Haifa Republic: A Democratic Future for Israel is an urgent wake-up call. The philosopher Omri Boehm argues that it is long past time to recognize that there will not be a two-state solution to the conflict between Israel and the Palestinian people. After fifty years, Israel’s occupation of the West Bank constitutes annexation in all but name, even as the legitimate claims of the Arab population, soon to be a national majority, remain unaddressed. Meanwhile, daily life goes on under conditions rightly likened to apartheid. For liberals in Israel and America to continue to place their hopes in a two-state solution is a form of willful and culpable blindness, especially now that Israeli leaders across the political spectrum have begun to speak of ethnic cleansing. A catastrophe is in the making. But Haifa Republic also offers grounds for hope. Catastrophe can be averted, Boehm contends, by reconfiguring Israel as a single binational state in which Palestinians and Jews both possess human rights and equal citizenship. The original Zionists—Theodor Herzl, Ze’ev Jabotinsky, and, early in his career, David Ben-Gurion—all advocated such a federation, and as prime minister, Menachem Begin successfully submitted a kindred plan to the Knesset. A binational federation offers a last chance for the two peoples who call Palestine home to live in peace and mutual respect and to have a truly democratic future in common.

But what kinds of models of democracy do democracy promoters promote? This book examines in detail the conceptual orders that underpin democracy support activity, and the conceptions of democracy that democracy promoters, consciously or inadvertently, work with. Such an examination is not only timely but much-needed in today’s context of multiple democratic and financial crises. Contestation over democracy’s meaning is returning, but how is this contestation reflected, if at all, in democracy promotion policies and practices? Seeking to open up debate on multiple models of democracy, this text provides the reader not only with the outlines of various possible politico-economic models of democracy, but also with a close empirical engagement with democracy promoters’ discourses and practices. The exploration begins with the challenges faced by the founders of the Club of Rome circa 1970. The founding prospectus identified the problematique underlying global sustainability as a set of 49 continuous critical problems. These interacting and entangled problems create what more recently has been called a wicked mess. They are not solvable in isolation because fixing one of them will likely further complicate others. Considering the full set of problems causes individuals to feel overwhelmed. For that reason, the structured dialogic design divides the challenge of understanding the problem up among members of the group, and then has them interact as a community of "experts" in their assigned problem areas. In a step wise process, this group of experts sequentially clarifies meanings, explores similarities among ideas, and identifies relationships between ideas. In this fashion, the group avoids becoming trapped in a reductionist approach to problem solving and enters into a communal understanding of the complex situation. Readers who wish to participate in an exploration of the problematique underlying global sustainability are invited to join a group through the Institute for 21st Century Agoras. In addition to the book itself, readers will be provided access to a software tool for tracking meanings that are uncovered, prompting decisions during deliberation, and then also presenting outcomes of those decisions as an easily read "tree." A Democratic Approach to Sustainable Futures builds capacities for understanding and resolving highly complex problems in collaboration. It is a "self help" workbook for communities sensing urgency for starting today to build their futures. The authors, Drs. Tom Flanagan and Ken Bausch, are systems scientists who each have over 20 years of experience in complex systems work.
