Available in PDF, EPUB and Kindle. Book excerpt: These essays by the brilliant historian of political science Juan Linz comprise a remarkable intellectual review of the life and work of Robert Michels, his major book Political Parties, and the dimensions of democracy as a functioning system.Linz elucidates the importance of Michels in a way that offers more than a mechanical view of political parties as some sort of precisely ordered system of authority and influence. Instead, Michels offers a view of politics that is bottom up and untidy, what he calls a "reciprocal deference structure." Michels is not simply the father of the iron law of oligarchy, but the idea of politics as a less than orderly network of responsiveness, responsibility, and accountability. Linz demonstrates, with magisterial power, why Michels must be ranked as a foremost thinker in classical political sociology. The remaining three segments of the volume cover areas with which Linz has also long been identified. Each in its own way illumines aspects of Michels as well. "Time and Regime Change" articulates differences between change within a regime and change of a regime--sometimes hard to identify because of the elongated time frames involved. The next essay explains why Spain is neither a traditional society nor a successful modern nation. The reliance upon central authority displaced the hoped for evolution of a society based on representative democratic institutions. The final section. "Freedom and Autonomy of Intellectuals and Artists" is a topic that gripped Michels and Linz alike. Freedom as a goal of the intelligentsia has been frustrated by those who provide ideological justification for repression of ideas and actions in the name of higher values. This segment provides a bridge between Michels and Weber--not to mention both of these major figures with Linz himself. The role of state power in mediating intellectual freedom is the leitmotif that blankets the twentieth century. The work is graced by a full-length bibliography o

Available in PDF, EPUB and Kindle. Book excerpt: Taxation and Inequality in Latin America takes a heterodox political economy approach, focusing on Latin America, where current problems of taxation have existed for a century and great wealth contrasts with abject poverty. The book analyzes the relation of natural resource wealth, allocational politics and the limited role of taxation for redistribution, and progressive resource mobilization. By drawing on the political economy of tax regimes, the book considers the specific conditions of taxation in Latin America, which apply to a large part of the Global South and more than 100 countries specializing in the extraction and export of raw materials. This book will cover: taxation and the dominance of raw material export sectors; taxation and allocational politics; new perspectives on political economy and tax regimes. Scholars and advanced students of political economy, political science, development studies, and fiscal sociology will find several key issues in tax research from a novel angle. The book provides an analytical orientation that relates central questions of taxation to patterns of regional political economy, thereby opening up the debate with tax scholars from other world regions of the Global South.

Available in PDF, EPUB and Kindle. Book excerpt: "A brilliant treasury of wisdom and insight drawn from leading sociologists throughout the world...It is a striking achievement, of which the International Sociological Association can be very proud, to have brought so many independent-minded scholars into so productive a dialogue." - Dennis Smith, Professor of Sociology, Loughborough University Twenty-nine chapters from prominent international contributors discuss, challenge and re-conceptualise the global discipline of sociology, evaluating the diversities within and between sociological traditions of many regions and nation-states. They assess all aspects of the discipline: ideas and theories; scholars and scholarship; practices and traditions; and ruptures and continuities through an international perspective. The Handbook argues that diversities in sociological traditions can be studied at three levels. First, they need to be studied from multiple spatial locations: within localities, within nation-states, within regions and the globe. Second, they need to be discussed in terms of their sociological moorings in distinct philosophies, epistemologies and theoretical frames, cultures of science and languages of reflection. Third, the intellectual moorings of sociological practices are extensive. The papers discuss the diverse and comparative sites of knowledge production and its transmission.

Book Synopsis The Other Argentina by : Larry Sawers

Book excerpt: In the early part of this century, Argentina was one of the most affluent nations in the world. Since then, the Argentine economy has experienced long periods of stagnation and recession. Larry Sawers links the country's economic failure to the backwardness of the interior, which comprises 70 percent of the area of the country and in which nearly one-third of the population resides. The interior's poverty, according to Sawers, is caused by the scarcity of agricultural resources and by serious inequalities in the distribution of those resources. The region is poorly endowed, land has been degraded through abuse and overuse, and most farmers work tiny, unproductive plots. Moreover, most of the products of the interior are produced for highly protected domestic markets and face stiff competition and falling prices in world markets. Recent reforms in Argentina have dramatically aggravated the economic crisis of the interior.Sawers shows how the poverty of the interior has contributed to the dismal performance of the Argentine economy as a whole. He emphasizes the deleterious effects of extensive emigration from the interior to the major urban areas that are unable to absorb the human tide. Additionally, the national government has taxed the more prosperous regions in order to subsidize the interior, placing a severe drain on the federal government budget and worsening inflation. The effects of the interior's poverty on the nation are also political. Sawers argues that the backward political system in the interior exacerbates the worst features of the national political culture and governance, which in turn pose profound obstacles to economic progress.
