Book excerpt: Excerpt from The Destruction of Belgium: Germany's Confession and Avoidance In essentials their stories never vary. Every massacre of inhabitants, every organised shooting of "hostages," every wiping out of groups of people or individuals, every shelling, burning and destruction of entire towns and villages, or of single houses, always had its origin in the misdeeds of "Franc tireurs." It must have occurred to most people that members of the German Army in the circumstances of its invasion of Belgium would from time to time be attacked by unrestrained individual civilians. That, however, is not at all the case which the Germans set out to prove. They understand that isolated acts of that character do not warrant the infliction of collective and often vicarious punishment. They affirm that great masses of the civilian population of Belgium engaged in a "people's war" with them, and that this was done generally throughout the country, not merely with the connivance, but with the assistance of the Belgian Government and military authorities, and that only such repressive measures were taken by them as were legitimate, essential, and justified by the occasion. Before proceeding to examine the materials upon which this allegation is based, it is desirable to consider what is the charge made by the Belgians against the German Army, because the White Book is professedly an answer to the Belgian Report, and has no other object than to refute and overcome the "mendacious libels against the German Army," which are said to be contained in that document. The Commissioners appointed by the Belgian Government issued a series of Reports between August 28th, 1914, and January 20th, 1915. These reports, together with a most admirable and spirited preface by M. van Den Heuvel, a Belgian Minister of State; some extracts from the pastoral letter of Cardinal Mercier bearing on the subject of the German conduct in Belgium, and an appendix containing the advice given to civilians by M. Berryer, the Belgian Minister of the Interior, warning them that they must abstain from hostile action towards the Germans, formed the documents to which the German White Book purports to reply. The charges brought by the Belgian Commissioners against German officers and soldiers are pointed, precise, and definite. The reports give names, places, dates, and in many instances the number of people killed and of houses destroyed. Book excerpt: In August 1914, the German Army invaded the neutral nation of Belgium, violating a treaty that the German chancellor dismissed as a "scrap of paper." The invaders terrorized the Belgians, shooting thousands of civilians and looting and burning scores of towns, including Louvain, which housed the country's preeminent university. The Rape of Belgium recalls the bloodshed and destruction of the 1914 invasion, and the outrage it inspired abroad. Yet Larry Zuckerman does not stop there, and takes us on a harrowing journey over the next fifty months, vividly documenting Germany's occupation of Belgium. The occupiers plundered the country, looting its rich supply of natural resources; deporting Belgians en masse to Germany and northern France as forced laborers; and jailing thousands on contrived charges, including the failure to inform on family or neighbors. Despite the duration of the siege and the destruction left in its wake, in considering Belgium, neither the Allies nor the history books focused on the occupation, and instead cast their attention almost wholly on the invasion. Now, The Rape of Belgium draws on a little-known story to remind us of the horrors of war. Further, Zuckerman shows why the Allies refrained from punishing the Germans for the occupation and controversially suggests that had the victors followed through, Europe's reaction to the rise of Nazi Germany might have taken a very different course.

Book excerpt: Excerpt from A Statement About the Destruction of Louvain and Neighborhood There have been many stories about the "German atrocities" in Belgium, and recently certain articles have appeared in the Chicago press which are of such a character that they seem to demand particular attention. Those articles come from correspondents of American papers in Germany or accompanying the German army in France and Belgium. They generally represent the treatment given by the German army to the civil population in Belgium as very kind and conclude that everywhere stories about German atrocities "vanish on inquiry." I have no desire to question the sincerity of those correspondents, but in many respects I know they are mistaken. They were always far away from the places where "atrocities" were committed. One of them was, between August 12 and August 18, in the neighborhood of Landen and of Namur, when atrocities were committed in the eastern part of Belgium; he was staying in Brussels on August 20 and the three following days, watching for the passing of the German troops through the city, when Aerschot and several villages between Louvain and Malines were sacked and destroyed; he was staying in the Belgian town of Binche when Louvain was burned; and he accompanied the German troops in France when the Belgian towns of Dinant, Andenne, and Tamines were destroyed and their inhabitants killed. In that way, one may assert that he has not seen atrocities, but it seems absolutely inconsequent to say that there were not atrocities at all. As one of those newspaper correspondents has reported the German accusations against the citizens of Louvain, and has made statements about that city which are entirely false, I think the time has come to give here my own account and to publish the truth concerning the occurrences which took place not only at Louvain but also in the villages and small towns of the neighborhood. I myself am not an eyewitness of all the facts I shall report here, but for each case I give my evidence in such a way that everyone will be able to judge of the value of the statement. Book excerpt: On 26 August 1914 the world-famous university library in the Belgian town of Louvain was looted and destroyed by German troops. The international community reacted in horror - 'Holocaust at Louvain' proclaimed the Daily Mail - and the behaviour of the Germans at Louvain came to be seen as the beginning of a different style of war, without the rules that had governed military conflict up to that point - a more total war, in which enemy civilians and their entire culture were now 'legitimate' targets. Yet the destruction at Louvain was simply one symbolic moment in a wider wave of cultural destruction and mass killing that swept Europe in the era of the First World War. Using a wide range of examples and eye-witness accounts from across Europe at this time, award-winning historian Alan Kramer paints a picture of an entire continent plunging into a chilling new world of mass mobilization, total warfare, and the celebration of nationalist or ethnic violence - often directed expressly at the enemy's civilian population.

Available in PDF, EPUB and Kindle. Book excerpt: Is it true that the German army, invading Belgium and France in August 1914, perpetrated brutal atrocities? Or are accounts of the deaths of thousands of unarmed civilians mere fabrications constructed by fanatically anti-German Allied propagandists? Based on research in the archives of Belgium, Britain, France, Germany, and Italy, this pathbreaking book uncovers the truth of the events of autumn 1914 and explains how the politics of propaganda and memory have shaped radically different versions of that truth. John Horne and Alan Kramer mine military reports, official and private records, witness evidence, and war diaries to document the crimes that scholars have long denied: a campaign of brutality that led to the deaths of some 6500 Belgian and French civilians. Contemporary German accounts insisted that the civilians were guerrillas, executed for illegal resistance. In reality this claim originated in a vast collective delusion on the part of German soldiers. The authors establish how this myth originated and operated, and how opposed Allied and German views of events were used in the propaganda war. They trace the memory and forgetting of the atrocities on both sides up to and beyond World War II. Meticulously researched and convincingly argued, this book reopens a painful chapter in European history while contributing to broader debates about myth, propaganda, memory, war crimes, and the nature of the First World War.

Available in PDF, EPUB and Kindle. Book excerpt: A historian and former Belgian diplomat sheds light on the country’s tumultuous experience during WWI. In August of 1914, the German Empire invaded neutral Belgium in order to outflank the defenses of the French army. Yet the Belgian army resisted, managing to hold a small part of unoccupied Belgian territory north of Ypres until the Armistice of 1918. Because of their heroic defense, Belgium and its King enjoyed enormous international prestige after the war. Occupied Belgium suffered civilian executions and severe destruction. It was widely stripped of its highly developed industrial infrastructure. It was saved from starvation by food shipments from the United States which came in via neutral Holland. Four and a half years later, Belgium emerged a different country with experiences that would leave a lasting on its spirit as well as wide-ranging political implications.
