Available in PDF, EPUB and Kindle. Book excerpt: Water policy in United States is one of the most complex topics in the field of public policy. This book, a comparative study of Texas, California, and Alabama’s drought response, provides for the first time a common framework for analysis to investigate how water scarcity and droughts have interacted with various state-level factors to produce a wide degree of variance in policy innovations. Using Toddi Steelman’s (2010) conceptual framework, the authors examine multiple variables that impact water policy innovation, while showing how one policy solution does not fit all. They expertly demonstrate divergence in water policies due to the environmental cultures, water distribution, and structures in each case, despite similar drought conditions. As water is increasingly stressed in the future, the ability to draw on lessons learned by these states will provide valuable insight to other entities that face droughts and water shortages. The Drought Dilemma is a must read for all those looking for recommendations for the construction of drought policy, as well as future approaches to understand comparative state drought policy.

Book excerpt: Over the last three decades drought episodes have resulted in severe social problems in Mediterranean countries, receiving broad attention from the international scientific and policy communities. The experiences in the development and implementation of drought management plans highlight the success and challenges of coping with drought for societies with different vulnerabilities and emphasize risk-based drought management as a critical approach to mitigate the impacts associated to drought-induced water shortages. Based on these experiences and the current methods for evaluating risk, the book synthesises guidelines for drought management that link science and policy and that can be applied to other regions. The book comprises a collection of papers divided into four sections that appeal to a broad audience. First, the social and hydrological context of Mediterranean countries is presented, discussing the interactions that have resulted in the complex institutional framework, and highlighting the importance of stakeholder involvement and awareness building for successful drought management. This section emphasises the role of organizations, institutions, and civil stakeholders involved in drought preparedness and mitigation and/or on water management for designing effective risk based strategies that mitigate the effects of drought in agriculture and water supply systems. Second, the book presents an academic approach to risk evaluation, including characterization of drought episodes, development of indicators of risk in hydrological and agricultural systems, and analysis of the role of economic instruments and groundwater for risk mitigation. This section finalises with the description of an integrated method for evaluating social vulnerability based on indicators that include the capacity to anticipate, cope, and respond to drought. The third section includes a collection of case studies that include the description of effective measures taken in the past. These case studies provide the context for developing demand driven guidelines that may be applied to other regions. The authors of these chapters can be viewed as stakeholders in drought management, since they represent a broad range of sectors and institutions from Mediterranean European and North African countries. The topics addressed have implications for the international policy community interested in disaster mitigation, agricultural policy, and development. Finally a synthesis of the management actions is presented in four chapters. Monitoring and preparedness planning is the essential first step for moving from disaster to risk management in response to drought. The management actions related to agriculture and water supply systems are presented in two different chapters but with a common conceptual framework based on the use of drought indicators for evaluating the levels of drought risk (pre-alert, alert, and emergency), that allow establishing linkages between science and policy. The final chapter discuses the lessons learned and application to other regions.

What can a municipal water supplier do to mitigate water shortages caused by drought? Preparing for drought and water shortages before they occur is the best defense. This manual will help water managers facing water shortages by illustrating how to employ tried-and-true strategies and tactics of drought mitigation, as well as new tools and methods. Managing water shortages involves temporarily reducing demand and finding alternate water to temporarily increase supply. There are options available to water managers to accomplish this. The manual provides a proven, seven-step process to anticipate and respond to water shortages through a structured planning process.

Book excerpt: Water Policy and Planning in a Variable and Changing Climate addresses the current challenges facing western water planners and policy makers in the United States and considers strategies for managing water resources and related risks in the future. Written by highly-regarded experts in the industry, the book offers a wealth of experience, and explains the physical, socioeconomic, and institutional context for western water resource management. The authors discuss the complexities of water policy, describe the framework for water policy and planning, and identify many of the issues surrounding the subject. A provocative examination of policy issues surrounding western water resources, this book: Considers the implications of natural climate variability and anthropogenic climate change for the region’s water resources, and explains limitations on the predictability of local-scale changes Stresses linkages between climate patterns and weather events, and related hydrologic impacts Describes the environmental consequences of historical water system development and the challenges that climate change poses for protection of aquatic ecosystems Examines coordination of drought management by local, state and national government agencies Includes insights on planning for climate change adaptation from case studies across the western United States Discusses the challenges and opportunities in water/energy/land system management, and its prospects for developing climate change response strategies Presents evidence of changes in water scarcity and flooding potential in the region and identifies a set of adaptation strategies to support the long-term sustainability of irrigated agriculture and urban communities Draws upon Colorado’s experience in defining rights for surface and tributary groundwater use to explain potential conflicts and challenges in establishing fair and effective coordination of water rights for these resources Assesses the role of policy in driving flood losses Explores policy approaches for achieving equitable and environmentally responsible planning outcomes despite multiple sources of uncertainty Water Policy and Planning in a Variable and Changing Climate describes patterns of water availability, existing policy problems and the potential impacts of climate change in the western United States, and functions as a practical reference for the student or professional invested in water policy and management.
