moderate signal-to-noise ratios.

It is specific objective of this task to approach and to investigate the polarimetric radar clutter problem using a unique approach of a strongly interdigitalizing analytical, modeling, computer-numerical/graphical, and measurement interpretive nature. A basic theory for a model-independent clutter description which can be applied to any specific type of clutter without a priori knowledge of the clutter model, i.e., a model-independent clutter description, in theory, is introduced.

Basic properties of the radar scattering matrix for linear (H, V) and circular (R, L) polarization basis are described in terms of geometrical target features as functions of the specular point surface coordinate parameters, known as gaussian principal, main and related curvature functions. Based upon this succinct background introduction on radar polarimetry, the concepts are applied mainly for the coherent case to various classes of increasing order of sophistication, as defined in detail in the INTRODUCTION, to the problem of radar target handling for the non-cooperative, limited-data case. Book excerpt: During the tenure of this initiation contract on Polarization Utilization in Radar Target Identification a center of excellence for research in high resolution radar polarimetry was established within the Electromagnetic Imaging Division (EMID), Communications Laboratory (CL), Department of Electrical Engineering and Computer Science (EECS), University of Illinois at Chicago (UIC) with the express purpose of advancing theoretical, computational and experimental methods for radar target detection in clutter; separation of useful target vector signal from noise and clutter; classification of targets and/or clutter; target and/or clutter imaging, as well as target identification. To assist us in this endeavor, the College of Engineering, UIC, initially made available 2,200 sq. ft. laboratory space which now has expanded to 9,000 sq. ft. within SEL-4209/4210/4211 with adjacent side rooms, housing the CL-office, work and laboratory space for 18 research assistants and a DEC-VAX 11/750 and 780 Research Computer Processing System with some peripheral image processing, printing, color-graphics processors which were made available with partial funding from DoD-research offices and need to be further expanded.
