Available in PDF, EPUB and Kindle. Book excerpt: The aquaculture industry is fast expanding around the globe and causing major environmental and social disruptions. The volume is about getting a 'good governance' grip on this important industry. The book highlights the numerous law and policy issues that must be addressed in the search for effective regulation of aquaculture. Those issues include among others: the equitable and fair assignment of property rights; the design of effective dispute resolution mechanisms; clarification of what maritime laws apply to aquaculture; adoption of a proper taxation system for aquaculture; resolution of aboriginal offshore title and rights claims; recognition of international trade law restrictions such as labeling limitations and food safety requirements; and determination of whether genetically modified fish should be allowed and if so under what controls. This book will appeal to a broad range of audiences: undergraduate and postgraduate students, academic researchers, policy makers, NGOs, practicing lawyers and industry representatives.

Book excerpt: Aquaculture (AQ) -- the raising of fish and shellfish in captivity -- has been confined to near-shore coastal waters or in other water bodies that fall under state regulation. Recently, there has been interest in expanding AQ to offshore waters, which would involve raising fish and shellfish in the open ocean, and consequently bringing these types of operations under fed. regulation. No comprehensive legislative or regulatory framework to manage such an expansion exists. Instead, multiple federal agencies have authority to regulate different aspects of offshore AQ under a variety of laws. This report identifies key issues that should be addressed in the development of an effective regulatory framework for U.S. offshore AQ. Illus.

The volume offers a comprehensive overview and includes chapters on policy, science, engineering, and economic aspects to make this concept a reality. The compilation of chapters authored by internationally recognized researchers across the globe addresses the theoretical and practical aspects of multi-use, and presents case studies of research, development, and demonstration-scale installations in the US and EU.

Book excerpt: The objective of this document is to illustrate the ways in which Geographical Information Systems (GIS), remote sensing and mapping can play a role in the development and management of marine aquaculture. The perspective is global. The approach is to employ example applications that have been aimed at resolving many of the important issues in marine aquaculture. The underlying purpose is to stimulate the interest of individuals in the government, industry and educational sectors of marine aquaculture to make more effective use of these tools. A brief introduction to spatial tools and their use in the marine fisheries sector precedes the example applications. The most recent applications have been selected to be indicative of the state of the art, allowing readers to make their own assessments of the benefits and limitations of use of these tools in their own disciplines. Also published in Chinese and Spanish.

In the United States, freshwater aquaculture is rapidly becoming a significant commercial activity; however, marine aquaculture has lagged behind. This book examines the obstacles to developing marine aquaculture in the United States and offers specific recommendations for technology and policy strategies to encourage this industry. The volume provides a wealth of information on the status of marine aquacultureâ€"including comparisons between U.S. and foreign approaches to policy and technology and of the diverse species under culture. Marine Aquaculture also describes problems of coordination of regulatory policy among various federal, state, and local government agencies and escalating competition for the use of coastal waters. It addresses environmental concerns and suggests engineering and research strategies for alleviating negative impacts from marine aquaculture operations.

Book excerpt: U.S. aquaculture -- the raising of fish and shellfish in captivity -- has generally been confined to nearshore coastal waters or in other water bodies, such as ponds, that fall under state regulation. Recently, there has been an increased interest in expanding aquaculture to offshore waters, which would involve raising fish and shellfish in the open ocean, and consequently bringing these types of operations under federal regulation. While the offshore expansion has the potential to increase U.S. aquaculture production, no comprehensive legislative or regulatory framework to manage such an expansion exists. Instead, multiple federal agencies have authority to regulate different aspects of offshore aquaculture under a variety of existing laws that were not designed for this purpose. In this context, GAO was asked to identify key issues that should be addressed in the development of an effective regulatory framework for U.S. offshore aquaculture. In conducting its assessment, GAO administered a questionnaire to a wide variety of key aquaculture stakeholders; analyzed laws, regulations, and key studies; and visited states that regulate nearshore aquaculture industries. Although GAO is not making any recommendations, this review emphasizes the need to carefully consider a wide array of key issues as a regulatory framework for offshore aquaculture is developed. Agencies that provided official comments generally agreed with the report ...

Available in PDF, EPUB and Kindle. Book excerpt: The United States is about to embark on the most thorough reconsideration of its ocean policy in more than three decades. With 1998 designated as the International Year of the Ocean by the United Nations, and with both the executive branch and the Congress currently working toward developing new approaches to formulating and implementing ocean policy, a comprehensive overview of key issues and concerns is essential. The Future of U.S. Ocean Policy provides such an overview, with an in-depth analysis of the evolution of U.S. ocean policy and a timely discussion of the most important ocean and coastal issues facing the nation. The book assesses the current status of ocean policy, examines national and international trends, and considers choices for policymakers in the 21st century. Following an introductory chapter that reviews national ocean policy and the process by which it is made, the authors: review the history of development of U.S. ocean and coastal policy examine the major ocean laws enacted in the 1970s and review and assess their record of implementation examine factors that will affect U.S. ocean policy in the coming decade discuss the need to make policy more coherent, and to develop institutional mechanisms that can foster more effective guidance and oversight present a set of policy options for improving U.S. ocean policy The Future of U.S. Ocean Policy is the only recent book that focuses on national ocean policy in its entirety, and will play an important role in upcoming debates concerning the future direction of policy initiatives. Agency personnel, members and staff of nongovernmental organizations, industry groups, Congressional staffers, state and local government officials, academics, and concerned citizens will find the book an invaluable guide, as will students and faculty in courses in marine and coastal management and in environmental management.
