Spätestens seit US-Präsident Woodrow Wilsons 14-Punkten hatte die Vision einer demokratischen und daher friedlichen Welt ihren festen Platz in der Riege der politischen Philosophien eingenommen. Mittlerweile gehört sie sogar zum Standardprogramm der politischen Populärrethorik: In den Wahlkampfreden während der Präsidentschaftskampagnen sowohl von George Bush als auch von Bill Clinton tauchte der Begriff der "international zone of 'democratic peace'" regelmäßig auf . Clinton hat die Demokratisierung regelmäßig als 'third pillar' seiner Außenpolitik bezeichnet und festgestellt: "Democracies don't attack each other." "Democratic Peace Theory [...] has become a lodestar that guides America's post-Cold War foreign policy." Überraschend daran ist, wie schnell diese These den Weg von der Wissenschaft in die politische Praxis gefunden zu haben scheint. Zwar ist die Idee der friedlichen Demokratie nicht sonderlich neu, jedoch verdichteten sich seit den 70er Jahren empirische Hinweise auf eine tatsächliche Existenz des demokratischen Friedens. In der vorliegenden Arbeit sollen die verschiedenen theoretischen Erklärungsversuche des demokratischen Friedens auf ihre Stichhaltigkeit untersucht werden. Hierbei soll gezeigt werden, daß sowohl die Empirie als auch die Theorien des demokratischen Friedens mit vielen Unstimmigkeiten behaftet sind. This work is a critical introduction to this emerging genre: the history of political and social concepts, or Begriffsgeschichte. Systematically surveying political, social, and philosophical discourses and their contexts, historians of concepts track linguistically how the advent, mentalities, and effects of modernity have been conceptualized in contested forms. After assessing the programs and achievements of this genre, and analyzing extended examples of its use, the author argues the need for an analogous project to chart the careers of concepts central to the political and social vocabularies of English-speaking societies.
