In 2002 Dr. Hans Blix, then chief United Nations weapons inspector, led his team on a search for weapons of mass destruction in Iraq. Before the United States went to war with Iraq the next March, he maintained there were no WMD in Iraq. History proved him right. For more than forty years Dr. Blix has worked on global disarmament, and with this new book he renews the call for nuclear nonproliferation. His interests, though, go beyond stemming the threat of nuclear attack from rogue states and terrorists. It is not, he argues, a recipe for success for nuclear states to tell the rest of the world that it must stay away from the very weapons that nuclear states claim are indispensable. We will never be able to convince rogue states to halt the pursuit of nuclear weapons programs unless we take the lead in a new nonproliferation and disarmament movement. Looking back at the UN post-World War II efforts against the use of nuclear weapons, Blix documents the retreat from early commitments by nuclear powers, most alarmingly from pledges against first use and toward programs to develop new types of nuclear weapons. He urges us to revive these efforts, and that the world's powers also look at issues of global disarmament and security as pieces of the same puzzle. Why Nuclear Disarmament Matters includes specific suggestions—how the UN can set the stage for a credible multilateral disarmament and nonproliferation process; what kind of treaties would be most helpful—and recommendations for regional policy, including providing the Middle East with enriched uranium for civilian nuclear power production but not allowing uranium enrichment there. From March 2000 to June 2003 Hans Blix was Executive Chairman of the UN Monitoring, Verification, and Inspection Commission (UNMOVIC). Dr. Blix, author of Disarming Iraq, is Chair of the Swedish government's Commission on Weapons of Mass Destruction.

So far, only one country - South Africa – has voluntarily given up its nuclear weapons programme. Three others - Ukraine, Kazakhstan and Belarus - gave up the Soviet Union’s nuclear weapons after the end of the Cold War. A number of others (including Australia, Sweden and Switzerland) have at one time or another made plans to build nuclear weapons, but eventually opted not to do so. These stories can shed significant light on the prospects for nuclear disarmament – one of the biggest global challenges of our time. Yet they have received little scrutiny in the academic literature to date. This volume addresses that gap, bringing together scholars, practitioners and politicians to reflect on the history of nuclear exits (and nuclear non-entries) and to draw out some key lessons for future nuclear disarmament and non-proliferation efforts. Although progress on reducing nuclear arsenals has been frustratingly slow, there are strong indications that world opinion is increasingly supportive of nuclear exits. Organizations such as International Physicians for the Prevention of Nuclear War, the International Committee of the Red Cross and the World Medical Association have all taken a strong stand against nuclear weapons. Ultimately ridding the world of nuclear weapons requires politicians to take determined action – to decide in favour of nuclear exits. Book excerpt: Following the acquisition of the atomic bomb by five states, the United Nations began drafting several treaties to limit nuclear proliferation. These efforts failed, as four more states also acquired nuclear weapons. In a similar vein, an attempt to limit atomic weapons - primarily within the two superpowers - was initiated. While the number of weapons has decreased, the new bombs now being manufactured are more powerful and more precise, negating any reduction in numbers. In the field of civil nuclear use, all nuclear facilities (reactors, factories, etc.) have a limited lifespan. Once a plant is permanently shut down, these facilities must be decommissioned and dismantled. These operations are difficult, time-consuming and costly. In addition, decommissioning generates large volumes of radioactive waste of various categories, including long-lived and high-activity waste. Risks to the environment and to health are not negligible during decommissioning. The International Atomic Energy Agency (IAEA) and the Nuclear Energy Agency (NEA) of the Organisation for Economic Co-operation and Development (OECD) have produced numerous publications with recommendations. Each state has its own decommissioning strategy (immediate or delayed) and final plan for the site - whether it be returning it to greenfield status or obtaining a nuclear site license with centuries-long monitoring.
