The purpose of this applied research project was to identify the recommended contents of a standardized rapid damage assessment job aid, which is to be utilized by the Overland Park Fire Department following a large scale natural or man-made disaster incident. The descriptive research method was used to answer the following questions: (a) What is the intended purpose of a rapid damage assessment, (b) what does the Federal Emergency Management Agency recommend as standardized information that should be included in a rapid damage assessment, (c) what does the State of Kansas Division of Disaster Management recommend as standardized information that should be included in a rapid damage assessment? The procedures utilized to answer the afore-mentioned research questions consisted of a literature review and a personal communication conducted via telephone that was guided by a semi-structured list of interview questions. The results of this applied research project included standardized information obtained from both the Federal Emergency Management Agency and the State of Kansas Division of Emergency Management that are recommended to be included in a rapid damage assessment job aid. Recommendations based upon the findings of this applied research project included a proposed Overland Park Fire Department rapid damage assessment job aid and an informational and/or educational session with senior leadership from the Overland Park Fire Department and the City of Overland Park Executive Leadership Team to outline and/or explain the findings presented in this document, specifically an in-depth overview of the established recommendations set forth by the Federal Emergency Management Agency and the State of Kansas Division of Emergency Management as it pertains to the information contained in a rapid damage assessment.

The research questions were: (a) What components shall be used in the development of a damage assessment plan? (b) Is there a local, state, or national procedure in place to conduct damage assessment? (c) Do other fire service agencies in Florida conduct damage assessment? (d) What software is available to assist in documenting damage assessment? The procedures used to collect the data were: A personal interview was conducted with an expert in the emergency management industry. One external survey was designed to determine if Florida fire departments conduct damage assessment. The results determined that it is essential that PCFR have an initial damage assessment procedure to utilize after a natural disaster. The use of software was being used by agencies when collecting damage assessment data. An SOP was drafted considering all relevant components identified within the results. The SOP will provide guidance for PCFR personnel to effectively conduct initial damage assessment. The SOP draft should be reviewed prior to implementation along with all PCFR personnel trained to conduct initial damage assessment.

In-person interviews were conducted with senior leaders from Mohave County Emergency Management, Bullhead City Fire Department, and Bullhead City Police Department. Information obtained during the interview process showed a high degree of communication and collaboration among the agencies, but a lack of a formal policy, procedure, or plan guiding the damage assessment process. Recommendations included continuing to support CERT operations; maintain and enhance communication and collaboration among emergency response and emergency management agencies; develop a formal policy, procedure, or plan to guide damage assessment, reduce the likelihood of redundancy of efforts, and provide accountability for damage assessment team; and seek opportunities to implement technology solutions for damage assessment when possible.

The purpose of this research was to develop a damage assessment policy to guide the activities of emergency responders immediately following a community℗Ư wide disaster. Industry best practices were investigated, and other public safety agencies' perceptions of damage assessment activities were explored. Additionally, Newton Fire/EMS members reported their perceptions of the importance and desired outcomes of damage assessment performance. Finally, a model Standard Operating Guideline was constructed in an effort to employ research results to guide the activities of emergency responders arriving at the scene of community℗Ư wide disasters. Action research was used to complete this research project. An internal survey of Newton Fire/EMS employees was conducted, as was an external survey of members of the International Association of Fire Chiefs Executive Fire Officer Section in an effort to gather information regarding damage assessments. A model SOG was created, and a comprehensive literature review was conducted. The research revealed that most emergency responders understood the importance of conducting initial damage assessments during community-wide disasters, and that rapid windshield surveys by first-arriving firefighters were usually the most important method. This research supports the creation of a Damage Assessment SOG for use by members of the Newton Fire/EMS Department.

Some of these earthquakes will occur in highly populated and vulnerable areas. Coping with moderate earthquakes is not a reliable indicator of preparedness for a major earthquake in a populated area. The recent, disastrous, magnitude-9 earthquake that struck northern Japan demonstrates the threat that earthquakes pose. Moreover, the cascading nature of impacts-the earthquake causing a tsunami, cutting electrical power supplies, and stopping the pumps needed to cool nuclear reactors-demonstrates the potential complexity of an earthquake disaster. Such compound disasters can strike any earthquake-prone populated area. National Earthquake Resilience presents a roadmap for increasing our national resilience to earthquakes. The National Earthquake Hazards Reduction Program (NEHRP) is the multi-agency program mandated by Congress to undertake activities to reduce the effects of future earthquakes in the United States. The National Institute of Standards and Technology (NIST)-the lead NEHRP agency-commissioned the National Research Council (NRC) to develop a roadmap for earthquake hazard and risk reduction in the United States that would be based on the goals and objectives for achieving national earthquake resilience described in the 2008 NEHRP Strategic Plan. National Earthquake Resilience does this by assessing the activities and costs that would be required for the nation to achieve earthquake resilience in 20 years. National Earthquake Resilience interprets resilience broadly to incorporate engineering/science (physical), social/economic (behavioral), and institutional (governing) dimensions. Resilience encompasses both pre-disaster preparedness activities and post-disaster response. In combination, these will enhance the robustness of communities in all earthquake-vulnerable regions of our nation so that they can function adequately following damaging earthquakes. While National Earthquake Resilience is written primarily for the NEHRP, it also speaks to a broader audience of policy makers, earth scientists, and emergency managers.
