Das Hauptaugenmerk beim Konzept der ‚strategischen Gruppen’ richtet sich auf gesellschaftliche Eliten der alten und neuen Nomenklatur und Intelligenz, die sich zu bestimmten Gruppen zusammenschließen und ein gemeinsames Aneignungsinteresse entwickeln. Es handelt sich demnach um einen Elitenansatz, der eine historische Analyse in den jeweils zu untersuchenden Gesellschaften zum Gegenstand hat und sich durch die verschiedenen Gesellschaftsformationen erstreckt. Zu Beginn der Arbeit werden demokratietheoretische Überlegungen in Bezug auf die Transformationsforschung diskutiert. Hierbei werden frühere und gegenwärtige Herangehensweisen miteinander verglichen und herausgearbeitet, welche Dimension dem Demokratiepostulat in Modernisierungs- und Dependenztheorien sowie in heutigen akteurtheoretischen Überlegungen zugeschrieben wird. Hierbei soll ferner auf die Bedeutung des Begriffes ‚Demokratie’ im afrikanischen Kontext eingegangen werden. Zudem werden Gründe genannt, die es schwierig machen, das westlich orientierte Demokratiemodell in eine von seinem historischen Entstehungskomplex losgelöste Region zu implementieren. Das dritte Kapitel befasst sich mit den theoretischen Überlegungen des strategischen Gruppen-Konzepts. Hierbei wird sowohl auf die Konzeptionen der Gründungsväter des Ansatzes, Hans-Dieter Evers und Tilman Schiel, eingegangen als auch auf die neueren Überlegungen zum Konzept der strategischen Gruppen. Im Mittelpunkt stehen hierbei die theoretischen Konzeptionen der Begründer des Konzeptes, insbesondere ihre Ausführungen zum Wachsen und zur Hybridisierung von strategischen Gruppen. Der folgende Unterpunkt befasst sich mit den Kategorien der ‚Strategie’ und des ‚strategischen Handelns’. Des weiteren wird auf die Kritik am Konzept der strategischen Gruppen eingegangen. Nach anfänglich viel versprechender Entwicklung in Richtung der Etablierung stabiler, demokratischer Regierungsführungen wurde in einigen Länder aus dem Fortschritt ein Rückschritt zum Beispiel in Liberia, Niger, Zaire (heute Demokratische Republik Kongo), Ruanda, Sudan, Äthiopien, Somalia und es kam, im Gegensatz zur Entwicklung in Süd- und Osteuropa, wo der Demokratisierungsprozess in den meisten Ländern in konsolidierte Demokratien mündete, mitunter auch aufgrund einer als Ausgangspunkt der Veränderung betrachteten, anders ausgeprägten, traditionellen, politischen Kultur, zu einem nicht so erfolgreiche Verlauf des Transformationsprozesses. Diese Krise der Demokratisierung in Afrika verdeutlicht womöglich, dass bei der Modernisierung einer Gesellschaft eine zweifache Entwicklung vollzogen wird. Durch die "Kollektivitätsmodernisierung" wird eine "Individualmodernisierung" bedingt, so dass die jeweilige Modernisierungsart eine bestimmte Folge hinsichtlich des Verhaltens einzelner Bürger gegenüber dem Staat bewirkt. Während die Modernisierung des Kollektivs zu einem Wertewandel führt, der sich oft in einer Aufwertung der Rolle des Kollektivs äußert, bedingt die "Individualmodernisierung" in vielen Fällen eine stärkere Berücksichtigung individueller Vorstellungen sowie der praktische Umsetzung dieser in Abgrenzung zum Kollektiv.
