Book excerpt: This report describes a set of field tests conducted at Badlands Bombing Range (BBR) in South Dakota in September 2002. The primary goal of the field tests was to evaluate parameters critical to the design of an airborne electromagnetic system capable of detecting a variety of buried ordnance. The resulting system, called ORAGS-TEM, was patterned after the low-flying helicopter magnetic systems under development at ORNL through separate SERDP/ESTCP programs. Thus, the ORAGS-TEM has a frame mounted, multiple sensor design that permits helicopter surveys at altitudes as low as one meter over UXO-contaminated terrain. As with the magnetic systems, GPS and laser altimetry provide precise positioning to within a few tens of centimeters.

Book excerpt: In 1942 the Department of War annexed 341,725 acres of the Pine Ridge Reservation for use as an aerial gunnery and bombing range. From 1942 until 1948 various sections of this range were used for bombing exercises and air to ground operations. Since 1960, portions of the land have been returned to the Oglala Sioux Tribe (OST) in a step-wise fashion. In 1978, all remaining Badlands Bombing Range (BBR) lands were declared excess with the exception of 2,486 acres termed the Impact Area. In 1999 the Naval Research Laboratory, NRL, conducted a demonstration survey on the Badlands Bombing Range Impact Area using the Multi-sensor Towed Array Detection System (MTADS). Historical records indicated that 105-mm, 155-mm, and 8-in projectiles had been used on the site. During this survey, eight live 155-mm and seven live 8-in projectiles were recovered and destroyed but no 105-mms. In September 2001 NRL returned to the same area to conduct an Advanced Classification Demonstration with the vehicular MTADS on a 10-acre seeded site and a larger, 1685-acre, survey with the new airborne MTADS. Again, seven live 155-mm and four live 8-in projectiles were found and detonated. The Air Force Center for Environmental Excellence (AFCEE) and the Ellsworth Air Force Base Environmental Office have a dual interest in this site. First, they would like to be able to certify the site as clear of UXO to facilitate the excessing of the land from Government ownership. Second, they would like to determine if a combination man-portable, vehicular, and airborne survey can reliably and completely cover a site of varying topography such as the Impact Area. To further these goals, AFCEE and NRL jointly conducted a geophysical survey of the remaining 750 accessible acres of the Impact Area with the aim of finding all remaining 105-mm, 155-mm, and 8-in projectiles. The survey was conducted using the NRL MTADS airborne, vehicular, and man-portable magnetometer platforms from 16-28 Sep 2002.

In one embodiment this is achieved by measuring the response to magnetic fields of three independent transmitters arranged to have magnetic fields that are linearly independent. According to the apparatus and methods employing the system of this invention, multiple transmitters and receivers of known relative position and orientation on a single platform are used. In a preferred embodiment, matched sets of receiver pairs connected in gradient mode are positioned adjacent to closely spaced pairs of transmitting coils, such that a minor displacement of one or both of the receiver coil pairs relative to the paired transmitting coils will not affect the detected secondary signals emitted by a buried metallic object.

Tasks 1 and 2 are grouped under the heading of Optoacoustic Detection of Explosive Vapors; Tasks 3 and 4 are grouped under Surface Towed Ordnance Locator System; Task 5 is discussed under Ground Penetrating Radar for Ordnance Location; Task 6 is covered under Electromagnetic Tagging of Electric Blasting Caps; Task 7 calling for field measurements is detailed. An additional section, Borehole Ordnance Detection System has resulted from a specialized hybrid of Tasks 4 and 5.

Book excerpt: The identification of Buried Structures (IBS) or Aerial Surveillance Project was initiated by the US Department of Energy (DOE) Office of Technology Development to demonstrate airborne methods for locating and identifying buried waste and ordnance at the Idaho National Engineering Laboratory (INEL). Two technologies were demonstrated: (a) a thermal infrared imaging system built by Martin Marietta Missile Systems and (b) a magnetic and electromagnetic (EM) geophysical surveying system operated by EBASCO Environmental. The thermal system detects small differences in ground temperature caused by uneven heating and cooling of the ground by the sun. Waste materials on the ground can be detected when the temperature of the waste is different than the background temperature. The geophysical system uses conventional magnetic and EM sensors. These sensors detect disturbances caused by magnetic or conductive waste and naturally occurring magnetic or conductive features of subsurface soils and rock. Both systems are deployed by helicopter. Data were collected at four INEL sites. Tests at the Naval Ordnance Disposal Area (NODA) were made to evaluate capabilities for detecting ordnance on the ground surface. Tests at the Cold Simulated Waste Demonstration Pit were made to evaluate capabilities for detecting buried waste at a controlled site, where the location and depth of buried materials are known. Tests at the Subsurface Disposal Area and Stationary Low-Power Reactor-1 burial area were made to evaluate capabilities for characterizing hazardous waste at sites that are typical of DOE buried waste sites nationwide.

As used here, UXO refers to explosive, propellant, or chemical-containing munitions that are armed, fired, and remain unexploded because of malfunction. Approximately 1,400 DoD sites, comprising about 10 million acres, are known to or are suspected of containing UXO. A typical site is thousands of acres; many exceed 10,000 acres, a few are several hundred thousand acres. Most of these sites are Formerly Used Defense Sites (FUDS) for which the DoD retains liability for ordnance. Remediation of such large areas would cost tens of billions of dollars. However, according to some estimates, no more than 20 percent of those 10 million suspected acres are actually contaminated with UXO. Thus, identifying a technology or combination of technologies to accurately delineate the contaminated areas on each site would significantly reduce the actual area that would require a site investigation and response. This would allow limited cleanup resources to be used more effectively.
