Trotz dieser erfreulichen Heterogenität der Schülerschaft sind nicht alle Schülergruppen gleichberechtigt an den Bildungsabschlüssen in Deutschland beteiligt, wie die PISA-Studie gezeigt hat. Der Schulerfolg in Deutschland hängt primär von der sozialen Herkunft und den sprachlichen Kompetenzen auf dem für den jeweiligen Bildungsgang entsprechenden sprachlichen Niveau (vgl. Deutsches PISA-Konsortium 2001:379) ab. Durch die Kopplung der sozialen Schichtzugehörigkeit und der sprachlichen Kompetenz an den Schulerfolg werden Schüler mit Migrationshintergrund doppelt benachteiligt. Wenn man bedenkt, über welchen Zeitraum Migrantenkinder bereits am Unterricht in Regelschulen teilnehmen, ist es erstaunlich, dass sie statistisch immer noch den geringsten Schulerfolg in Deutschland haben. Dies liegt nicht an der Migration an sich, denn diese haben die Kinder in der Regel nicht selbst vollzogen. Kinder mit Migrationshintergrund sind Nachkommen der Einwanderer, welche zur Aufnahme einer Erwerbstätigkeit im Zuge der Arbeiteranwerbung ab 1955 in die Bundesrepublik Deutschland kamen. Der Erwerb der Sprache im Zielland der Migration ist die Voraussetzung zur Teilhabe am öffentlichen Leben in der aufnehmenden Gesellschaft. Seit dem 1. Januar 2005 zeigt das neue Zuwanderungsgesetz erstmalig einen Perspektivenwechsel, denn der Gesetzgeber erklärt das Erlernen der deutschen Sprache als zentrales Ziel der Integrationsmaßnahmen. Der Spracherwerb der Migrantenkinder ist durch die migrationsspezifischen Lebensumstände geprägt, so dass diese Schüler in der Regel mehrsprachig in das deutsche Schulsystem eintreten. Der Zusammenhang zwischen Mehrsprachigkeit und Schulerfolg wird in der Öffentlichkeit kontrovers diskutiert. Es herrscht weitgehend Einigkeit darüber, dass die Kompetenz in mehreren Sprachen grundsätzlich als positiv zu betrachten ist. Der statistisch belegte schlechtere Schulerfolg von Migrantenkindern wirft aber die Frage auf, welche benachteiligenden Faktoren dazu führen, dass Mehrsprachige ihre sprachlichen Kompetenzen gerade im deutschen Schulsystem nicht gewinnbringend nutzen können.
