Kaum ein Tag vergeht ohne Berichte über sinkende Geburtenraten, steigende Lebenserwartung, Fachkräftemangel, überalterte Belegschaften und die Notwendigkeit der Verschiebung des Renteneintritts. Die Zahl der erwerbsfähigen Menschen sinkt stetig. Die Folge hiervon ist eine weiter alternde Erwerbsbevölkerung. Auch die in letzter Zeit beobachteten Zuwanderungen oder erhöhte Geburtenziffern werden daran kaum etwas ändern. Unternehmen stehen zunehmend vor der Herausforderung, Veränderungen in ihrem Personal- und Organisationsmanagement zu bewältigen. Darunter fallen die Anpassung der Arbeitsbedingungen an die ältere Erwerbsbevölkerung durch beispielsweise altersgerechte Arbeitsplätze, aber auch Methoden zur Personalgewinnung und -bindung. Unternehmen werden nur auf diese Weise mittel- bis langfristig eine adäquate Versorgung mit Personal sicherstellen können. Zu Beginn der Arbeit werden die für ein Verständnis der Thematik benötigten Grundlagen gelegt. Diese beinhalten die Definition der Begriffe "demografischer Wandel" sowie "Personalmanagement". Ein Überblick über die Entwicklung des demografischen Wandels in Deutschland dient darüber hinaus dazu, dem Leser eine bessere Einschätzung der heute vorherrschenden Ausgangslage zu erhalten. Ebenfalls wird die Entwicklung des Personalmanagements näher betrachtet. Dies dient neben einem besseren Verständnis auch der Verdeutlichung der zunehmend strategieorientierten Ausrichtung des Personalmanagements. Nach Schaffung der theoretischen Grundlagen werden die Chancen und Herausforderungen, welche sich aus dem demografischen Wandel für das Personalmanagement ergeben, dargelegt. Die Herausforderungen des demografischen Wandels stellen die Unternehmen in Deutschland vor neue Aufgaben. Zum einen nimmt die erwerbstätige Bevölkerung sukzessive ab, zum anderen herrscht ein Fachkräftemangel vor, welcher durch die zunehmend alternde Gesellschaft verstärkt wird. Auch ist ein Trend zum häufigen Arbeitnehmerwechsel vor allem bei der jüngeren Generation zu erkennen.

Dieser Begriff verdeutlicht einen Aspekt des gesamtgesellschaftlichen Problems des demografischen Wandels, der nicht nur in Österreich seit einiger Zeit für jeden zu spüren ist. Verstanden wird darunter die quantitative und qualitative Veränderung der Bevölkerungsstruktur, die sich für Deutschland und die meisten westeuropäischen Länder mit drei Schlagworten beschreiben lässt: weniger Kinder, mehr Alte, also insgesamt weniger Menschen. Allein für Deutschland wird bis 2050 ein Bevölkerungsrückgang um 20% erwartet. Davon betroffen sind alle Politikfelder, unter anderem die Bildungs- und Sozialpolitik sowie die Arbeitsmarkt- und Infrastrukturpolitik. Eine Herausforderung, die für Politik und Verwaltung gleichermaßen einmalig in der jüngeren Geschichte ist. Als „unterste“ Ebene sind die Kommunen und ihre Einrichtungen besonders stark betroffen, denn sie halten die Mehrzahl der infrastrukturellen und sonstigen öffentlichen Einrichtungen für die Menschen vor, sie sind über einwohnerbezogene Finanzzuweisungssysteme abhängig von „ihren Menschen“ und haben gleichzeitig wenig Einfluss auf die wirtschaftlich bedingten Zu- oder Wegzüge der Einwohner. Sind diese Entwicklungen seit längerer Zeit bekannt und werden intensiv diskutiert, so sind in letzter Zeit eine Reihe von Strategien und Handlungskonzepten entwickelt worden, um mit diesem Problem umgehen zu können. Das Kommunalwissenschaftliche Institut der Universität Potsdam (KWI) veranstaltete am 3. April 2006 eine Fachtagung „Demografie im Wandel. Herausforderungen für die Kommunen“. Zum 12. Mal trafen sich seit der Gründung des Institutes ca. 250 Vertreter der Wissenschaft, der Politik, der Verbände, insbesondere aber der Kommunen, um über aktuelle Demografieprobleme zu diskutieren. Dabei standen sowohl die wissenschaftliche Analyse als auch politische Handlungsstrategien im Fokus der Diskussion. Wichtige Ergebnisse dieser Tagung sind im nachfolgenden KWI-Arbeitsheft festgehalten und werden durch weitere Beiträge zum Thema ergänzt.

Book excerpt: Dr. Albert Schmid President of the Federal Office for Migration and Refugees According to the United Nations, about 200 million people of the estimated world population of 6.8 billion are international migrants – that corresponds to about three per cent of the total world population. The proportion of international migrants in the global population has increased only marginally in the last 40 years. But, as a result of global population growth, the absolute number of migrants has increased, and their structure and spatial distribution has changed considerably. A structural shift has taken place primarily in the industrialised countries, where less than 20 per cent of the global workers are now living, but where more than 60 per cent of all migrants worldwide reside. Since 1990, more than 16 million people have moved to Germany, while about 11 million have left the country in the same period. Altogether, 15 million people of international migration origin are living in Germany, comprising almost 19 per cent of Germany’s current population of 82 million. At the end of 2006, about 64 million people out of Europe’s population of 732 million, or nine per cent, lived in a European country they were not born in. But why does anybody migrate at all? People decide to leave because, in general, they expect to find better conditions and opportunities in other countries or regions.
