Political peace in Europe has historically been elusive and ephemeral. Stella Ghervas shows that since the eighteenth century, European thinkers and leaders in pursuit of lasting peace fostered the idea of European unification. Bridging intellectual and political history, Ghervas draws on the work of philosophers from Abbé de Saint-Pierre, who wrote an early eighteenth-century plan for perpetual peace, to Rousseau and Kant, as well as statesmen such as Tsar Alexander I, Woodrow Wilson, Winston Churchill, Robert Schuman, and Mikhail Gorbachev. She locates five major conflicts since 1700 that spurred such visionaries to promote systems of peace in Europe: the War of the Spanish Succession, the Napoleonic Wars, World War I, World War II, and the Cold War. Each moment generated a “spirit” of peace among monarchs, diplomats, democratic leaders, and ordinary citizens. The engineers of peace progressively constructed mechanisms and institutions designed to prevent future wars. Arguing for continuities from the ideals of the Enlightenment, through the nineteenth-century Concert of Nations, to the institutions of the European Union and beyond, Conquering Peace illustrates how peace as a value shaped the idea of a unified Europe long before the EU came into being. From the beginning of the statistical research in 1816 until today, no clear-cut case of war between two democratic states has been recorded. The democratic peace has obstinately kept the secret of its causal mechanism. No convincing theory as to its cause has been widely accepted. It is the aim of this dissertation to provide an alternative explanation for why democracies do not fight each other. Empirical research can only account for correlation but not for causal mechanisms. This dissertation thus concentrates on the theoretical explanations. Scholars developed approaches to account for the democratic peace ranging from constructivist through the sociological to game-theoretical methodology. They focus on the single democratic state, the relation between two democratic states and, recently, the international system itself. This dissertation critically examines a number of such theories which vary in methodology and focus. Especially, arguments by Russett, Doyle and Müller are given attention, but, to a greater or lesser extent, they are flawed or insufficient. At the same time, this dissertation points out a number of special characteristics of democratic states of importance. Pulling those together, an approach is proposed based on the assumption that the international system itself bears a major responsibility for the democratic peace. Supporting an approach by Hasenclever, it is argued that international institutions set up by democratic states are especially capable of mitigating conflicts and thus prevent war. Together with the special features of their member-states, such organisations account for the peaceful behaviour of democracies.[...]

In the new security environment, democratic states have called upon their armed forces increasingly to fulfil unconventional tasks – partly civilian, partly humanitarian, and partly military – in most complex, multi-national missions. Not only have military structures been transformed to make them fit for these new types of deployments, but the new mission types highlight the necessity for democracies to come to terms with a new image and ethos of soldiering in defence of a transnational value community. Combining a qualitative comparison of twelve countries with an interdisciplinary methodology, this edited volume argues that the ongoing transformations of international politics make it necessary for democracies to address both internal and external factors as they shape their own civil-military relations. The issues discussed in this work are informed by Democratic Peace theory, which makes it possible to investigate relations within the state at the same time as analysing the international dimension. This approach gives the book a systematic theoretical framework which distinguishes it from the majority of existing literature on this subject. This book will be of much interest to students of civil-military relations, European politics, democratisation and post-communist transitions, and IR in general.

Book excerpt: The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.
