Changes in governance of business, government, and the international community are explored and proposed to achieve fair and equitable relationships among peoples and nations so that lasting world peace and prosperity may be attainable. Since America is the world superpower and plays a major role in the global affairs of the last century, the author also examines various aspects of its social and cultural fabric, from an economic and political context to family function and social responsibility. Problems are pinpointed, and solutions are suggested. One chapter is devoted to the Chinese economic success story. Significant economic progress has been made since the Chinese launched their economic reform in 1980. Western assistance should primarily serve in an advisory role to stabilize the Ukrainian government, establish a viable rule of law, rudimentary representative government, and a system to protect individual and investment capital followed by direct investment and joint economic ventures with Ukrainian companies. This paper proposes a sequentially phased transformation model which encourages Ukraine's leaders to concentrate their efforts on first building a stable government, although not necessarily a democracy, and then focus on meaningful economic reforms to establish a solid economy with free market principles. In the long term, free-market economic principles will undermine an authoritarian government and foster the introduction of a democratic government. Current Western efforts supporting simultaneous political and economic reform are inconsistent with Ukraine's cultural and historical past and undermine democratic and economic reform.

The author suggests that the Western world must be prepared in the short term to provide food and medical assistance on a more substantial scale than in the past and that such aid should be precisely targeted and distributed with the participation of government and private volunteer organizations from the sending countries. In addition, there must be an acceleration and expansion of the U.S. technical assistance program, including a large-scale exchange of people with practical business and technical skills. Such an exchange should involve students and practitioners from the various republics of the former Soviet Union coming to the United States. Finally, with more democratically and market-oriented leaders now in place in Russia and the other republics, the United States should be prepared to cooperate in and contribute to a program of assistance, including direct financial aid.

The Logic of Economic Reform in Russia illuminates the general problems of establishing market economies in settings where the institutional system to support the market has not had decades to develop. Suggesting that corruption may be associated with growth in the early stages of capitalism, Jerry F.
