Book excerpt: The sharp drop in oil prices is one of the most important global economic developments over the past year. The SDN finds that (i) supply factors have played a somewhat larger role than demand factors in driving the oil price drop, (ii) a substantial part of the price decline is expected to persist into the medium term, although there is large uncertainty, (iii) lower oil prices will support global growth, (iv) the sharp oil price drop could still trigger financial strains, and (v) policy responses should depend on the terms-of-trade impact, fiscal and external vulnerabilities, and domestic cyclical position.

Available in PDF, EPUB and Kindle. Book excerpt: This paper presents a simple macroeconomic model of the oil market. The model incorporates features of oil supply such as depletion, endogenous oil exploration and extraction, as well as features of oil demand such as the secular increase in demand from emerging-market economies, usage efficiency, and endogenous demand responses. The model provides, inter alia, a useful analytical framework to explore the effects of: a change in world GDP growth; a change in the efficiency of oil usage; and a change in the supply of oil. Notwithstanding that shale oil production today is more responsive to prices than conventional oil, our analysis suggests that an era of prolonged low oil prices is likely to be followed by a period where oil prices overshoot their long-term upward trend.

The current environment of likely durable low oil prices has exacerbated these challenges. The non-oil private sector remains relatively small and, consequently, has been only a limited source of growth and employment. Because oil is an exhaustible resource, new sectors need to be developed so they can take over as the oil and gas industry dwindles. Over-reliance on oil also exacerbates macroeconomic volatility. Greater economic diversification would unlock job-creating growth, increase resilience to oil price volatility and improve prospects for future generations. Macro-economic stability and supportive regulatory and institutional frameworks are key prerequisites for economic diversification...

New technologies are increasing the supply of oil from old and new sources, while rising concerns over the environment are seeing the world gradually moving away from oil. This spells a significant challenge for oil-exporting countries, including those of the Gulf Cooperation Council (GCC) who account for a fifth of the world’s oil production. The GCC countries have recognized the need to reduce their reliance on oil and are all implementing reforms to diversify their economies as well as fiscal and external revenues. Nevertheless, as global oil demand is expected to peak in the next two decades, the associated fiscal imperative could be both larger and more urgent than implied by the GCC countries’ existing plans.

Because of its gas dimension, Algeria occupies a special position in the global economy, particularly with regard to Europe. At the same time, despite its efforts to diversify the economy, Algeria still finds that its prospects are closely bound to the future of oil and gas.

Available in PDF, EPUB and Kindle. Book excerpt: This open access book questions the stereotype depicting all Gulf (GCC) economies as not sustainable, and starts a critical discussion of what these economies and polities should do to guarantee themselves a relatively stable future. Volatile international oil markets and the acceleration of the energy transition has challenged the notion that oil revenues are sufficient to sustain oil economies in the near to medium term. But what is the meaning of economic sustainability? The book discusses the multiple dimensions of the concept: economic diversification, continuing value of resources, taxation and fiscal development, labor market sustainability, sustainable income distribution, environmental sustainability, political order (democracy or authoritarianism) and sustainability, regional integration. The overarching message in this book is that we should move on from the simplistic branding of the Gulf economies as unsustainable and tackle the details of which adaptations they might need to undertake.

Implementing challenging reforms across the private sector, banking and finance, agriculture, infrastructure, and judiciary requires sound policies and effective legislation. The Government of Timor-Leste shows promising reform appetite and willingness to engage the private sector in developing alternate investment options to attract business to the country. Yet, significant challenges remain to ensure that rebuilding efforts and institutions are managed effectively to benefit all Timor-Leste's citizens. This report was produced by the Pacific Private Sector Development Initiative, a regional technical assistance facility cofinanced by the Asian Development Bank (ADB), the Government of Australia, and the New Zealand Government.

Book excerpt: The Revenue Watch program and the Initiative for Policy Dialogue promote transparency and civic participation in natural resource policymaking. Journalists know how hard it is to report on government management of oil, gas, and other natural resource revenues. Governments and industry are seldom forthcoming. And reporters themselves usually lack the background in economics, engineering, geology, and corporate finance helpful to understanding the energy industry and the effects of resource wealth. This book attempts to redress the balance with practical information in easy to understand language. Chapters include Understanding the Resource Curse, A Primer on Oil, Oil Companies and the International Oil Market, the ABCs of Petroleum Contracts, and the Environmental, Social, and Human Rights Impacts of Oil Development. Tip sheets inform reporters about stories to pursue and questions to ask.

Book excerpt: Master's Thesis from the year 2019 in the subject Politics - Environmental Policy, grade: 62.0, University of Buckingham, course: LLM International and Commercial Law, language: English, abstract: This work is a consideration of the evolution of the transportation sector towards a more sustainable attitude. It aims to assess the international regulatory frameworks created to reduce the carbon footprint of the global automotive and transport sector, through the promotion of low emission standards and more innovative / sustainable methods in the transportation sector to be met by nations around the world. The effect of the evolving transportation sector on West African countries, and specifically in Nigeria will be evaluated. Globally, the importance of the automotive sector cannot be overemphasized. A resulting effect of this booming sector however is its contribution to Greenhouse Gas emissions, which has become a situation of global environmental concern. Due to this, there have been new developments globally, and evolving emission laws and standards have been set and are being strictly followed by the West. According to the United Kingdom Energy Research Centre, UKERC, there lays the speculation that global “conventional oil” reserves will be curbed by depletion before 2030. Primary consensus however is on the effects the transport sector has on the climate change and global warming phenomenon, the technological advancements in the sector which have been developed to help manage the effects of climate change and, the legal developments that have come about as a result of the developments and advancements. Climate change is one of the key global policy issues of our time. Transport is the sector from which it has been hardest to cut emissions and, to make substantial progress in the future, action will be required at all levels of government in all nations across the globe.

Book excerpt: This Selected Issues paper examines the monetary policy framework in Sudan, and assesses the effectiveness of monetary transmission mechanism since the secession of South Sudan. The econometric analysis concludes that reserve money, the exchange rate, and private sector credit are the main determinants of inflation after the secession of South Sudan and that the transmission lags have been shortened significantly compared with previous studies. These findings reinforce the need for a comprehensive package of fiscal and monetary measures that strengthens the monetary policy framework and improves its effectiveness.

Available in PDF, EPUB and Kindle. Book excerpt: National Oil Companies (NOCs) directly or indirectly control the majority of oil and gas reserves. As such, they are of great consequence to their country's economy, to importing countries' energy security, and to the stability of oil and gas markets. The paper analyzes the available evidence on the objectives, governance and performance of 20 NOCs from both net importing and net exporting countries, and draws conclusions about the design of policies and measures that are more likely to lead to social value creation. NOCs differ from private companies on a number of very important variables, including the level of competition in the market in which they operate, their business profile along the sector value chain, and their degree of commercial orientation and internationalization. Most share some core characteristics: they are usually tied to the 'national purpose' and serve political and economic goals other than maximizing the firm's profits. This paper introduces a conceptual model to analyze value creation by NOCs that takes into consideration their complex objective function. Our analysis aims to answer the following questions: Are certain corporate governance arrangements more suited than others to promote value creation? Is good geology a pre-condition for NOC value creation? Are there benefits from exposing the NOC to competition from private oil companies? Does the development of forward and backward linkages hamper NOC value creation?
