The situation is especially grave in areas populated by ethnic minorities, many of which have been affected by decades of armed conflict, and in the Irrawaddy Delta, where in May 2008 some 130,000 people were killed and over two million made homeless by Cyclone Nargis. The military government is deeply unpopular, and further episodes of mass protest similar to those that occurred in August and September 2007 cannot be ruled out. However, strategic options for elite-level regime change in the country remain limited. Therefore, local and international actors should focus on incremental approaches to democratization, and in particular on the roles of local communities and NGOs. The past decade has seen an expansion of previously dormant civil society networks, especially within and between ethnic nationality communities. This development has been particularly significant in areas affected by ceasefires between armed ethnic groups and the military government. The capacities and strategic importance of local NGOs were demonstrated by the impressive civil society responses to the cyclone. At the local level, models of community participation and the promotion of democracy from below can help to transform state-society relations and patterns of governance, including in ceasefire areas. At the national/elite level, the development of civil society is a prerequisite for sustainable democratic change. Although the promotion of civil society is necessary, it is not sufficient to achieve social and political transition in Burma. Furthermore, community networks are vulnerable to suppression by the militarized state and by armed nonstate actors. Such tendencies were demonstrated during the national referendum of May 2008, when the government engineered the endorsement of a new constitution designed to consolidate and perpetuate military rule. The challenge for the international community is to work within the constricted environment of military-ruled Burma in ways that promote positive change - but without exposing local partners to unacceptable risks.

In this revelatory investigation of the true impact of globalization, Yale Law School professor Amy Chua explains why many developing countries are in fact consumed by ethnic violence after adopting free market democracy. Chua shows how in non-Western countries around the globe, free markets have concentrated starkly disproportionate wealth in the hands of a resented ethnic minority. These “market-dominant minorities” – Chinese in Southeast Asia, Croatians in the former Yugoslavia, whites in Latin America and South Africa, Indians in East Africa, Lebanese in West Africa, Jews in post-communist Russia – become objects of violent hatred. At the same time, democracy empowers the impoverished majority, unleashing ethnic demagoguery, confiscation, and sometimes genocidal revenge. She also argues that the United States has become the world’s most visible market-dominant minority, a fact that helps explain the rising tide of anti-Americanism around the world. Chua is a friend of globalization, but she urges us to find ways to spread its benefits and curb its most destructive aspects.

In Democracy against Development, Jeffrey Witsoe investigates this counter-narrative, uncovering an antagonistic relationship between recent democratic mobilization and development-oriented governance in India. Witsoe looks at the history of colonialism in India and its role in both shaping modern caste identities and linking locally powerful caste groups to state institutions, which has effectively created a postcolonial patronage state. He then looks at the rise of lower-caste politics in one of India’s poorest and most populous states, Bihar, showing how this increase in democratic participation has radically threatened the patronage state by systematically weakening its institutions and disrupting its development projects. Fostering security and stability in semi-authoritarian regimes collides with policies aimed at the support of processes of democratization prone to conflict and destabilization. Meanwhile, the promotion of national self-determination and political empowerment might lead to forms of democracy, partially incompatible with liberal understandings. These conflicting objectives are often problematized as challenges to the effectiveness of international democracy promotion. This book presents systematic research about their emergence and effects. The contributing authors investigate (post-) conflict societies, developing countries, and authoritarian regimes in Southeast Europe, Latin America, Africa, and Asia. They identify the socio-economic and political conditions in the recipient country, the interaction between international and local actors, and the capacity of international and local actors as relevant for explaining the emergence of conflicting objectives. And they empirically show that faced with conflicting objectives donors either use a ‘wait and see’-approach (i.e. not to act to overcome such conflicts), they prioritize security, state-building and development over democracy, or they compromise democracy promotion with other goals. However, convincing strategies for dealing with such conflicts still need to be devised. This book was published as a special issue of Democratization.

This historical ethnography examines how governmentalized spaces of democracy and development fell short, enabling and disfiguring an ethnic Mayan resurgence. In a passionate and politically engaged book, Copeland argues that the transition to democracy in Guatemalan Mayan communities has led to a troubling paradox. He finds that while liberal democracy is celebrated in most of the world as the ideal, it can subvert political desires and channel them into illiberal spaces. As a result, Copeland explores alternative ways of imagining liberal democracy and economic and social amelioration in a traumatized and highly unequal society as it strives to transition from war and authoritarian rule to open elections and free-market democracy.The Democracy Development Machine follows Guatemala's transition, reflects on Mayan involvement in politics during and after the conflict, and provides novel ways to link democratic development with economic and political development. For his quantitative comparison he draws on longitudinal data for a sample of 76 developing countries and for 18 Latin American nations. To illuminate the causal mechanisms at work, Bowman offers a detailed comparison of Costa Rica and Honduras between 1948 and 1998. The case studies not only serve to bolster his general argument about the harmful effects of militarization but also provide many new insights into the processes of democratic consolidation and economic transformation in these two Central American countries.
