Available in PDF, EPUB and Kindle. Book excerpt: This electronic version has been made available under a Creative Commons (BY-NC-ND) open access license. It is increasingly recognised that EU development cooperation policy has failed to meet its stated aims. In this book, Arts and Dickson ask the obvious and important question: if the policy doesn’t work, why bother with it? The authors assess why EU development policy has become largely ineffective, citing among the external causal factors the liberalisation of trade, and the growing influence of US and international actors such as the World Bank and the International Monetary Fund upon EU policy. It also considers contributing factors within the EU such as the enlargement of its membership and the resulting shifts in priorities. It is this analysis of internal and external factors affecting the decline of EU development policy that makes this study both innovative and unique. It brings together an impressive range of contributors from different disciplines resulting in a thorough and intelligent assessment of the debate. This study will appeal to advanced level undergraduates and academics of European politics in general, EU integration, development studies, and International Relations.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the international development policies of five East Central European new EU member states, the Czech Republic, Hungary, Poland, Slovakia and Slovenia. These countries turned from being aid recipients to donors after the turn of the millennium in the run-up to EU accession in 2004. The book explains the evolution subsequent to EU accession and current state of foreign aid policies in the region and the reasons why these deviate from many of the internationally agreed best practices in development cooperation. It argues that after the turn of the millennium, a 'Global Consensus' has emerged on how to make foreign aid more effective for development. A comparison between the elements of the Global Consensus and the performance of the five countries reveals that while they have generally implemented little of these recommendations, there are also emerging differences between the countries, with the Czech Republic and Slovenia clearly aspiring to become globally responsible donors. Building on the literatures on foreign policy analysis, international socialization and interest group influence, the book develops a model of foreign aid policy making in order to explain the general reluctance of the five countries in implementing international best practices, and also the differences in their relative performance.

Available in PDF, EPUB and Kindle. Book excerpt: In recognition of the fact that EU policies in non-development areas, such as trade, energy and migration, can also profoundly affect the poor in developing countries, the EU has affirmed?Policy Coherence for Development? as an important principle for achieving more effective development cooperation. This new CEPS study analyses whether policy-making processes in the EU Council provide sufficient scope for development inputs to be made in 12 key policy areas: trade, environment, climate change, security, agriculture, fisheries, social dimension of globalisation, employment and decent work, migration, research and innovation, information society, transport and energy. The study also includes coverage of the policy-making processes in the European Commission as it initiates and defends most of the policies being discussed in the EU Council. Its findings point to the highly segregated character of EU policy-making and provide interesting insights into the internal challenges the EU will need to address in order to fulfil its goal of achieving greater coherency in its (external) policy-making. To strengthen the potential for PCD the study suggests six proposals for structural reform as well as a set of specific recommendations.

Book excerpt: Events of the past twenty years, including the Cold War and the War on Terror, have meant that the environments of international development co-operation have changed extensively, with dramatic consequences for development policies and North-South relations in general. Perspectives on European Development Cooperation takes stock of such changes, describing and analyzing the new European development agenda, including the role of the European Union. Essays by prominent authorities in the field examine the development policies of individual donor countries and focus on the principles and objectives governing aid strategies and the performances of these policies. This book will be of interest to students of development studies and those involved in determining development policy.

Available in PDF, EPUB and Kindle. Book excerpt: This book constitutes a systematic and critical assessment of the nature, evolution, and prospects of the development partnership between the 79-member African, Caribbean, and Pacific (ACP) group of states and the 28-member European Union (EU). A core theme that runs through the work is that the ACP’s partnership with the EU remains an important framework for addressing development challenges in the African, Caribbean, and Pacific regions, but needs to adapt to changes in the global political economy, as well as internal developments in both the ACP and the EU, to sustain its relevance and effectiveness. This is crucial for the ACP group, in particular, given its origins in, and core focus on, development cooperation with Europe. The authors in this volume examine the history of the ACP-EU partnership since 1975; the EU’s relationship with the African, Caribbean, and Pacific regions individually; ACP experiences with economic partnership agreements with the EU; and new political issues, in particular, security, migration, and diasporas. Shedding light on the future prospects of this relationship, this book will be of interest to both scholars and policymakers working on the ACP-EU relationship and related development issues, including trade, aid, security, and migration.

Available in PDF, EPUB and Kindle. Book excerpt: This is the first study to examine the entire life cycle in the Middle Ages. Drawing on a wide range of secondary and primary material, the book explores the timing and experiences of infancy, childhood, adolescence and youth, adulthood, old age and, finally, death. It discusses attitudes towards ageing, rites of passage, age stereotypes in operation, and the means by which age was used as a form of social control, compelling individuals to work, govern, marry and pay taxes. The wide scope of the study allows contrasts and comparisons to be made across gender, social status and geographical location. It considers whether men and women experienced the ageing process in the same way, and examines the differences that can be discerned between northern and southern Europe. The fourteenth and fifteenth centuries suffered famine, warfare, plague and population collapse. This fascinating consideration of the life cycle adds a new dimension to the debate over continuity and change in a period of social and demographic upheaval.

Book excerpt: Complementarity, coordination, and coherence are three key concepts of the articles on development cooperation included in the Treaty on European Union (Maastricht 1992). Any evaluation of these concepts, as proposed by the combined evaluation units of the European Commission and member states, should focus on the increased effectiveness of European development cooperation as a result of the implementation of the three "C's" in recent years. This exploratory study investigates how these concepts are applied, what definitions are used, and how they are embedded in the international legal context.
