First, this report is provided in accordance with 50 USC 1523. (The complete reporting requirement is detailed at annex K.) This report is intended to assess: (1) the overall readiness of the Armed Forces to fight in a chemical-biological warfare environment and steps taken and planned to be taken to improve such readiness; and, (2) requirements for the chemical and biological warfare defense program, including requirements for training, detection, and protective equipment, for medical prophylaxis, and for treatment of casualties resulting from use of chemical and biological weapons. This report supplements the DoD Chemical and Biological Defense Program FY05 President's budget, February 2004, which has been submitted to Congress.

This book was released on 2013-01-13 with total page 141 pages. Available in PDF, EPUB and Kindle. Book excerpt: The goal of the U.S. Department of Defense's (DoD's) Chemical and Biological Defense Program (CBDP) is to provide support and world-class capabilities enabling he U.S. Armed Forces to fight and win decisively in chemical, biological, radiological, and nuclear (CBRN) environments. To accomplish this objective, the CBDP must maintain robust science and technology capabilities to support the research, development, testing, and evaluation required for the creation and validation of the products the program supplies. The threat from chemical and biological attack evolves due to the changing nature of conflict and rapid advances in science and technology (S&T), so the core S&T capabilities that must be maintained by the CBDP must also continue to evolve. In order to address the challenges facing the DoD, the Deputy Assistant Secretary of Defense (DASD) for Chemical and Biological Defense (CBD) asked the National Research Council (NRC) to conduct a study to identify the core capabilities in S&T that must be supported by the program. The NRC Committee on Determining Core Capabilities in Chemical and Biological Defense Research and Development examined the capabilities necessary for the chemical and biological defense S&T program in the context of the threat and of the program's stated mission and priorities. Determining Core Capabilities in Chemical and Biological Defense Science and Technology contains the committee's findings and recommendations. It is intended to assist the DASD CBD in determining the best strategy for acquiring, developing, and/or maintaining the needed capabilities.

Book Synopsis Evaluating Federal Research Programs by : Committee on Science, Engineering, and Public Policy
Download or read book Evaluating Federal Research Programs written by Committee on Science, Engineering, and Public Policy and published by National Academies Press. This book was released on 1999-02-24 with total page 95 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Government Performance and Results Act (GPRA), passed by Congress in 1993, requires that federal agencies write five-year strategic plans with annual performance goals and produce an annual report that demonstrates whether the goals have been met. The first performance reports are due in March 2000. Measuring the performance of basic research is particularly challenging because major breakthroughs can be unpredictable and difficult to assess in the short term. This book recommends that federal agencies use an "expert review" method to examine the quality of research they support, the relevance of that research to their mission, and whether the research is at the international forefront of scientific and technological knowledge. It also addresses the issues of matching evaluation measurements to the character of the research performed, improving coordination among agencies when research is in the same field, and including a human resource development component in GPRA strategic and performance plans.
Book Synopsis Nanotechnology for Chemical and Biological Defense by : Margaret Kosal
Download or read book Nanotechnology for Chemical and Biological Defense written by Margaret Kosal and published by Springer Science & Business Media. This book was released on 2009-06-11 with total page 163 pages. Available in PDF, EPUB and Kindle. Book excerpt: New and unpredicted technologies are emerging at an unprecedented pace around the world. Communication of those new discoveries is occurring faster than ever, meaning that the unique ownership of a piece of new technology is no longer a sufficient position, if not impossible. In today’s world, recognition of the potential applications of a technology and a sense of purpose in exploiting it are far more important than simply having access to it. Technological surprise has and will continue to take many forms. A plethora of new technologies are under development for peaceful means but may have un- tended security consequences and will certainly require innovative counterme- ures. A relevant example is the tremendous development in biotechnology that has occurred since the advent of recombinant DNA and tissue culture-based processes in the 1970s. If US government agencies and the defense and academic commu- ties had more clearly recognized the potential for biotechnology to affect fun- mental security and warfighting doctrines 20 years ago, the situation today could be very different. Defense against chemical and biological weapons – from both states and nonstate actors – currently presents a threat that is difficult to predict and for which traditional solutions are increasingly less effective. Nanotechnology has emerged as a well-funded discipline that, like biote- nology, carries the potential for groundbreaking applications and the potential for unpredictable harm. The world is likely 20 years away from the full impact of the nanotechnology on defensive capabilities.
Book Synopsis Science and Technology for Army Homeland Security by : National Research Council
Download or read book Science and Technology for Army Homeland Security written by National Research Council and published by National Academies Press. This book was released on 2003-05-08 with total page 184 pages. Available in PDF, EPUB and Kindle. Book excerpt: The confluence of the September 11, 2001 terrorist attack and the U.S. Army's historic role to support civil authorities has resulted in substantial new challenges for the Army. To help meet these challenges, the Assistant Secretary of the Army for Research and Technology requested the National Research Council (NRC) carry out a series of studies on how science and technology could assist the Army prepare for its role in homeland security (HLS). The NRC's Board on Army Science and Technology formed the Committee on Army Science and Technology for Homeland Security to accomplish that assignment. The Committee was asked to review relevant literature and activities, determine areas of emphasis for Army S&T in support of counter terrorism and anti-terrorism, and recommend high-payoff technologies to help the Army fulfill its mission. The Department of Defense Counter-Terrorism Technology Task Force identified four operational areas in reviewing technical proposals for HLS operations: indications and warning; denial and survivability; recovery and consequence management; and attribution and retaliation. The study sponsor asked the Committee to use these four areas as the basis for its assessment of the science and technology (S&T) that will be important for the Army's HLS role. Overall, the Committee found that: There is potential for substantial synergy between S&T work carried out by the Army for its HLS responsibilities and the development of the next generation Army, the Objective Force. The Army National Guard (ARNG) is critical to the success of the Army's HLS efforts.
