Defense and Security: A Compendium of National Armed Forces and Security Policies presents highly readable, authoritative essays profiling the defense and security policies of over 50 individual countries and regions, with a focus on present-day developments. Written by leading national and international scholars and edited by eminent political science experts Karl DeRouen and Uk Heo, the essays take an in-depth look at each nation's current security situation, defense spending, present and potential military confrontations, civil–military relations, alliances, relations to terrorism, and other topics of importance. Historical events and conflicts are highlighted as well, with emphasis on the post–Cold War era. The essays are parallel in structure, allowing readers to pinpoint similarities and draw comparisons among nations. The two-volume set also includes a detailed introduction featuring a cross-national comparison.

Book excerpt: There are a number of different glossaries and other documents published within the Federal government, Department of Defense (DoD), and the Air Force that list communications and information terms and definitions. This directory is designed to help minimize the differences and conflicts between communications and information and IA terms, standardize them as much as possible, and reduce unnecessary proliferation. The focus of this compendium is on communications and information, and IA terms, not on general-purpose Air Force or major command (MAJCOM) unique terms.

Book excerpt: " DOD spends billions of dollars on sophisticated weapon systems and technologies to maintain military superiority. Such technologies are vulnerable to exploitation when exported, stolen, or lost during military missions. To identify critical technologies and help minimize these risks, DOD established the MCTL-a technical reference-as well as a compendium of worldwide emerging technologies. In 2006, GAO reported that the MCTL was out of date and not meeting users' requirements, and subsequently included the list as a key component of GAO's high risk area on protecting critical technologies. This report updates GAO's 2006 work and reviews the extent to which 1) DOD has addressed weaknesses in updating and maintaining the MCTL, and 2) agencies use the MCTL as a resource in identifying critical technologies. GAO reviewed laws, directives, and guidance, as well as documentation of DOD actions since 2006 to address MCTL concerns and interviewed officials from DOD and the Departments of Commerce, State, and the Treasury. Book excerpt: The Standards of Conduct Office of the Department of Defense General Counsel's Office has assembled an "encyclopedia" of cases of ethical failure for use as a training tool. These are real examples of Federal employees who have intentionally or unwittingly violated standards of conduct. Some cases are humorous, some sad, and all are real. Some will anger you as a Federal employee and some will anger you as an American taxpayer. Note the multiple jail and probation sentences, fines, employment terminations and other sanctions that were taken as a result of these ethical failures. Violations of many ethical standards involve criminal statutes. This updated (end of 2009) edition is organized by type of violations, including conflicts of interest, misuse of Government equipment, violations of post-employment restrictions, and travel.

Book excerpt: This report presents the views of over thirty experts from a broad range of backgrounds on the Department of Defense's (DOD's) acquisition process and how the DOD's procurement of major weapon systems can be improved. Some common themes emerged: cultural change is required and improving incentives for the acquisition workforce is necessary for reform; training and recruiting of the acquisition workforce must be improved; DOD needs to attain realistic requirements at the start of a major acquisition program that includes budget-informed decisions; and there is a need for strong accountability and leadership throughout the life-cycle of a weapon system -- with several experts stating the need to further integrate the Service Chiefs into the acquisition process. Figures. This is a print on demand report.

Available in PDF, EPUB and Kindle. Book excerpt: This unique book is a compendium of eight outstanding reports from the Center for the Study of Weapons of Mass Destruction (WMD Center). The reports include: Part 1: Defining "Weapons of Mass Destruction" * Part 2: Countering Weapons of Mass Destruction: Looking Back, Looking Ahead * Part 3: International Partnerships to Combat Weapons of Mass Destruction * Part 4: Can al Qaeda Be Deterred from Using Nuclear Weapons? * Part 5: Eliminating Adversary Weapons of Mass Destruction: What's at Stake? * Part 6: Iraq and After: Taking the Right Lessons for Combating Weapons of Mass Destruction * Part 7: The Future Nuclear Landscape * Part 8: The Future of Weapons of Mass Destruction: Their Nature and Role in 2030 The phrase "weapons of mass destruction, "for example, is an amorphous one, changing meaning according to the whims of the speaker. Raising the specter of WMD is more a way by which politicians assign blame or take a stand on seemingly objective moral standards than a way by which they assess a particular weapons system. Because many analysts find fault with existing definitions, they offer new definitions that differ in some radical way from those commonly accepted.8 Still others, believing that the traditional definitions for WMD are intellectually problematic, propose dropping the term altogether. Recognizing these disagreements, the 2004 British government review of Iraq WMD intelligence offered the following comment: There is a considerable and long-standing academic debate about the proper interpretation of the phrase "weapons of mass destruction." We have some sympathy with the view that, whatever its origin, the phrase and its accompanying abbreviation is now used so variously as to confuse rather than enlighten readers. In important ways, the world is at a nuclear crossroads. The complex and dynamic nuclear landscape presents us with challenges along at least four axes: regional nuclear proliferation, nuclear terrorism, great power nuclear relations, and the security implications of increased interest in nuclear energy. These problems are interrelated in ways that the national security community does not fully understand. Strategy and policy frameworks do not address them in sufficiently integrated fashion. New conceptual thinking is required to develop a more unified understanding of and approach to managing the risks and opportunities posed by these 21st-century nuclear challenges. Today, more than at any other time in the nuclear era, nuclear capacity and potential (knowledge, technology, and materials) are accessible to a growing number of actors with more ambitious goals. The result is a high degree of nuclear latency that challenges traditional thinking about nuclear threats. Whereas 30 or 40 years ago, only a handful of countries were assumed to know how to acquire nuclear weapons, as many as 35 or 40 nations currently are believed to be in the know, and many more could become so based on their participation in civilian nuclear energy programs.

This book was released on 2010-03-17 with total page 230 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is widely anticipated that autonomous vehicles will have a transformational impact on military forces and will play a key role in many future force structures. As a result, many tasks have already been identified that unmanned systems could undertake more readily than humans. However, for this to occur, such systems will need to be agile, versatile, persistent, reliable, survivable and lethal. This will require many of the vehicles ‘cognitive’ or higher order functions to be more fully developed, whereas to date only the ‘component’ or physical functions have been successfully automated and deployed. The book draws upon a broad range of others’ work with a view to providing a product that is greater than the sum of its parts. The discussion is intentionally approached from the perspective of improving understanding rather than providing solutions or drawing firm conclusions. Consequently, researchers reading this book with the hope of uncovering some novel theory or approach to automating an unmanned vehicle will be as disappointed as the capability planner who anticipates a catalogue of technical risks and feasibility options against his favoured list of component technologies and potential applications. Nevertheless, it is hoped that both will at least learn something of the other’s world and that progress will ensue as a result. For the defence policy and decision maker, this is a "must-read" book which brings together an important technology summary with a considered analysis of future doctrinal, legal and ethical issues in unmanned and autonomous systems. For research engineers and developers of robotics, this book provides a unique perspective on the implications and consequences of our craft; connecting what we do to the deployment and use of the technology in current and future defence systems. Book excerpt: This Congressionally-mandated report identifies areas for further cooperation with Russia and other states of the former Soviet Union under the Cooperative Threat Reduction (CTR) program of the Department of Defense in the specific area of prevention of proliferation of biological weapons. The report reviews relevant U.S. government programs, and particularly the CTR program, and identifies approaches for overcoming obstacles to cooperation and for increasing the long-term impact of the program. It recommends strong support for continuation of the CTR program.
