Book excerpt: This 2009 Article IV Consultation on Timor-Leste highlights that the Timorese economy has posted high economic growth over the past two years, driven by rapid increases in government spending and a recovery in agriculture from a 2007 drought. Central government spending rose sharply in 2008, reflecting efforts to address pressing development needs and secure social cohesion. Executive Directors have welcomed the recently announced moderation in government spending. Directors have also supported the prudent approach toward widening the fund’s investment portfolio.

Available in PDF, EPUB and Kindle. Book excerpt: This textbook provides a comprehensive introduction to the political systems of all ASEAN countries and Timor-Leste from a comparative perspective. It investigates the political institutions, actors, and processes in eleven states, covering democracies as well as autocratic regimes. Each country study includes an analysis of the current system of governance, the party and electoral system, and an assessment of the state, its legal system, and administrative bodies. Students of political science and area studies also learn about processes of democratic transition and autocratic resilience, as well as how civil society and the media influence the political culture in each country. This second edition features revised and updated versions of all country studies and a new chapter that discusses the trends of democratization and autocratization in Southeast Asia in the late 20th and early 21st centuries.

Book excerpt: Timor-Leste: The History and Development of Asia’s Newest Nation is a study of how a small Asia-Pacific nation has emerged from protracted conflict and successfully navigated a path to durable peace and sustainable development. Despite early setbacks, Timor-Leste has made an amazing turnaround and today finds itself in a new era in which it will certainly continue its advance toward the goal of long-term stability and prosperity, leaving permanently behind the past that was once marked by a descending spiral of destruction. Yet, a number of development challenges lie ahead for Timor-Leste, particularly in strengthening human, institutional, and infrastructural capacities in the short to medium term, and in transforming the national economy from oil-based to more diversified and better balanced in the longer run. Other countries may draw valuable lessons from Timor-Leste’s experience, especially those that are emerging from as well as are currently affected by conflict and instability. Such lessons would center on the questions such as management of natural resources, empowerment of the vulnerable, implementation of transparent and accountable governance, advancement of women, and mobilization of civil society and the public in general for democratization and the national development process.

Available in PDF, EPUB and Kindle. Book excerpt: "This volume analyzes the impediments that local conditions pose to successful outcomes of nation-building interventions in conflict-affected areas. Previous RAND studies of nation-building focused on external interveners' activities. This volume shifts the focus to internal circumstances, first identifying the conditions that gave rise to conflicts or threatened to perpetuate them, and then determining how external and local actors were able to modify or work around them to promote enduring peace. It examines in depth six varied societies: Cambodia, El Salvador, Bosnia and Herzegovina, East Timor, Sierra Leone, and the Democratic Republic of the Congo. It then analyzes a larger set of 20 major post-Cold War nation-building interventions. The authors assess the risk of renewed conflict at the onset of the interventions and subsequent progress along five dimensions: security, democratization, government effectiveness, economic growth, and human development. They find that transformation of many of the specific conditions that gave rise to or fueled conflict often is not feasible in the time frame of nation-building operations but that such transformation has not proven essential to achieving the primary goal of nation-building -- establishing peace. Most interventions in the past 25 years have led to enduring peace, as well as some degree of improvement in the other dimensions assessed. The findings suggest the importance of setting realistic expectations -- neither expecting nation-building operations to quickly lift countries out of poverty and create liberal democracies, nor being swayed by a negative stereotype of nation-building that does not recognize its signal achievements in the great majority of cases."--Page 4 of cover.

Available in PDF, EPUB and Kindle. Book excerpt: Despite Timor-Leste’s high expectations when it became independent from Indonesia in 2002, the country is ranked among the least developed countries in the world. It has found itself at the centre of international attention in the last decade, with one of the biggest interventions in UN history, as well as receiving amongst the highest per capita rates of bilateral assistance in the Asia-Pacific region. This book draws together the perspectives of practitioners, policy-makers and academics on the international efforts to rebuild one of the world’s newest nations. The contributors consider issues of peace-building, security and justice sector reform as well as human security in Timor-Leste, locating these in the broader context of building nation, stability and development. The book includes two demographic studies that can be used to critically examine the nation’s possible future. Engaging in deliberate consideration of both practical and theoretical complexities of international interventions, this book will be of interest to academics and students in the fields of Development, Security and Southeast Asian Studies.

Implementing challenging reforms across the private sector, banking and finance, agriculture, infrastructure, and judiciary requires sound policies and effective legislation. The Government of Timor-Leste shows promising reform appetite and willingness to engage the private sector in developing alternate investment options to attract business to the country. Yet, significant challenges remain to ensure that rebuilding efforts and institutions are managed effectively to benefit all Timor-Leste's citizens. This report was produced by the Pacific Private Sector Development Initiative, a regional technical assistance facility cofinanced by the Asian Development Bank (ADB), the Government of Australia, and the New Zealand Government.

Book excerpt: Although Timor-Leste has made considerable progress in many areas since its independence in 2002, it faces significant medium-term challenges. The nation has pressing development needs, young institutions, and is highly dependent on oil. Oil revenues from active fields, which have been the main source of funding for government spending, are drying up. The non-oil private sector economy remains underdeveloped and lack of good jobs and high youth unemployment are serious concerns.

The authorities are now focused on implementing their broader development plans that were slowed by the rebuilding process, which will require fiscal discipline and reforms to maintain debt sustainability. The authorities should continue their constructive engagement with development partners for technical assistance, capacity development, and concessional and grant-based funding. In parallel continuing to reform and strengthen the governance of institutions and removing vulnerabilities to corruption will be important.

This book was released on 2019-10-17 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: This 2019 Article IV Consultation with Lebanon highlights that Lebanon’s economic position continues to be very difficult, with very low growth, high public debt and large twin deficits. While financial stability has been maintained, deposit inflows, critical to finance the budget and external deficits, slowed down during the past year, reducing the authorities’ room for manoeuvre. The new government has taken some important policy steps to start the needed policy adjustment, which could help raise confidence among investors and donors. The highest priority is the implementation of a sustainable fiscal adjustment that will bend down the path of the public debt-to-gross domestic product ratio through a combination of revenue and expenditure measures. This needs to be complemented by structural reforms and concessionally financed investment to raise Lebanon’s growth potential and help external adjustment, as well as policies to build further buffers in Lebanon’s financial sector. Structural reforms should prioritize reforming the electricity sector, removing impediments to and lowering the cost of doing business, as well as improving governance and reducing corruption.
