The book focuses primarily on the use of HEU for the production of the medical isotope molybdenum-99 (Mo-99), whose decay product, technetium-99m3 (Tc-99m), is used in the majority of medical diagnostic imaging procedures in the United States, and secondarily on the use of HEU for research and test reactor fuel. The supply of Mo-99 in the U.S. is likely to be unreliable until newer production sources come online. The reliability of the current supply system is an important medical isotope concern; this book concludes that achieving a cost difference of less than 10 percent in facilities that will need to convert from HEU- to LEU-based Mo-99 production is much less important than is reliability of supply.

Substantial progress has been made in developing targets and chemical processes for producing 99Mo using low-enriched uranium (LEU). Target development has been focused on a uranium-metal foil target as a replacement for the coated-UO2 Cintichem-type target. Although the first designs were not successful because of ion mixing-induced bonding of the uranium foil to the target tubes, recent irradiations of modified targets have proven successful. Only minor modifications of the Cintichem chemical process are required for the uranium-metal foil targets. A demonstration using prototypically irradiated targets is anticipated in February 1997. Progress has also been made in basic dissolution of both uranium-metal foil and aluminum-clad U3Si2 dispersion fuel targets.

Substitution of low-enriched uranium (LEU) silicide fuel for the HEU alloy and aluminide fuels used in most current target designs will allow equivalent 99Mo yields with little change in target geometries. Substitution of uranium metal for uranium oxide films in other target designs will also allow the substitution of LEU for HEU. During 1995, we have continued to study the modification of current targets and processes to allow the conversion from HEU to LEU. A uranium-metal-foil target was fabricated at ANL and irradiated to prototypic burnup in the Indonesian RSG-GAS reactor. Postirradiation examination indicated that minor design modifications will be required to allow the irradiated foil to be removed for chemical processing. Means to dissolve and process LEU foil have been developed, and a mock LEU foil target was processed in Indonesia. We have also developed means to dissolve the LEU foil in alkaline peroxide, where it can be used to replace HEU targets that are currently dissolved in base before recovering and purifying the 99Mo. We have also continued work on the dissolution of U3Si2 and have a firm foundation on dissolving these targets in alkaline peroxide. The technology-exchange agreement with Indonesia is well underway, and we hope to expand our international cooperations in 1996.

Book excerpt: The decay product of the medical isotope molybdenum-99 (Mo-99), technetium-99m (Tc-99m), and associated medical isotopes iodine-131 (I-131) and xenon-133 (Xe-133) are used worldwide for medical diagnostic imaging or therapy. The United States consumes about half of the world's supply of Mo-99, but there has been no domestic (i.e., U.S.-based) production of this isotope since the late 1980s. The United States imports Mo-99 for domestic use from Australia, Canada, Europe, and South Africa. Mo-99 and Tc-99m cannot be stockpiled for use because of their short half-lives. Consequently, they must be routinely produced and delivered to medical imaging centers. Almost all Mo-99 for medical use is produced by irradiating highly enriched uranium (HEU) targets in research reactors, several of which are over 50 years old and are approaching the end of their operating lives. Unanticipated and extended shutdowns of some of these old reactors have resulted in severe Mo-99 supply shortages in the United States and other countries. Some of these shortages have disrupted the delivery of medical care. Molybdenum-99 for Medical Imaging examines the production and utilization of Mo-99 and associated medical isotopes, and provides recommendations for medical use.

Studies were focused in four areas: (1) measuring the chemical behavior of iodine, rhodium, and silver in the LEU-modified Cintichem process, (2) performing experiments and calculations to assess the suitability of zinc fission barriers for LEU metal foil targets, (3) developing an actinide separations method for measuring alpha contamination of the purified 99Mo product, and (4) developing a cooperation with Sandia National Laboratories and Los Alamos National Laboratory that will lead to approval by the US Federal Drug Administration for production of 99Mo from LEU targets. Experimental results continue to show the technical feasibility of converting current HEU processes to LEU.

Book excerpt: Argonne National Laboratory is cooperating with the National Atomic Energy Commission of the Argentine Republic (CNEA) to convert their 99Mo production process, which uses high enriched uranium (HEU), to low-enriched uranium (LEU), The program is multifaceted; however, discussed in this paper are (1) results of laboratory experiments to develop means for substituting LEU metal-foil targets into the current process and (2) preparation of uranium-alloy or uranium-metal/aluminum-dispersion targets. Although 99Mo production is a multi-step process, the first two steps (target dissolution and primary molybdenum recovery) are by far the most important in the conversion. Commonly, once molybdenum is separated from the bulk of the uranium, the remainder of the process need not be modified. Our results show that up to this point in our study, conversion of the CNEA process to LEU appears viable.

