Book excerpt: The goal of the symposium was to promote interactive discussion between risk assessment experts and port safety managers and to link expertise in the theories and methodologies of risk assessment and the use of data to real-world applications for risk assessment in the interest of improving the safety and efficiency of the nation's marine transportation system. The Proceedings contain the cochairs' overview of the discussions and presentations, all the formal papers and presentations, and the discussion group summaries and excerpts from the question and answer sessions after the presentations by discussion group leaders. The symposium program; list of attendees; and biographies of the cochairs, presenters, and discussion group leaders are provided in the Appendixes.

Available in PDF, EPUB and Kindle. Book excerpt: The environmental and human costs of marine accidents are high, and risks are considerable. At the same time, expectations from society for the safety of maritime transportation, like most other activities, increase continuously. To meet these expectations, systematic methods for understanding and managing the risks in a cost-efficient manner are needed. This book provides readers with an understanding of how to approach this problem. Firmly set within the context of the maritime industry, systematic methods for safety management and risk assessment are described. The legal framework and the risk picture within the maritime industry provide necessary context. Safety management is a continuous and wide-ranging process, with a set of methods and tools to support the process. The book provides guidance on how to approach safety management, with many examples from the maritime industry to illustrate practical use. This extensively revised new edition addresses the needs of students and professionals working in shipping management, ship design and naval architecture, and transport management, as well as safety management, insurance, and accident investigation.

Book excerpt: Marine Safety provides a toolbox of field-tested and proven tools for assessing and managing marine risks and making better-informed decisions to prevent marine casualties. Using this book as a guide, managers in the marine industry learn to apply 12 common risk-based decision-making tools that help them make practical and technically-defensible decisions for managing port and waterway operations, conducting inspections, and preparing and responding to accidents. The authors thorough examine the 12 tools and include discussions on each tool's concepts, limitations, common uses, procedures, terminology, and applications to marine safety in a clearly outlined, user-friendly format. Marine Safety examines such tools as Pareto Analysis, Checklist Analysis, Relative Ranking/Risk Indexing, Change Analysis, What-if Analysis, Hazard and Operability, Fault Tree Analysis, and Event and Causal Factor Charting. In addition, Marine Safety examines key factors for choosing risk assessment methods and suggest risk assessment approaches to support different types of decision making, depending on each situation. Examples of common marine-oriented situations, illustrative charts, graphs, and diagrams are included for easy understanding.

Book excerpt: The self-regulation phenomenon and competitive market conditions have triggeredthe restructuring tendencies of various maritime stakeholders in organizational level. During this trend, professional understanding and innovative execution activities inshipping business has become key focus of enterprises in maritime field. In recentyears, especially the principal classification societies and independent maritimeconsultancies have offered to relevant shipping executives to adopt an integratedmanagement system (IMS) as an advance solution. In principle, the concept of IMSpractices in shipping business is based on combining internationally recognizedvoluntary standards with the mandatory maritime regulations that are mainly concernwith ship safety and the prevention of pollution from ships. In the early design phase of an IMS, cooperative efforts of maritime consultancies and relevant shipping executives targets to enable maximum improvement inmanagerial processes while reducing the costs and excessive bureaucracy. Aspotential clients, the third party groups such as cargo owners and contractedcharterers have closely monitored the performance effects of IMS integration into professional shipping companies. Therefore, the managerial efforts are extremelyvaluable for the purpose of benefit from IMS implementations, which increase thereputation of ship management companies and provide an enormous tradingadvantage in maritime transportation industry. This research develops a Risk Integrated Decision Support System (RIDSS) based on a multi-methodologicalbackground includes Fuzzy Axiomatic Design (FAD) and Fault Tree Analysis(FTA), as well as Analytic Network Process (ANP) and other principal MCDMmethods. The initial focus of the RIDSS is to reveal quantitative outcomes in order to encourage relevant shipping executives towards process-based integration of an IMSalso to enhance risk-based analytical modelling of managerial processes in shippingbusiness. The RIDSS consists of various modules such as database managementsystem (DBMS), model base management system (MBMS), FAD-based model selection interface (FAD-MSI), integrated process management module (IPMM),executive decision-making module (EDMM), and risk control and managementmodule (RCMM) with a high level of integrity. To demonstrate the proposed RIDSS,the mostly encountered managerial processes in commercial, technical, and operational levels of shipping business are then addressed and modelled as prototypeapplication illustrations. Besides decision aid to redesigning of process executionprocedures through IMS requirements, the RIDSS also enables an effective decisionmakingon managerial processes even considering the various risks of maritime transportation.

Available in PDF, EPUB and Kindle. Book excerpt: Risk management is an essential tool for ensuring the safety and timeliness of maritime operations and transportation. Some of the many risk factors that can compromise the smooth operation of maritime activities include harsh weather and pirate activity. However, identifying and quantifying the extent of these risk factors for a particular vessel is not a trivial process. One challenge is that processing the vast amounts of automatic identification system (AIS) messages generated by the ships requires significant computational resources. Another is that the risk management process partially relies on human expertise, which can be timeconsuming and error-prone. In this thesis, an existing Risk Management Framework (RMF) is augmented to address these issues. A parallel/distributed version of the RMF is developed to e ciently process large volumes of AIS data and assess the risk levels of the corresponding vessels in near-real-time. A genetic fuzzy system is added to the RMF's Risk Assessment module in order to automatically learn the fuzzy rule base governing the risk assessment process, thereby reducing the reliance on human domain experts. A new weather risk feature is proposed, and an existing regional hostility feature is extended to automatically learn about pirate activity by ingesting unstructured news articles and incident reports. Finally, a geovisualization tool is developed to display the position and risk levels of ships at sea. Together, these contributions pave the way towards truly automatic risk management, a crucial component of modern maritime solutions. The outcomes of this thesis will contribute to enhance Larus Technologies' Total::Insight, a risk-aware decision support system successfully deployed in maritime scenarios.

Book excerpt: This book contains an abundance of numerical analyses based on significant data sets, illustrating importance of environmentally friendly solutions requiring transport networks to be redesigned or clean zones to be implemented. What kind of steps should be taken to redesign transport network? How to evaluate efficiency or flexibility of transport system and city logistics? What factors can be taken into account in the process of optimizing the functioning of public transport or paid parking zones? How to optimize supply chains (including last mile delivering and routing problem)? Which of the multi-criteria methods should be applied to support decision making processes while tackling problems of global transport systems? Answers to these and many other questions can be found in this book. With regard to the research results discussed and the selected solutions applied, the book entitled "Decision support methods in modern transportation systems and networks" primarily addresses the needs of three target groups: · Scientists and researchers (ITS field) · Local authorities (responsible for the transport systems at the urban and regional level) · Representatives of business (traffic strategy management) and industry (manufacturers of ITS components).
