Book excerpt: Researchers at the Desert Research Institute (DRI) and United States Bureau of Reclamation, Lahontan Basin Area Office (Reclamation) are conducting research aimed at improving streamflow forecasts on the Carson River as part of the Water 2025 initiative. The goal of the research is to improve long term streamflow forecasts on the Carson River through the development, application and testing of a coupled hydrologic model. The coupled hydrologic model consists of; (1) a physically based hydrologic model, the Modular Modeling System---Precipitation Runoff Modeling System (MMS-PRMS); and (2) an operational river routing model, RiverWare. The MMS-PRMS model was applied and calibrated at two headwater nodes in the upper Carson River watershed for the period 1980-2006 and coupled with the RiverWare model within the Object User Interface (OUI) modeling framework to route streamflow from the headwater nodes to Ft. Churchill. The National Weather Service (NWS) Ensemble Streamflow Prediction (ESP) approach was used with the coupled model to generate streamflow forecasts at the headwater nodes which, in turn, were used as input to the RiverWare model to produce forecasted streamflow at Ft. Churchill. Reclamation managers use streamflow forecasts to predict water supply and plan for operations on both the Carson and Truckee River basins. The streamflow forecasts made with the coupled model at the headwater nodes and Ft. Churchill were evaluated through a comparison, which includes traditional statistical analysis and probabilistic techniques, with forecasts made by the NWS, the Natural Resources Conservation Service (NRCS), and historic observed streamflow volumes. Based on forecast analysis, a set of recommendations is made to guide Reclamation managers on the suitability of the various forecasts.

These forecasts anticipate the timing and magnitude of streamflow peaks, enabling early warning of floods. Recent advances in atmospheric modeling have enabled production of forecasts months ahead, which are less precise but give a useful sense of trends. The purpose of this study is to produce and evaluate a seasonal streamflow forecast model using a Muskingum routing hydrologic model coupled with runoff from a land surface model, and atmospheric input from a medium-term atmospheric and precipitation model. To evaluate the skill of the coupled model, resultant streamflow forecasts with lead times up to 90 days are compared with stream gage data across the three-year historical period of interest. The coupled model system performed well in downstream reaches and with shorter lead times, but forecast skill degraded for lead times past 15 days.

Book excerpt: The purpose of this dissertation is to develop and evaluate techniques for improvement of seasonal streamflow forecasts in the Upper Rio Grande (URG) basin in the U.S. Southwest. Three techniques are investigated. The first technique is an investigation of the effects of the El NiƱo/Southern Oscillation (ENSO) on temperature, precipitation, snow water equivalent (SWE), and the resulting streamflow at a monthly time scale, using data from 1952 to 1999 (WY). It was seen that the effects of ENSO on temperature and precipitation were confined to certain months, predominantly at the beginning and end of the winter season, and that the effect of these modulations of temperature and precipitation by ENSO can be seen in the magnitude and time variation of SWE and streamflow. The second part is a comparison of the use for snowmelt-runoff modeling of the newly available snowcover product based on imagery from the satellite-borne Moderate Resolution Imaging Spectroradiometer (MODIS) with the long-time standard snowcover product from the National Hydrological Remote Sensing Center (NOHRSC). This comparison is made using the Snowmelt Runoff Model (SRM) in two watersheds located inside the URG basin. This comparison is important because the MODIS snowcover product could greatly improve the availability of snowcover information because of its high spatial (500m) and temporal (daily) resolutions and extensive (global) coverage. Based on the results of this comparison, the MODIS snowcover product gives comparable snowcover information compared to that from NOHRSC. The final part is an investigation of streamflow forecasting using mass-balance models. Two watersheds used in the comparison of MODIS and NOHRSC snowcover products were again used. The parameters of the mass-balance models are obtained in two different ways and streamflow forecasts are made on January 1st, February 1st, March 1st and April 1st. The first means of parameter estimation is to use the parameter values from 1990 to 2001 SRM streamflow simulations and the second means is by optimization. The results of this investigation show that mass-balance models show potential to improve the long-term streamflow forecasts in snowmelt-dominated watersheds if dependable precipitation forecasts can be provided.
