Available in PDF, EPUB and Kindle. Book excerpt: This important and insightful book provides, for the first time, a broad presentation of ongoing research into public participation in landscape conservation, management and planning, following the 2000 European Landscape Convention which came into force in 2004. The book examines both the theory of participation and what lessons can be learnt from specific European examples. It explores in what manner and to what extent the provisions for participation in the European Landscape Convention have been followed up and implemented. It also presents and compares different experiences of participation in selected countries from northern, southern, eastern and western Europe, and provides a critical examination of public participation in practice. However, while the book’s focus is necessarily on Europe, many of the conclusions drawn are of global relevance. The book provides a valuable reference for researchers and advanced students in landscape policies and management, as well as for professionals and others interested in land-use planning and environmental management.

Available in PDF, EPUB and Kindle. Book excerpt: The internal destabilization of many poor countries that accompanied the end of the Cold War and the general failure of structural adjustment programs have changed the nature and allotment of foreign aid around the world. Major donors of foreign aid such as the United States, Japan, and the European Union have been shifting their geographical priorities in allocating aid, as well as their project emphasis, since the end of the Cold War. In addition, multilateral aid agencies—the World Bank, the United Nations, and the International Monetary Fund—are attempting to redress past failures of aid and revamp policies and priorities. Moreover, aid recipients in Africa, the Middle East, Asia, Eastern Europe, the former Soviet republics, and Central America are establishing priorities of their own and evaluating the success and failure of past aid programs. This volume stands out in the literature on foreign aid because it includes contributions from eight policy representatives from a range of important donor and recipient countries—the United States, Japan, the Netherlands, Bolivia, Egypt, Bangladesh, El Salvador, and Poland. Timely in its assessment of the crisis and the transition in the foreign aid regime, the book provides a view from inside the policy process and imparts a researcher's perspective on the changing priorities for donors and recipients. The wide-ranging essay—most previously unpublished—aim to shed light on the changing political, economic, and regional geographies of aid at the end of the twentieth century.

Book excerpt: The linguistic integration of migrants affects every aspect of settling in a new country (employment, health, etc.). The aim of this collection of texts is to propose a number of specific measures member states can take to help adult migrants become acquainted with the language of the host country. The main focus is on organising language courses that meet migrants’ real communication needs. It is not enough for authorities simply to consider the technical aspects of such courses, they should also design and conduct them in accordance with the fundamental values of the Council of Europe. A number of issues concerning the linguistic integration of adult migrants are presented here, beginning with the notion of linguistic integration itself. Family reunion, the nature of citizenship and the function of language tests, among others, are dealt with from the point of view of language and language use. Readers are invited to reflect on the type of language competences that need to be acquired as well as an appropriate use of the Common European Framework of Reference for Languages. The collection also sets out approaches and instruments designed to assist in implementing effective policies.

Book excerpt: "Climate-smart agriculture, forestry and fisheries (CSA), contributes to the achievement of sustainable development goals. It integrates the three dimensions of sustainable development (economic, social and environmental) by jointly addressing food security and climate challenges. It is composed of three main pillars: sustainably increasing agricultural productivity and incomes; adapting and building resilience to climate change; reducing and/or removing greenhouse gases emissions, where possible. The purpose of the sourcebook is to further elaborate the concept of CSA and demonstrate its potential, as well as limitations. It aims to help decision makers at a number of levels (including political administrators and natural resource managers) to understand the different options that are available for planning, policies and investments and the practices that are suitable for making different agricultural sectors, landscapes and food systems more climate-smart. This sourcebook is a reference tool for planners, practitioners and policy makers working in agriculture, forestry and fisheries at national and subnational levels." -- Back cover.

