This report discusses (1) the role of DOD in the Arctic based on recent strategic guidance and its assessment of the security environment in the region, (2) the actions taken by DOD to address near-term capability needs, and (3) the efforts DOD has under way to update plans for the Arctic and identify future capability needs. GAO reviewed national, DOD, military service, and combatant command strategies; reviewed studies on near-term capabilities needed and examined efforts initiated to address those needs based on supporting documentation; reviewed Northern Command's regional plans that cover the Arctic and identified ongoing planning activities; and interviewed agency officials. Book excerpt: The objective of this evaluation was to determine the extent to which the DoD has addressed the climate resilience of U.S. military installations in the Arctic and sub-Arctic. The extent of climate change is more significant in the Arctic than in most other parts of the world. The DoD's Arctic Strategy recognizes that the Arctic has direct implications for U.S. national security interests. The DoD is investing in resilient installation infrastructure and assets in the Arctic and sub-Arctic regions to support increased Arctic operations and enhanced Arctic awareness. U.S. military installation leaders at the six Arctic and sub-Arctic installations we visited did not conduct installation resilience assessments and planning required by DoD directive and public law. These conditions occurred because of a lack of DoD and Service Component emphasis on installation climate resilience.

Book excerpt: The United States has enduring national and strategic interests in the polar regions, including citizens living above the Arctic circle and three year-round scientific stations in the Antarctic. Polar icebreaking ships are needed to access both regions. Over the past several decades, the U.S. government has supported a fleet of four icebreakersâ€"three multi-mission U.S. Coast Guard ships (the POLAR SEA, POLAR STAR, and HEALY) and the National Science Foundation's PALMER, which is dedicated solely to scientific research. Today, the POLAR STAR and the POLAR SEA are at the end of their service lives, and a lack of funds and no plans for an extension of the program has put U.S. icebreaking capability at risk. This report concludes that the United States should continue to support its interests in the Arctic and Antarctic for multiple missions, including maintaining leadership in polar science. The report recommends that the United States immediately program, budget, design, and construct two new polar icebreakers to be operated by the U.S. Coast Guard. The POLAR SEA should remain mission capable and the POLAR STAR should remain available for reactivation until the new polar icebreakers enter service. The U.S. Coast Guard should be provided sufficient operations and maintenance budget to support an increased, regular, and influential presence in the Arctic, with support from other agencies. The report also calls for a Presidential Decision Directive to clearly align agency responsibilities and budgetary authorities.

Diminishing Arctic ice has increased human access for trade routes and natural resources, including an estimated twenty-five percent of the world's untapped oil and gas reserves. The geopolitical and environmental impacts, particularly with Russia's aggressive economic and military posture, threaten the relative stability of the Arctic region and challenge U.S. interests. Budget cuts and a proposed drawdown of U.S. troops in Alaska may have created the perception of a U.S. retreat from the region at a time when the U.S. holds the chairmanship of the Arctic Council and has no better time to lead internationally. As it revises its Arctic Strategy in the next year to comply with Congressional mandate, DOD has the opportunity to develop and articulate a more comprehensive and collaborative approach. This paper proposes recommendations by which DOD can address threats in an uncertain future to help achieve U.S. Arctic policy objectives.

Approximately 1,000 miles of the Alaskan coastline border and 200,000 square nautical miles of the U.S. exclusive economic zone are encompassed in the Arctic Ocean. As economic opportunities in the Arctic steadily increase, the U.S. is realizing the strategic importance of the Arctic, but lacks the infrastructure, command and control structure, and Arctic-capable assets to meet national strategic objectives. Since 2009, the U.S. has progressively released strategic documents outlining the U.S. interests and national objectives in the Arctic. Although these documents recognize the increasing interests of the United States in the region, they do not adequately address all the strategic risks at stake in the Arctic and do not provide clear guidance to the Department of Defense (DoD) for defensive lines of effort. The U.S. strategic approach to the Arctic is that of accepting the current stable and conflict free Arctic region as remaining the same in the future. This strategic approach is adequate for the near term; however, it lacks specific guidance to DoD on how to prepare for possible conflict in the future. Recent events involving Russia in the Ukraine and China in the South China Sea provide historical context to the willingness of nations to use military means to defend their national interests. Without adequate defensive posturing, competition over Arctic resources could become the first direct existential threat to U.S. sovereignty. This paper will provide a strategic assessment of the Arctic, from the Department of Defense perspective, and provide recommendations for the combatant commander to prepare defensive lines of effort, should they be needed in 10-15 years or beyond.

Actively rebuilding its Arctic infrastructure to modernize its military capabilities, Russia has also expressed an interest in expanding its territorial rights in both internal and international waters. Both actions indicate that Russia may be seeking to renew, and are preparing for, great power competition in the region. This research project evaluated Arctic policy as prescribed by President George W. Bush, President Barack Obama, and President Donald Trump, against DoD Arctic policy published within the last decade. Utilizing a problem/solution framework, the results of the analysis highlight a disconnect at all levels in the prioritization of the Arctic as a national security objective. Book excerpt: Once ice-bound, difficult to access, and largely ignored by the rest of the world, the Arctic is now front and center in the midst of many important questions facing the world today. Our daily weather, what we eat, and coastal flooding are all interconnected with the future of the Arctic. The year 2012 was an astounding year for Arctic change. The summer sea ice volume smashed previous records, losing approximately 75 percent of its value since 1980 and half of its areal coverage. Multiple records were also broken when 97 percent of Greenland's surface experienced melt conditions in 2012, the largest melt extent in the satellite era. Receding ice caps in Arctic Canada are now exposing land surfaces that have been continuously ice covered for more than 40,000 years. What happens in the Arctic has far-reaching implications around the world. Loss of snow and ice exacerbates climate change and is the largest contributor to expected global sea level rise during the next century. Ten percent of the world's fish catches comes from Arctic and sub-Arctic waters. The U.S. Geological Survey estimated that up to 13 percent of the world's remaining oil reserves are in the Arctic. The geologic history of the Arctic may hold vital clues about massive volcanic eruptions and the consequent release of massive amount of coal fly ash that is thought to have caused mass extinctions in the distant past. How will these changes affect the rest of Earth? What research should we invest in to best understand this previously hidden land, manage impacts of change on Arctic communities, and cooperate with researchers from other nations? The Arctic in the Anthropocene reviews research questions previously identified by Arctic researchers, and then highlights the new questions that have emerged in the wake of and expectation of further rapid Arctic change, as well as new capabilities to address them. This report is meant to guide future directions in U.S. Arctic research so that research is targeted on critical scientific and societal questions and conducted as effectively as possible. The Arctic in the Anthropocene identifies both a disciplinary and a cross-cutting research strategy for the next 10 to 20 years, and evaluates infrastructure needs and collaboration opportunities. The climate, biology, and society in the Arctic are changing in rapid, complex, and interactive ways. Understanding the Arctic system has never been more critical; thus, Arctic research has never been more important. This report will be a resource for institutions, funders, policy makers, and students. Written in an engaging style, The Arctic in the Anthropocene paints a picture of one of the last unknown places on this planet, and communicates the excitement and importance of the discoveries and challenges that lie ahead.
