Book excerpt: The Community Fisheries Centre (CFC) strategy is presented as an organizational concept for providing the basic infrastructure and services needed to deal with the problems confronting small-scale fisheries development. Various types of fishermen's organizations, integrated development strategies, and the options for the technical services and support modules which go together to make up a CFC are examined in detail. Particular attention is given to participatory identification of important problems facing the fisherfolk, and the planning, mobilization of local resources, and implementation of locally based microprojects to deal with them. The operation and management of the CFC, and of the associated multidisciplinary Fisheries Development Unit which provides technical support and training to one or more CFCs, is covered in some detail. A final chapter is devoted to the possible role of fisheries cooperatives in a CFC context.

Yet, disaster management governance fails to match the human, nonhuman and environmental calamity which is unfolding in its most frequent and unpredictable pattern. Between the Asian Tsunami of 2004 to the devastating Chennai and Kerala floods of 2018 the socio-industrial-livelihood impact alerts governments towards a greater and more serious compliance to laws for coastal conservation. The United Nations Office for Disaster Risk Reduction (UNDRR) in 2018 had shocking statistics to share as the deaths and damages related to only Tsunami disaster at the coasts to 251,770 and US$280 billions respectively in the last 20 years (1998-2017) as compared to 998 and US$ 2.7 billion in the previous 20 years (1978-1997). Coastal conservation is no more a question of casual governance but has become a need for survival. The region of South Asia which ranks much higher in its vulnerability, weak resilience and relatively undersupplied governance structures ought to take this responsibility on a priority. The spirit of Hyogu Declaration and the Sendai Framework for Action suggests preparedness and resilience building as key approach areas in coastal governance. The book is incomparable in its holistic and transdisciplinary social science based approach to disaster management which links conservation of marine flora and fauna, ecosystems and land management with decision making processes and coastal regulations. These grass root findings from the subcontinent are substantiated by a section on the most powerful court battle on the Kerala Floods as a guideline for readers to discerningly identify an ‘Act of God’ often used as a veil to hide lack of preparedness, apathy and political greed. This book becomes indispensable reading for anyone involved in research, administration or any level of decision making for the mitigation and prevention of disasters.

Previously the emphasis was on top-down approaches in this endeavour. Now priority is increasingly given to bottom-up approaches, putting the targeted communities first, using methods such as co-creation and living labs. Information and Communication Technologies for Development (ICT4D) is still a domain in search of a common ground. The many different perspectives from diverse ideologies, paradigms and theoretical perspectives here lead to an interesting debate, but, meanwhile, agents of social change are doing their best to change communities – ostensibly for the better. An ongoing endeavour, this discussion requires further investigation of the complexities of techno-societies. The contributions to this volume range from explorations of theory, models and methods to investigations into the practical implementation of ICT in communities, covering the characteristics of social groups and different generations and gender issues, as well as its applications in education and health. As such, the contributions in this book will inform continuing debates concerning the role of ICT in developing communities on the wrong side of all the technical and social divides in human societies.

Book excerpt: This technical paper presents three case studies of inland fisheries in the context of a multiple-use of land and water resources in the humid tropics of Asia. Two of the three river basins are situated on islands, i.e. the Agno in the Philippines and the Mahaweli in Sri Lanka; one is on mainland Asia, i.e. the Nam Pong Basin in Thailand. Although the river basins have a number of features in common, such as, for example, their size, forest cover and population density, they differ in a number of other environmental aspects and changes induced by the development taking place in their basins. Inland fisheries in all three catchments is represented both by capture and culture components with reservoir fisheries gaining in importance. The studies have shown that while the major constraint to the riverine fisheries has been identified as being the high level of transported sediments originating from eroding lands and mine waste discharge (the Agno Basin), in the reservoirs of Nam Pong and Mahaweli basins it has been the high fishing pressure, in one case non-regulated (Nam Pong), which has caused deterioration of fish stocks. Another constraint in force until recently was of a social (religious) character (Mahaweli Basin). The three studies have shown that in most situations inland fisheries can successfully develop under conditions of the multiple use of the resource.

Book excerpt: This world review of capture fisheries and aquaculture insurance presents the findings of five regional and four national reports conducted in 2020. An estimated 450 000 fishing vessels worldwide are covered by marine hull insurance. Nearly all of the estimated 67 800 large-scale industrial fishing vessels are covered by marine hull insurance, as well as 50–60 percent of the estimated 430 000 semi-industrial fishing vessels. However, over 95 percent of the 2.3 million motorized small-scale fishing vessels operate uninsured. Most small-scale fishers do not have access to adequate insurance services. Between 2009 and 2019, underwriting experiences in fishing vessel insurance were generally reported as “Good”. What is more, access to accident, life and health insurance services for crew on fishing vessels and small-scale fishers in developing countries has improved in recent years. In 2020, the number of aquaculture insurance policies in force was estimated at over 40 000 worldwide, with China and Indonesia the largest markets for this type of insurance. While large-scale aquaculture producers are well served by the insurance industry, the provision of insurance is inadequate for mediumand small-scale farmers, particularly in Asia. Underwriting experiences for aquaculture stock mortality insurance were reported as “Good” to “Very good” (40 percent), or “Neutral” (36 percent). The insurance industry has consolidated the market and increased profitability in aquaculture insurance. This world review contains information on the capture fisheries and aquaculture insurance market, the prevailing underwriting practices, perils covered, policies in force, risk management and claim handling procedures. Finally, it offers a series of recommendations for increasing insurance service provision to the fisheries and aquaculture industries.
