Modern China regards power and wealth as primary goals and treats a strong state as a major means to these ends. Such a preference puts democracy on a back burner. Employing a theoretical framework which consists of five factors—historical legacies, local forces, the world system, socialist values, and economic development—Hu shows that, while all of these factors were at work in all eras, each assumes a special significance in a particular period. Traditional China before the 1911 Revolution attempted to adjust itself to a new, Western-dominated world. In the Republican era, the control of local forces topped the political agenda. Nationalist China sought to survive and develop in the world system, while Maoist China set for itself the task of building a socialist state. And, of course, economic development has been the priority of the Deng era. As Hu shows, these five factors have had determining impacts on the long struggle for democracy in China.

Book excerpt: Democratization emerged at a time of epochal change in global politics: the twin impacts of the end of the Soviet Union and the speeding up and deepening of globalisation in the early 1990s meant a whole new ball game in terms of global political developments. The journal’s first issue appeared in early 1994. Over time, the editorial position has been consistently to focus on ‘the third wave of democracy’ and its aftermath. The third wave is the most recent exemplar of a long-term, historical trend towards more democratically viable regimes and away from authoritarian systems and leaders. In short, the journal wants to promote a better understanding of democratization – defined as the way democratic norms, institutions and practices evolve and are disseminated both within and across national and cultural boundaries. Over the years, the many excellent articles that we have featured in the journal have shared our focus on democratization, viewed as a process. The journal has sought – and continues to seek – to build on the enduring scholarly and of course popular interest in democracy, how and why it emerges, develops and becomes consolidated. Our emphasis over the last 20 years has been contemporary and the approach comparative, with a strong desire to be both topical and authoritative. Communist Party elites sealed the fate of the movement, but did ill-considered choices by student leaders contribute to its tragic outcome? To answer this question, Teresa Wright centers on a critical source of information that has been largely overlooked by the dozens of works that have appeared in the past decade on the "Democracy Movement": the students themselves. Drawing on interviews and little-known first-hand accounts, Wright offers the most complete and representative compilation of thoughts and opinions of the leaders of this student action. She compares this closely studied movement with one that has received less attention, Taiwan's Month of March Movement of 1990, introducing for the first time in English a narrative of Taiwan's largest student demonstration to date. Despite their different outcomes (the Taiwan action ended peacefully and resulted in the government addressing student demands), both movements similarly maintained a strict separation between student and non-student participants and were unstable and conflict-ridden. This comparison allows for a thorough assessment of the origins and impact of student behavior in 1989 and provides intriguing new insights into the growing literature on political protest in non-democratic regimes.
