Available in PDF, EPUB and Kindle. Book excerpt: This book constitutes a systematic and critical assessment of the nature, evolution, and prospects of the development partnership between the 79-member African, Caribbean, and Pacific (ACP) group of states and the 28-member European Union (EU). A core theme that runs through the work is that the ACP’s partnership with the EU remains an important framework for addressing development challenges in the African, Caribbean, and Pacific regions, but needs to adapt to changes in the global political economy, as well as internal developments in both the ACP and the EU, to sustain its relevance and effectiveness. This is crucial for the ACP group, in particular, given its origins in, and core focus on, development cooperation with Europe. The authors in this volume examine the history of the ACP-EU partnership since 1975; the EU’s relationship with the African, Caribbean, and Pacific regions individually; ACP experiences with economic partnership agreements with the EU; and new political issues, in particular, security, migration, and diasporas. Shedding light on the future prospects of this relationship, this book will be of interest to both scholars and policymakers working on the ACP-EU relationship and related development issues, including trade, aid, security, and migration.

Book excerpt: The Economic Partnership Agreements between the European Union and the Africa, Caribbean, and Pacific (ACP) countries have drastically restructured Europe’s trade architecture towards the third world. This volume examines the consequences of EPAs for development in sub-Saharan Africa (SSA). Starting from the observation that the establishment of free trade as such will substantially impact upon economic development, the different contributions focus on the potential contribution of non-traditional aspects of EPAs. More specifically, the authors analyze the role of Aid for Trade schemes, regulatory integration issues and broader foreign policy considerations. How can these non-market access aspects stimulate development in Africa, and how have they been addressed in the EPAs? In short, this brings us to the question whether the ‘light version EPAs’ as they currently stand are a missed chance or a blessing in disguise?

Book excerpt: The relationship between the European Union (EU) and the African, Caribbean and Pacific (ACP) Group of States represents an important yet very distinct case in international relations: its origins were colonial arrangements at the inception of the European Community which were subsequently transformed into the largest framework of North-South development cooperation. External relations with ACP states were formalised in 1975 with the first of four successive Lomé conventions and the EU provided its developing partners with considerable amounts of financial assistance and non-reciprocal preferential market access. In 2000, this relationship experienced a significant readjustment with the Cotonou Partnership Agreement and the introduction of Economic Partnership Agreements (EPAs).The European Commission heralded this agreement as a new era in development cooperation and EPAs as development instruments per se. Despite the rhetoric emphasis on the partnership principle in development cooperation, introduced reforms are primarily dictated by the EU while neglecting the impact on ACP states, for which the EPA negotiations represent a good example. As a result, this special relationship has considerably cooled down, the implementation of EPAs had largely failed and the EU became the target of public critique. This thesis demonstrates that the particularity of this relationship was enabled but subsequently rationalised in the course of institutional developments of the EU and its progressive involvement in a changing international political economy. European politics have dominated this relationship from the early beginning onwards and never simply focussed on the development of ACP countries but on a number of self-centred interests and objectives. The goals involved in this relationship subsequently changed and were increasingly aligned with those pursued in multilateral development and trade relations. The EU is not a unitary and coherent external actor and the European Commission has become a driving force behind the implementation of neo-liberal reforms towards ACP states. Special emphasis is placed on the role of the Commission in the processes which had led to the Cotonou Agreement, the implementation of EPAs and the erosion of this partnership.

The book brings together politicians, academics and policy-makers to address recent experience and the way ahead after the EU's leading policy, the Lome Convention, expires in February 2000. Development policy in the various member states and at EU level and the prospects for furthering the international community's human rights and good governance agenda are examined in detail. This thorough assessment of one of the EU's oldest, most important and yet little known policy fields will be of use to scholars and students of development, of European integration and international relations.

Book excerpt: This project demonstrates how the European Union's aid and trade relationship with the African, Caribbean & Pacific (ACP) group of states fits within the context of a multi-level Europe. The analysis draws on the multi-level governance (MLG) typology designed by Liesbet Hooghe and Gary Marks, and the earlier intellectual endeavours of G.P.E. Walzenbach and colleagues to explain the EU governmental and policy process policies in aid and trade with ACP. By examining the nature and evolution of European Union policy processes regarding international trade and development with ACP countries through the Type 2 model of MLG, it is the intent of this author to show how the European Union and its member states can coordinate their actions effectively, whilst maintaining individual sovereignty and without having to fit directly into the more hierarchical Type 1 model of MLG which applies to the overall structure of the European Union.

Book excerpt: The Lomé IV Convention, which provides the framework for development cooperation between the European Union (EU) and 71 African, Caribbean and Pacific (ACP) states, expires in the year 2000. The form that a successor arrangement would take, will be of considerable importance to the ACP countries, more than half of which belong to the Commonwealth. This study examines the possible options for the next phase of ACPEU cooperation, addressing the diverse trade and development interests of ACP countries.

This book was released on 2010 with total page 307 pages. Available in PDF, EPUB and Kindle. Book excerpt: The objective of this study is to provide an account of the terminology the European Union has created and used with regard to its development cooperation policy since the Treaty of Rome was signed in 1957. For this purpose, a terminological analysis has been conducted, based on a corpus of texts produced by the EU in this domain. A corpus-based approach to terminology has been chosen as it opens up the possibility to gather both conceptual and linguistic as well as usage information about the terminological units. Moreover, it allows the study of terms in the context of communicative situations and enables the analysis of concordances that can be used to reveal possible ideological aspects of the terminology involved. The book not only provides a detailed and comprehensive report on the status quo of the EU's terminology in this field. It also reflects the evolution of its terminology since the establishment of a common European development cooperation policy and thus against the background of an ever-changing socio-economic and political situation. The findings are meant to contribute to a better knowledge and understanding of European development cooperation policy as well as to help improve communication between professionals in European and national bodies.

It is increasingly recognised that EU development cooperation policy has failed to meet its stated aims. In this book, Arts and Dickson ask the obvious and important question: if the policy doesn’t work, why bother with it? The authors assess why EU development policy has become largely ineffective, citing among the external causal factors the liberalisation of trade, and the growing influence of US and international actors such as the World Bank and the International Monetary Fund upon EU policy. It also considers contributing factors within the EU such as the enlargement of its membership and the resulting shifts in priorities. It is this analysis of internal and external factors affecting the decline of EU development policy that makes this study both innovative and unique. It brings together an impressive range of contributors from different disciplines resulting in a thorough and intelligent assessment of the debate. This study will appeal to advanced level undergraduates and academics of European politics in general, EU integration, development studies, and International Relations.
