The sharp increase in the number of victims of homicide, disappearances and torture over the past decade is unparalleled in the country's recent history. According to editors Alejandro Anaya-Muñoz and Barbara Frey, the "war on drugs" launched in 2006 by President Felipe Calderón and the corrupting influence criminal organizations have on public institutions have empowered both state and nonstate actors to operate with impunity. Impunity, they argue, is the root cause that has enabled a human-rights crisis to flourish, creating a climate of generalized violence that is carried out, condoned, or ignored by the state and precluding any hope for justice. Book excerpt: Border Killers delves into how recent Mexican creators have reported, analyzed, distended, and refracted the increasingly violent world of neoliberal Mexico, especially its versions of masculinity. By looking to the insights of artists, writers, and filmmakers, Elizabeth Villalobos offers a path for making sense and critiquing very real border violence in contemporary Mexico. Villalobos focuses on representations of “border killers” in literature, film, and theater. The author develops a metaphor of “maquilization” to describe the mass-production of masculine violence as a result of neoliberalism. The author demonstrates that the killer is an interchangeable cog in a societal factory of violence whose work is to produce dead bodies. By turning to cultural narratives, Villalobos seeks to counter the sensationalistic and stereotyped media depictions of border residents as criminals. The cultural works she examines instead indict the Mexican state and the global economic system for producing agents of violence. Focusing on both Mexico’s northern and southern borders, Border Killers uses Achille Mbembe’s concept of necropolitics and various theories of masculinity to argue that contemporary Mexico is home to a form of necropolitical masculinity that has flourished in the neoliberal era and made the exercise of death both profitable and necessary for the functioning of Mexico’s state-cartel-corporate governance matrix.

Nevertheless, scholarly literature on movements of the global South remains limited and restricted to testing the social movement theory which was developed in the North. This Northern-centric approach largely fails to provide a meaningful understanding of Southern movements because it is not directly applicable to the differing historical backgrounds, culture and socio-economic structures found in the South. Much of the uniqueness and complexity of Southern social movements has therefore been overlooked. This collection analyses recent events and developments in Southern social movements, introducing well-researched case studies from fifteen countries of the global South. Arranged in two parts, the volume examines firstly movements which focus on rights and quality of life issues, and secondly the post-2011 wave of uprisings which started with Tunisian and Egyptian movements. Contributing to ongoing discussions about the Northern-centric nature of social movement theory and the social sciences more generally, the authors enter into dialogue with the debate on local and national levels, as well as globalizing processes. Para ello, la autora, que formó parte del equipo de trabajo de la investigación que desembocó en “El Oasis de la Memoria”, analiza en detalle 95 casos de desaparición forzada, 86 de ellos recogidos en dicha publicación y los nueve restantes, en “Meheris: la esperanza posible”. La investigadora indica que es necesaria “una voluntad política real por transformar la realidad y romper con el pasado de violaciones de derechos humanos” y denuncia que “no se haya respetado el derecho de las víctimas a la verdad”. Los resultados del trabajo, según apunta López, se espera que sirvan para que las personas afectadas puedan defender sus derechos ante las instancias internacionales y la Audiencia Nacional española.
