Pavement rehabilitation overlay contributes to the structural enhancement of pavements and pavement preservation overlays generally provide functional improvement to an existing pavement. In recent times, the pavement design approach employed by the Louisiana Department of Transportation and Development (LADOTD) has been transitioning from the 1993 AASHTO design procedure to a locally calibrated Pavement ME method. The AASHTOWare Pavement ME (Mechanistic-Empirical) design procedure is considered the modern approach to pavement design. Significant updates have been introduced in the Pavement ME design software in the past few years. Therefore, this study focused on conducting a local calibration of the Pavement ME procedure for asphalt overlays in Louisiana. In addition, performance evaluation of the asphalt overlays was conducted to determine the factors that would have an impact on their performance. In total, 37 rehabilitation asphalt overlay projects and 33 preservation asphalt overlay projects were selected all over Louisiana with different base types and traffic volumes. These projects consisted of mainly three types of bases: soil cement base, crushed stone base and Portland cement concrete base. The pavement performance data were collected from the Louisiana Pavement Management System (LA-PMS) database and the data regarding geographical location, design thickness, and traffic were retrieved from the LADOTD intranet. The field performance of the asphalt overlays was investigated in terms of several design parameters i.e. base type, traffic level, total Hot Mix Asphalt (HMA) thickness after milling, pavement precondition and overlay service life. Manual calibration of Pavement ME was performed for rehabilitation asphalt overlays and a calibrator assistance tool was adopted for the local calibration of preservation asphalt overlays to calibrate the performance models in terms of typical pavement structure, traffic, and weather conditions of Louisiana. The results showed that the existing pavement condition does have an impact on preservation overlay performance since distress in pavements with poor precondition was observed to be higher. The pavement with good precondition and higher asphalt concrete (AC) thickness exhibited higher service life. A case study was performed to determine the optimal timing of preservation overlay applications based on cost-benefit analysis. Fatigue cracking was under-predicted and transverse cracking was over-predicted by the Pavement ME national model for rehabilitation overlays. For preservation overlays, both the fatigue cracking and transverse cracking were under-predicted. Therefore, the performance models were adjusted through the local calibration to match the field measurement.

This report documents the findings of this extensive research effort and provides supporting data for the performance-based specifications and mixture design procedure called SUPERPAVE. The A-005 contract developed and used a sophisticated, mechanistic-based pavement performance model to define the relationships between asphalt binder and mixture properties and pavement distress. A comprehensive pavement performance model was developed that predicts the amount of fatigue cracking, thermal cracking and rutting in asphalt concrete pavements with time, using results from the accelerated laboratory tests. The pavement performance models for each distress were also used to confirm the relevant binder and mixture properties established by other SHRP contractors. The model has 3 parts: a mixture evaluation model; a pavement response model; and a pavement distress model.

Book excerpt: The primary objective of this full-scale accelerated pavement testing was to evaluate the performance of unmodified and polymer modified asphalt binders and to recommend improved specification tests over existing SUperior PERforming Asphalt PAVEment (Superpave) binder performance grading methodologies. Candidate replacement tests were evaluated via their ability to discern fatigue cracking resistance and rutting. Two fatigue cracking specification tests were identified as more capable in capturing performance than others: binder yield energy and critical tip opening displacement. Two rutting specification tests that quantify irrecoverable deformations exhibited the best strength to capture rutting: multiple stress creep and recovery and oscillatory-based nonrecoverable stiffness. Based on the full-scale performance and laboratory tests, crumb rubber (recycled tires) modified asphalt (Arizona wet process) was shown to significantly slow or stop the growth of fatigue cracks in a composite asphalt pavement structure. A hybrid technique to modify asphalt with a combination of crumb rubber and conventional polymers (terminally blended) exhibited good fatigue cracking resistance relative to the control binder. Also, a simple addition of polyester fibers to asphalt mix was shown to have high resistance to fatigue cracking without the use of polymer modification. The research study also quantified the capabilities of the National Cooperative Highway Research Program's mechanistic-empirical pavement design and analysis methodologies to predict rutting and fatigue cracking of modified asphalts that were not captured in the calibration data from the Long-Term Pavement Performance program. Falling weight deflectometer, multidepth deflectometer, and strain gauge instrumentation were used to measure pavement response. The results illustrated that the nationally calibrated mechanistic-empirical performance models could differentiate between structural asphalt thickness but had difficulty differentiating modified from unmodified asphalt binder performance. Nonetheless, the mechanistic-empirical performance ranking and predictions were enhanced and improved using mixture-specific performance tests currently being implemented using the asphalt mixture performance tester.

Book excerpt: "Composite pavements have proved in Europe and the United States to have long service life with excellent surface characteristics, structural capacity, and rapid renewal when needed. Based on statistics compiled in 2000, approximately 30% of the urban interstate system and just over 20% of the rural interstate system is classified as "composite" pavement. In most cases the composite pavements are the result of maintenance and rehabilitation activities and not intentionally designed new composite pavement systems. This project developed the guidance needed to design and construct new composite pavement systems. The research determined the behavior, properties, and performance for both HMA/PCC and the PCC/PCC composite pavements under many climate and traffic conditions. Experimental composite pavements were constructed at MnROAD in Minnesota and the University of California Pavement Research Center at Davis, where the pavements were instrumented and monitored under climate and heavy traffic loadings. A composite pavement consisting of HMA over jointed plain concrete also was constructed in the field by the Illinois Tollway north of Chicago. At the Tollway, extensive field surveys were performed on 64 sections of the two types of composite pavements. This project also evaluated, improved, and further validated applicable structural, climatic, material, and performance prediction models, and design algorithms that are included in the AASHTO MEPDG and DARWin-ME, CalME, NCHRP 1-41 reflection cracking, NCHRP 9-30A rutting, and the Lattice bonding model. The current DARWin-ME overlay design procedure for HMA/PCC and a special R21 version of the Mechanistic-Empirical Pavement Design Guide (MEPDG [v. 1.3000:R21]) can be used for new PCC/PCC composite pavements. The key to the sustainable features of new composite pavements is the ability to use higher levels of recycled materials in the lower concrete layer. Additionally, the thickness of the lower concrete layer can be reduced when considering the insulating effect of the top pavement surface. Intentionally designed and constructed composite pavements will help highway agencies meet the goal of building economical, sustainable pavement structures that use higher levels of recycled materials and locally available materials"--Foreword.
