Book excerpt: This book provides a more comprehensive discussion of collaborative school efforts than any other single source currently available. Specifically, multiple disciplinary perspectives are presented, addressing the complexity or "promises and pitfalls" of school collaboration efforts. The book is organized in terms of major considerations in school collaboration initiatives—the organizational structure; the change process; inter-agency and intra-school collaborative efforts; and implications for instruction, leadership, and leadership preparation. Also, the book informs the design of educator preparation programs emphasizing collaborative schools and cross-disciplinary teaching. The chapters address many issues regarding school collaboration, such as which organizational structures will enhance collaborative efforts; which change processes are important in building school collaboration; the costs (in effort, energy, time, or other resources) of collaborating with other external agencies; how teachers' work can be redesigned to enhance collaboration between teachers and the anticipated outcomes for teachers and students; how educators can overcome their separate role socializations to build collaborative work relationships within schools; and the implications of school collaboration for teaching and learning, school leadership, and leadership preparation. The closing chapter offers five synthesizing issues or dilemmas for school collaboration.

Book excerpt: Designed as a guide for practitioners, this book draws on over 600 sources to discuss school restructuring definitions, trends, and issues; achievements of a few select schools; and implementation techniques and strategies. Two overarching, indirectly stated issues pervading the reconceptualization of schooling are multiculturalism and a caring school staff. The book is organized into four parts. Part 1, Rationale and Context, presents a historical context for restructuring and a summary of the current motivations for, and implications of, educational restructuring. Part 2, Changing Roles and Responsibilities, examines the evolution of new roles for essentially all the groups that participate in public education. Part 3, Dimensions of Restructuring, explores the concepts of incremental and discontinuous change and extensively discusses current school restructuring activities along 12 dimensions: learner outcomes, curriculum, instruction, assessment, learning environment, technology, school-community relations, time schedules, governance, teacher leadership, personnel definitions and roles, and working relationships. Part 4, Process of Restructuring, captures the lessons being learned about the restructuring process and presents examples of strategies and techniques. (Contains over 600 references.) (MLH)

Book excerpt: EDITORS This introduction to the International Handbook of Educational Lead ership and Administration describes some of the motivation for devel oping the book and several assumptions on which is based much of the work represented in its 31 chapters. A synopsis of the contents of those chapters is also provided. SOME KEY ASSUMPTIONS It is sometimes suggested that the search for an adequate understanding of leadership is doomed to fail. After all, there is little evidence of agreement about the concept in spite of prodigious efforts dating back hundreds if not thousands of years. Such a view is captured, for exam ple, in Bennis' observation that: Of all the hazy and confounding areas in social psychology, leadership theory undoubtedly contends for top nomination. Probably more has been written and less is known about lead ership than any other topic in the behavioural sciences. (1959, page 259) We do not find this state of affairs discouraging (nor entirely accurate) and, of course, it did not prevent Bennis from proceeding either. One reason for our desire to continue in the face of such discouraging words is that a great deal of leadership research aspires to develop a general theory, a theory which applies to all or most domains of organized human activity. This aspiration inevitably produces decontextualized and, therefore, abstract categories of practice. Howard Gardner's (1995) depiction of leadership as story telling is a case in point.

Book excerpt: This report examines a 30-year history of educational change to identify differing perspectives, strategies, and useful principles. The three most influential perspectives in educational change are the rational-scientific perspective, which proposes that change is created through the dissemination of innovative techniques; the political perspective, which generates change through legislation and other directives outside the school district; and the cultural perspective which seeks improvement through value changes in organizations. There are four strategies for implementing change: fix the parts, fix the people, fix the schools, and fix the system. Systemic education reform offers new hope because it brings together the technical knowledge needed for improvement with a locally sensitive education strategy. Through the Goals 2000 Initiative, the U.S. Department of Education supports reform efforts within the framework of the six National Education Goals. The Department and the Office of Educational Research and Improvement support standards-based assessment techniques. They also assist states in developing curriculum frameworks and help disseminate sound research and practice-based knowledge. A reference bibliography, illustrative programs, and additional sources are included. (JPT)
