This position is often overshadowed by continued sectarian violence and trans-boundary conflicts that threaten the stability of the entire region with serious global implications. This preoccupation with conflict has come at the expense of addressing the region’s other challenges. Although the region’s fragile environmental state has increasingly preoccupied policymakers in individual countries, there is currently insufficient attention paid to coordinating collaborative action to recognise and address problems relating to its environmental sustainability and climatic change. In the absence of a positive agenda for tackling these issues, recurrent environmental setbacks and rapid depletion of the region’s natural resources continue to pose a major threat to the long-term economic, political, and social stability of the region. Despite the urgency of these challenges, there is little research dedicated to studying MENA’s environmental sustainability. Environmental Challenges in the MENA Region: The Long Road from Conflict to Cooperation draws from the proceedings of a seminal international conference on the subject at SOAS in October 2016, which was held as a celebration of the SOAS Centenary. This led to a collective contribution by experts and policy-makers concerned with the state of the MENA region’s environmental predicament with the aim of addressing these problems in a constructive and forward-looking approach. The chapters in this book are predicated upon two critical premises. First, expertise and awareness from a wide range of disciplines is required to understand and address environmental challenges. Book excerpt: The Arab region is often perceived in terms of its negatives rather than its achievements. The cradle of Judaism, Christianity and Islam is nowadays mostly discussed in the context of problems related to rising religious fundamentalism, political instability due in part to the Arab-Israeli conflict or the persistent low status of women. The first Arab Human Development Report listed three deficits impeding human advancement in Arab countries, these were: knowledge acquisition and effective utilization; human rights, freedom and good governance; and woman’s empowerment. The demographic perspective on the Arab region again has tended to focused on the negative, with most studies ranging from uncontrollable immigration to untamable high fertility. Our perspective will first of all examine the differences in terms of demographic paths existing in the 22 countries that make up the Arab world, as well as any convergence occurring at different levels. While the notion that there is a unique and unchanging demographic pattern that is specifically Arab – one of universally high fertility that does not decline – is no longer tenable, the countries in the region are sufficiently similar to each other and distinct from their neighbors to be meaningfully discussed together. This is not to lose sight of the fact that “modernity, cultural openness, the relations between men and women, the effects of economic crisis and of development all vary from one sub-population to another, in North Africa and the Middle East, as elsewhere in the world.” The population projections by the United Nations Population Division essentially assume that fertility will steadily decline in the Arab region as it has elsewhere in the world. In the medium term, despite secular trends in declining fertility and mortality, there will in some respects be even greater demographic heterogeneity in the Arab region than is currently the case. As a result of this heterogeneity, the challenges posed by demographic change in the Arab region are more diverse than the attention to “youth bulges” suggests. It should not distract from the fact that a large number of Arab countries, in the GCC area, the Mashreq and North Africa, will within one generation already enter a phase characterized by progressive population ageing. Because of the rapid future growth in the number of elderly, the overall dependency ratio in the GCC area and Arab North Africa as a whole will, despite falling fertility, not drop much below current levels. This throws an under-appreciated light on the problem of very low participation rates in the labor market. Increasing economic opportunities for today’s youth are not just imperative to meet their own current needs for transitioning to productive and fully “adult” members of society, but also to ensure future sustainability.

Book excerpt: The agriculture sector is key for economic and social development, but the sector’s potential has not received enough attention from policy makers and stakeholders in the Middle East and North Africa (MENA) region. Political transitions, instability, and the resulting refugee crisis have shifted focus away from other pressing development challenges, including slow progress in economic diversification, high unemployment, and persistent high food insecurity and rural poverty. Despite its small contribution to GDP, agriculture is strategic for sustainable development in the MENA countries. Agriculture, for example, is central to achieve food and water security in a region characterized as one of the most food insecure and water scarce in the world. The sector’s role in employment is also central, given the region’s high structural unemployment. However, it will not be possible for MENA countries to develop agriculture without a pathway to structural economic transformation. The region has already started the process of transformation but longstanding challenges remain. This report aims to examine the drivers, constraints, and social implications of agricultural development in MENA and to explore possible cornerstones for new and sustainable development strategies in the context of economic transformation. More specifically, the report provides answers to the following questions: • What development strategies and policies did governments in MENA put in place over the past three decades and how did they affect the performance of agriculture? • How did the structural characteristics of the MENA countries affect agricultural development and the economic transformation process in the region? • What did we learn from the past performance of agriculture? What should be the central elements guiding future agricultural policies? • What are elements of a new and sustainable development strategy in MENA countries? • What is the role of agriculture and agro-industries for development in MENA?
