Book excerpt: The Department of Homeland Security's (DHS) recent 4 year anniversary provides an opportunity to reflect on the progress DHS has made. As one of the largest federal reorganizations in the last several decades, the Government Accountability Office (GAO) has reported that the creation of DHS was an enormous management challenge and that the size, complexity, and importance of the effort made the challenge especially daunting and critical to the nation's security. Our prior work on mergers and acquisitions found that successful transformations of large organizations, even those faced with less strenuous reorganizations than DHS, can take at least 5 to 7 years to achieve. This testimony is based on our August 2007 report evaluating DHS's progress since March 2003. Specifically, it addresses DHS's progress across 14 mission and management areas and key themes that have affected DHS's implementation efforts.--Highlights.

Book excerpt: This is a print on demand edition of a hard to find publication. Since 2003, the Dept. of Homeland Security (DHS) has been a designated as high risk because DHS had to transform 22 agencies into one dept., and failure to effectively address its mission and mgmt. risks could have serious consequences for national and economic security. This high-risk area includes: challenges in mgmt. functional areas, including acquisition, IT, financial, and human capital mgmt.; the impact of those challenges on mission implementation; and mgmt. integration. This testimony discusses DHS's progress and actions remaining in: (1) implementing its mgmt. functions; (2) integrating those functions and strengthening performance measurement; and (3) addressing the high-risk designation. Book excerpt: Significant management challenges exist for the Dept. of Homeland Security (DHS) as it continues to integrate its varied management processes, policies, and systems in areas such as financial management and information technology. These activities are primarily led by the Under Sec. for Management (USM). This report examined: (1) the extent to which DHS has developed a comprehensive strategy for management integration that includes the characteristics recommended in a 2005 report; (2) how DHS is implementing management integration; and (3) the extent to which the USM is holding the dept. and component management chiefs accountable for implementing management integration through reporting relationships. Book excerpt: "The terrorist attacks of September 11, 2001, led to profound changes in government agendas, policies and structures to confront homeland security threats facing the nation. Most notably, the Department of Homeland Security (DHS) began operations in 2003 with key missions that included preventing terrorist attacks from occurring in the United States, reducing the country's vulnerability to terrorism, and minimizing the damages from any attacks that may occur. DHS is now the third-largest federal department, with more than 200,000 employees and an annual budget of more than $50 billion. Since 2003, GAO has issued over 1,000 products on DHS's operations in such areas as transportation security and emergency management, among others. As requested, this testimony addresses DHS's progress and challenges in implementing its homeland security missions since it began operations, and issues affecting implementation efforts. This testimony is based on a report GAO issued in September 2011, which assessed DHS's progress in implementing its homeland security functions and work remaining. "

Book excerpt: This report discusses the reorganization of government agencies and the reorientation of their missions to improve our nation's ability to better protect our homeland. It is important to recognize that this transition to a more effective homeland security approach is part of a larger transformation that the government must make to address emerging fiscal, economic, demographic, scientific, technological and other challenges of the 21st century and to meet the expectations of the American people for timely, quality and cost-effect public service. This report focuses on two major issues that Congress should review in deliberations on creating a new cabinet department principally dedicated to homeland security (1) the need for reorganization and the principles and criteria to help evaluate what agencies and missions should be included in or left out of the new Dept. of Homeland Security and (2) issues related to the transition, cost and implementation challenges of the new department.

Book excerpt: This document discusses one of the most important issues of our time, the reorganization of government agencies and the reorientation of their missions to improve our nation's ability to better protect our homeland. It is important to recognize that this transition to a more effective homeland security approach is part of a larger transformation effort that our government must make to address emerging security, economic, demographic, scientific, technological, fiscal and other challenges of the 21st century and to meet the expectations of the American people for timely, quality and cost-effective public services. In the months since the horrible events of September 11th, the President and the Congress have responded with important and aggressive actions to protect the nation, including creating an Office of Homeland Security (OHS), passing new laws such as the USA Patriot Act and an initial emergency supplemental spending bill, establishing a new agency to improve transportation security, and working with unprecedented collaboration with federal, state, and local governments, private sector entities, non-governmental organizations, and other countries to prevent future terrorist acts and to bring to justice those individuals responsible for such terrible acts.

Available in PDF, EPUB and Kindle. Book excerpt: Because of 9/11, there is universal recognition that aviation security is a deadly serious business. Still, around the world today, the practice of aviation security is rooted in a hodgepodge of governmental rules, industry traditions, and local idiosyncrasies. In fact, nearly seven years after the largest single attack involving the air transport industry, there remains no viable framework in place to lift aviation security practice out of the mishmash that currently exists. It is the ambitious intent of Aviation Security Management to change that. The goals of this set are nothing less than to make flying safer, to make transporting goods by air safer, and to lay the foundation for the professionalization of this most important field. This dynamic set showcases the most current trends, issues, ideas, and practices in aviation security management, especially as the field evolves in the context of globalization and advances in technology. Written by leading academic thinkers, practitioners, and former and current regulators in the field, the three volumes highlight emerging and innovative practices, illustrated with examples from around the world. Volume 1 takes a penetrating look at the overall framework in which aviation security management has taken place in the past and will likely do so in the foreseeable future. It covers the major areas of focus for anyone in the aviation security business, and it provides a basis for educational programs. Volume 2 delves into the emerging issues affecting aviation security managers right now. Volume 3: Perspectives on Aviation Security Management covers the full spectrum of international aviation security-related issues. It will serve as part of the foundation for the next generation of research in the area in both a business and cultural context. Collectively, these volumes represent the state of the art in the field today and constitute an essential resource for anyone practicing, studying, teaching, or researching aviation security management.
