Book excerpt: Emerging from the Vietnam War with its manpower and materiel base sorely in need of revitalization and with the psychological scars of an unpopular war still fresh, the Army of the mid-l970s was hard pressed to carry out its strategic missions. Most of the Army's strategic reserve was depleted during operations in Southeast Asia and had to be reconstituted. Frontline units in Korea and Europe had suffered a decade of neglect because they also had been used as a reservoir of combat leaders, specialists, and equipment for operations in Vietnam. In addition to its ravaged force structure, the Army had deferred modernization of weapons and equipment to help defray the costs of the extended conflict in Vietnam. The austere military budgets of the post-Vietnam period exacerbated these conditions and compelled the Army to reduce its strength and curtail training. The turbulence engendered by declining manpower requirements and adjustments in force structure, combined with what many in the Army perceived as a crisis in professionalism and morale, contributed to the loss of many seasoned noncommissioned officers (NCOs) and officers. The service's concomitant transition to an all-volunteer force heightened the concern of the Army leadership regarding the quality of the force. Nearly one of every two volunteers who joined the All-Volunteer Army was either a high school dropout or scored in the lowest acceptable category of the Armed Forces Qualification Test (AFQT). Laboring under the unflattering sobriquet of a "hollow Army," Army leaders set their sights on rebuilding the Army during the l980s.

Book excerpt: Entering scal year (FY) 2000 and still relying on the 1997 National Military Strategy, the United States Army planned, trained, and operated within the same fundamentally changed post-Cold War international environment that had characterized previous scal years. From the end of World War II to the collapse of Soviet power in 1989, the National Military Strategy had centered on the need for the United States and its allies to contain and deter Soviet expansionism through forward-based forces focused on global operations, potentially involving the wholesale use of nuclear weapons. After 1989, the nation faced a different and more complex strategic environment. Wars between ethnic factions, the proliferation of nuclear, biological, and chemical weapons and the various means to deliver them, and an increase in the scope and frequency of international terrorism all characterized the new situation. As a result, the twentieth-century U.S. emphasis on ghting mid- and high-intensity wars gave way to near-continuous engagement in peacekeeping and nation-building work, among other low-intensity operations. At the same time, the requirement to address the Cold War spectrum of operations remained. The 1997 National Military Strategy had three main thrusts: shaping the international environment in ways favorable to the United States and its interests, responding effectively to threats and challenges to U.S. national interests, and anticipating and preparing to meet future threats to the United States. The U.S. Army had a vital role in each of them. The Army shaped the international environment largely through its various presence missions, such as peacekeeping operations, drug interdiction, and international training and military exchanges. The previous scal year had seen a daily average of approximately 109,000 personnel stationed abroad and 31,000 soldiers operationally deployed in over sixty countries. Overseas presence also helped the Army respond to threats and challenges to the United States. The National Military Strategy committed the Army, in common with the other U.S. armed services, to plan, train, and equip for two nearly simultaneous major theater wars. The reallocation of resources in post-Cold War budgets posed major challenges. Over the decade that preceded FY 1999, the Army's budget (in constant dollars) had declined by 38 percent and its active-duty strength by 36 percent. Nearly seven hundred installations had closed. Force structure had decreased from twenty-eight to eighteen divisions. Procurement, despite recent increases, still stood at 57 percent of the FY 1989 gure. At the same time, Army missions had increased by a factor of sixteen in the current international environment as soldiers were deployed to deal with crises in such distant lands as Kuwait, Albania, and Kosovo.

A long period of budget and force structure reductions had come to a close, and the Army leaders were implementing ambitious plans for the future. Throughout the year, the Army planned and executed organizational, doctrinal, and technological changes to the way it conducted warfare in the new century. The Army was following an ambitious plan named Transformation, issued in 1999 by Secretary of the Army Louis E. Caldera and Chief of Staff of the Army General Eric K. Shinseki. As part of Transformation, Army leaders envisioned elding computerized, networked units within the next few years. The units would deploy quickly around the globe and would possess the striking power of current armored and mechanized forces without their massive logistical requirements. However, less than three weeks before the scal year ended, terrorist attacks in New York City and on the Pentagon claimed the lives of almost three thousand people. The Army could no longer focus on the distant future; a new con ict had begun. The Army now found itself pressed to continue modernizing while preparing for military operations in Afghanistan in the rst months of what would become years of warfare. This historical summary of FY 2001 chronicles the state of the Army as it found itself thrust into a period of prolonged con ict. Before the terrorist attacks of 11 September 2001, the Army conducted a variety of missions and responsibilities throughout the globe. It sent active and reserve units as part of an international peacekeeping mission to the Balkans and maintained sizable forward forces in the Middle East, western Europe, and South Korea. While helping to keep the peace in Bosnia-Herzegovina, the Army also conducted large-scale military exercises with foreign militaries and provided humanitarian assistance to foreign nations. These and other missions would continue even after the United States struck back at terrorist enclaves in Afghanistan and elsewhere. The leaders of Headquarters, Department of the Army (HQDA), dealt with several tumultuous issues in FY 2001. To better lead the Army in the con icts that lay ahead, Secretary Caldera and General Shinseki realigned the headquarters and created new organizations to provide exible and ef cient management of the force. At the same time, service leaders struggled to maintain the force structure of the Army during the 2001 Quadrennial Defense Review (QDR), and their eventual success prevented the Army from going to war with a smaller force. Finally, an investigation into a tragic event from the Korean War proved challenging but eventually helped forge stronger bonds with South Korea. Plans to transform the way the Army organized, trained, and waged war continued. During FY 2001, the Army selected a light swift armored vehicle for production and built a new organization around it to bridge the present Army and the Army of the future. Research and development continued to create Future Combat Systems, a collection of vehicles and sensors connected by an information network. Future Combat Systems would provide the mobility and striking power of the Objective Force envisioned by Army senior leaders. The Army also reorganized and restructured its aviation eet to improve maintenance and eld more versatile units. To change the way the Army thought about itself, Army leaders directed changes in doctrine and, controversially, altered the Army uniform to transform the identity of the force.