Available in PDF, EPUB and Kindle. Book excerpt: In 2015, the General Assembly of State Parties to the World Heritage Convention passed a ground-breaking Sustainable Development policy that seeks to bring the World Heritage system into line with the UN’s sustainable development agenda (UNESCO 2015). World Heritage and Sustainable Development provides a broad overview of the process that brought about the new policy and the implications of its enactment. The book is divided into four parts. Part I puts the policy in its historical and theoretical context, and Part II offers an analysis of the four policy dimensions on which the policy is based – environmental sustainability, inclusive social development, inclusive economic development and the fostering of peace and security. Part III presents perspectives from IUCN, ICOMOS and ICCROM – the three Advisory Bodies to the World Heritage Committee, and Part IV offers ‘case study’ perspectives on the practical implications of the policy. Contributions come from a wide range of experienced heritage professionals and practitioners who offer both ‘inside’ perspectives on the evolution of the policy and ‘outside’ perspectives on its implications. Combined, they present and analyse the main ideas, debates and implications of the policy change. This book is key reading for all heritage professionals interested in developing a better understanding of the new Sustainable Development policy. It is also essential reading for scholars and students working in the area.

Available in PDF, EPUB and Kindle. Book excerpt: The concept of sustainable development is a source of inspiration for many, who see it as a call to cooperative action. In practice, however, policies intended to further this goal often generate conflicts of interest. The ensuing disputes occur among governmental organizations, but disputes also arise between public authorities, private interest groups, and the environmental movement. In the opinion of the authors, the fact that environmental policy can provoke such conflict may be attributed largely to decision making procedures in our society. Accordingly, the authors are convinced that a new approach to managing environmental disputes is needed in order to deal effectively with environmental problems. Indeed, this book presents a viable alternative, which is called network management.

Available in PDF, EPUB and Kindle. Book excerpt: In contemporary philosophy, substantive moral theories are typically classified as either consequentialist or deontological. Standard consequentialist theories insist, roughly, that agents must always act so as to produce the best available outcomes overall. Standard deontological theories, by contrast, maintain that there are some circumstances where one is permitted but not required to produce the best overall results, and still other circumstances in which one is positively forbidden to do so. Classical utilitarianism is the most familiar consequentialist view, but it is widely regarded as an inadequate account of morality. Although Professor Scheffler agrees with this assessment, he also believes that consequentialism seems initially plausible, and that there is a persistent air of paradox surrounding typical deontological views. In this book, therefore, he undertakes to reconsider the rejection of consequentialism. He argues that it is possible to provide a rationale for the view that agents need not always produce the best possible overall outcomes, and this motivates one departure from consequentialism; but he shows that it is surprisingly difficult to provide a satisfactory rationale for the view that there are times when agents must not produce the best possible overall outcomes. He goes on to argue for a hitherto neglected type of moral conception, according to which agents are always permitted, but not always required, to produce the best outcomes.

Book excerpt: ***NOW THE SUBJECT OF THE MAJOR BBC TV SERIES *** DISCOVER THE INCREDIBLE TRUE CRIME STORY OF SERIAL KILLER, CHARLES SOBHRAJ, AND THE RACE TO BRING HIM TO JUSTICE Charles Sobhraj remains one of the world's great con men, and as a serial killer, the story of his life and capture endures as legend. Born in Vietnam to a Vietnamese mother and Indian father, Sobhraj grew up with a fluid sense of identity, moving to France before being imprisoned and stripped of his multiple nationalities. Driven to floating from country to country, continent to continent, he became the consummate con artist, stealing passports, smuggling drugs and guns across Asia, busting out of prisons and robbing wealthy associates. But as his situation grew more perilous, he turned to murder, preying on Western tourists dropping out across the 1970s hippie route, leaving a trail of dead bodies and gruesome crime scenes in his wake. First published in 1979, but updated here to include new material, On the Trail of the Serpent draws its readers into the story of Sobhraj's life as told exclusively to journalists Richard Neville and Julie Clarke. Blurring the boundaries between true crime and novelisation, this remains the definitive book about Sobhraj - riveting tale of sex, drugs, adventure and murder.