Sintering of matrix aluminum powder during irradiation and heat treatment retarded aluminum dissolution and prevented silicide particle dispersion. Gas evolved during dissolution is suspected to adhere to particles and block hydroxide ion contact with aluminum. Reduction of base concentrations from 5M to O.lM NaOH yielded similar silicide dissolution and peroxide destruction rates, simplifying later processing. Future work in particle dispersion enhancement, 99Mo separation, and waste disposal is also discussed.

Book excerpt: As part of the RERTR program, the development of technology to use low-enriched uranium (LEU) for production of the fission product 99Mo has continued. Progress in fabrication development and out-of-pile thermal testing of targets based on uranium metal foils is summarized. Uranium foil of 125 [mu]m (0.005 in.) thickness has been fabricated. Heat treatments have been developed to provide a random crystal structure, which is required for satisfactory irradiation properties. Two target designs, a tapered thermal expansion type and a split-outer-tube type, are presented. After anionic coating and thermal treatment of prototypical targets, no diffusional or dimensional changes were observed. A formal agreement for cooperation between Argonne National Laboratory (ANL) and the Indonesian National Atomic Energy Agency (BATAN) for irradiation testing is in the final stage of negotiation. The first irradiation tests of targets fabricated by ANL are scheduled to begin during the first half of 1995.

The slide presentation is organized under the following topics: Objective, Process Overview, Background, Team Structure, Key Achievements, Experiment and Activity Descriptions, and Conclusions. The High Density Target project has demonstrated: approx. 50 targets irradiated through domestic and international partners; proof of concept for two front end processing methods; fabrication of uranium foils for target manufacture; quality control procedures and steps for manufacture; multiple target assembly techniques; multiple target disassembly devices; welding of targets; thermal, hydraulic, and mechanical modeling; robust target assembly parametric studies; and target qualification analysis for insertion into very high flux environment. The High Density Target project has tested and proven several technologies that will benefit current and future Mo-99 producers.

Promising methods of producing irradiation targets are being developed and may lead to the reduction or elimination of this HEU use. To substitute low enriched uranium (LEU) for HEU in the production of 99Mo, the target material may be changed to uranium metal foil. Methods of fabrication are being developed to simplify assembly and disassembly of the targets. Removal of the uranium foil after irradiation without dissolution of the cladding is a primary goal in order to reduce the amount of liquid radioactive waste material produced in the process. Proof-of-concept targets have been fabricated. Destructive testing indicates that acceptable contact between the uranium foil and the cladding can be achieved. Thermal annealing tests, which simulate the cladding/uranium diffusion conditions during irradiation, are underway. Plans are being made to irradiate test targets.

Book excerpt: The Global Threat Reduction Initiative (GTRI) Conversion Program is actively developing technologies for converting civilian facilities that use high enriched uranium (HEU) to low enriched uranium (LEU) fuels and targets. The conversion of conventional HEU targets to LEU for the production of 99Mo production requires approximately five times the uranium in a target to maintain the 99Mo yield on a per-target basis. Under GTRI, Argonne National Laboratory (Argonne) is developing two frontend options for current 99Mo production processes to allow the use of LEU-foil targets. In both processes, the aim is to produce a frontend product that is compatible with current 99Mo purification operations and will provide the same or a higher yield of 99Mo for the same number of irradiated targets. The two frontend processes under development as part of this project are (1) the dissolution of irradiated LEU foil (up to 250 g in a single batch) and nickel fission recoil barrier in nitric acid at ambient pressure; and (2) the electrochemical dissolution of LEU foil in series of steps that produces an alkaline (basic) solution feed for 99Mo purification. This report describes results from performance tests and design optimization of the ambient pressure, nitric-acid-dissolver system. The design, fabrication, and performance test planning for this system are described in more detail in previous reports (Jerden et al. 2011a, b, 2012). Full-scale demonstrations of both of the frontend processes using irradiated uranium foils are planned to be performed at Oak Ridge National Laboratory this fiscal year.
