Book excerpt: Cierto es que el número de personas mayores necesitadas cuidados no deja de aumentar y que las transformaciones producidas en la estructura social y demográfica conducen a que la protección de la dependencia se haya convertido en un asunto prioritario al que tienen que dar respuesta los poderes públicos, conformando uno de los grandes retos a afrontar por un Estado Social avanzado en un contexto de igualdad de oportunidades. Pese a que la voluntad de la Ley 39/2006, de 14 de diciembre, de promoción de la autonomía personal y atención a las personas en situación de dependencia, ha sido la profesionalización de los servicios a las personas mayores, lo cierto es que el impacto en la consecución de este objetivo ha resultado, diecisiete años después, mucho menor del esperado, máxime cuando la escasez de cobertura protectora se hace todavía más patente en el medio rural, pues a los obstáculos generales de falta de infraestructuras y recursos, se une una elevada prevalencia del envejecimiento, acompañada de un incesante éxodo poblacional de personas jóvenes. Esta preocupante realidad aconseja realizar un análisis de los avances sutantivos proyectados o ya incorporados a nuestro ordenamiento jurídico en lo qu ese refiere al diseño normativo de los servicios públicos de cuidados, destacando sus virtudes y poniendo de manifiesto sus lagunas o deficiencias, con el fin último de ofrecer una serie de propuestas de mejora en aras a garantizar, de un lado, la óptima atención a la vejez con independencia del lugar de residencia y, de otro, la creación de empleo de calidad anudado al territorio bajo el prisma de la sostenibilidad ambiental.

While during the pre-industrial period migration had contributed to the economic and social reproduction of rural communities, it now challenged the continuity of the rural lifestyle. This book analyses the topic for the case of Spain, which in the twentieth century experienced one of the most intense processes of rural depopulation in modern Europe. The interaction between Spanish industrialisation and rural migration, the demographic implications of agrarian change, the obstacles to the development of rural non-farm activities, the rural problems of access to infrastructures and services, the role of public policy, and the consequences of depopulation for the rural community are the central elements of this study, which inserts the Spanish case within its European context. Distanced from both the anti-modern stance that idealises paradise lost and the Panglossian mood that welcomes anything that came with modernisation, the book explains how the adaptive strategies put into practice by rural populations led to a “peaceful surrender” of traditional rural society.

Rural areas are territories with increasingly lower purchasing power, job opportunities, and services for the population, which are classified as "spaces in crisis". The papers in this Special Issue evidence the many public and private strategies that are being pursued to achieve sustainable rural development in declining areas. The diversity of approaches offer a vision of the practical application and the obstacles or difficulties that many of them are having to achieve their objectives. All of these strategies are intended to achieve economic dynamism that is respectful of the environment and from there to be able to reduce the regressive demographic processes in rural areas. Following the liberalization of border controls and the massive economic and political changes in Eastern Europe, human mobility has increased and is becoming a permanent feature of post-Cold War Europe. The arrival of many Eastern Europeans, with Romanians being the largest migrant group, has produced public concerns on immigration in some West European countries. This is particularly the case in Italy, where Romanian irregular migrants are often stigmatized as poor troublemakers by authorities and the mass media. This book challenges such commonly-held assumptions that artificially divide migrants into categories of wished and unwished immigrants—winners and losers of international migration. This book compares two migrant groups. The first is composed of ethnic Germans who migrated legally from Timisoara, Romania, to Nuremberg, Germany. The second is made up of those who migrated irregularly from Borsa, Romania, to Milan, Italy. The analysis highlights a paradoxical situation. Irregular Romanian migrants in Milan had fewer rights and opportunities, yet through migration they gained prestige and came to enjoy a sense of success. Alternately, the Germans who had migrated to Nuremberg, who received more rights and opportunities, perceived that they had suffered a loss of social prestige. The focus on migrants’ social status employed in the book seeks to clarify this puzzle and provide an analytical framework for researching the linkages between the migration and incorporation of Romanians—who are today European citizens—and European states’ migration policies and migrant transnationalism.
