Available in PDF, EPUB and Kindle. Book excerpt: The quest for freedom from hunger and repression has triggered in recent years a dramatic, worldwide reform of political and economic systems. Never have so many people enjoyed, or at least experimented with democratic institutions. However, many strategies for economic development in Eastern Europe and Latin America have failed with the result that entire economic systems on both continents are being transformed. This major book analyzes recent transitions to democracy and market-oriented economic reforms in Eastern Europe and Latin America. Drawing in a quite distinctive way on models derived from political philosophy, economics, and game theory, Professor Przeworski also considers specific data on individual countries. Among the questions raised by the book are: What should we expect from these experiments in democracy and market economy? What new economic systems will emerge? Will these transitions result in new democracies or old dictatorships?

Book excerpt: Following the surrender of the Axis trio that signaled the end of World War II, the Allies, led by the United States, sought to promote their Western political and economic ideology, democracy and capitalism to improve the standard of living and human rights for people throughout the world. Despite seven decades of promotion and effort, the hopes and promises of democracy and capitalism have fallen considerably short of expectations. Among third world countries, poverty and illiteracy continue to remain almost the same. Even in America, the richest nation on earth, 47% of its people are living within 200% of the poverty line. In 2016, the accumulated wealth of the richest 1% of the world's population was equal to the combined wealth of the other 99%. On a global basis, democracy and capitalism have failed to improve the general population's living and social condition, to provide equality among nations and international workers, and to achieve world peace and prosperity. This inequality and injustice in social condition is the fundamental cause of turmoil in the world, fostering racial conflicts and growth of international terrorism such as ISIS. Wars and armed conflicts have escalated internationally in recent decades. Consequently, new world orders are imminently needed before another world war threatens the survival of mankind. Changes in governance of business, government, and the international community are explored and proposed to achieve fair and equitable relationships among peoples and nations so that lasting world peace and prosperity may be attainable. Since America is the world superpower and plays a major role in the global affairs of the last century, the author also examines various aspects of its social and cultural fabric, from an economic and political context to family function and social responsibility. Problems are pinpointed, and solutions are suggested. One chapter is devoted to the Chinese economic success story. Significant economic progress has been made since the Chinese launched their economic reform in 1980. Since then, China has played an increasingly important role in global affairs, especially in the world economy. Its recent major global economic development is explored.

Available in PDF, EPUB and Kindle. Book excerpt: Successful economic reform and the transition to a free-market economy under a stable political system is the key to Ukraine's successful road to a new democratic beginning. Western assistance should primarily serve in an advisory role to stabilize the Ukrainian government, establish a viable rule of law, rudimentary representative government, and a system to protect individual and investment capital followed by direct investment and joint economic ventures with Ukrainian companies. This paper proposes a sequentially phased transformation model which encourages Ukraine's leaders to concentrate their efforts on first building a stable government, although not necessarily a democracy, and then focus on meaningful economic reforms to establish a solid economy with free market principles. In the long term, free-market economic principles will undermine an authoritarian government and foster the introduction of a democratic government. Current Western efforts supporting simultaneous political and economic reform are inconsistent with Ukraine's cultural and historical past and undermine democratic and economic reform.

Book excerpt: On September 21-22, 1990, RAND convened, in collaboration with the Sequoia Institute and with funding provided by the Agency for International Development, a conference of participants from government, universities, and the business and financial communities to consider whether and how specific types of actions, policies, and programs can advance the objectives set forth in the Support for East European Democracy (SEED) Act (P.L. 101-179)--namely, to "contribute to the development of democratic institutions and political pluralism" and "promote the development of a free market economic system"--through the use of the funds and instruments provided by the SEED legislation. This report contains the papers and discussants' comments presented at the conference. The report's four sections cover precedents and experience from prior U.S. government assistance programs, promoting pluralism and democracy, development of free market systems, and ongoing U.S. government assistance to Central and Eastern Europe.

Book excerpt: This paper, the text of testimony before the U.S. Senate Foreign Relations Committee on September 26, 1991, reviews the implications of post-August-coup changes in the former Soviet Union for U.S. economic assistance policy. The author suggests that the Western world must be prepared in the short term to provide food and medical assistance on a more substantial scale than in the past and that such aid should be precisely targeted and distributed with the participation of government and private volunteer organizations from the sending countries. In addition, there must be an acceleration and expansion of the U.S. technical assistance program, including a large-scale exchange of people with practical business and technical skills. Such an exchange should involve students and practitioners from the various republics of the former Soviet Union coming to the United States. Finally, with more democratically and market-oriented leaders now in place in Russia and the other republics, the United States should be prepared to cooperate in and contribute to a program of assistance, including direct financial aid.

It also suggests how assistance programmes have implications for a regional security as leaders of the United States and the European twelve especially try to redesign European àrchitecture' to fit the needs of post-Cold War Europe.

Book excerpt: This compact volume is meant as a modest contribution to the ongoing debate on how to transform in particular the radically reforming Eastern European economies into more productive sociopolitical organizations. Although my main focus here is on the economics of reform and east-west assistance, I have tried to embed the multiple technical aspects of restructuring such a resource alloca tion into the context of remaking Eastern Europe. That the volume coincides with the seminal transformations of the communist countries of Eastern Europe is, of course, not fortuitous. But I shall have much less to say about the politi cal transitions from communism to parliamentary democracy, except the ways in which the latter may bolster or hinder the hoped-for economic mutations. In taking stock of where I stand on the issue of "radical reform" of planned economics in general and the CMEA in particular, both still moving targets, I have benefited greatly from participation in formal and informal conferences on economic reform. The product has also profited from many informal discus sions and exchanges of views among friends and colleagues, including those entrusted with and purely interested in efforts on the overall topic of the study launched from within the broad context of the United Nations, my at times reluctant employer.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the failure of economic reform in Russia since 1991, when Boris Yeltsin proclaimed his commitment to economic stabilization, privatization, and price liberalization. Optimism over Russia¡¯s market reforms vanished with the crash of August 1998, when the ruble lost over 70 percent of its value and banks defaulted on their debts and forward currency contracts. Contrary to Yeltsin¡¯s reform promises, the Russian economy of the 1990s more closely resembled a Soviet model than a market-driven one. The Logic of Economic Reform in Russia illuminates the general problems of establishing market economies in settings where the institutional system to support the market has not had decades to develop. Suggesting that corruption may be associated with growth in the early stages of capitalism, Jerry F. Hough argues that the disappointing results of Yeltsin¡¯s reform efforts were not the product of Russian culture or history, but the logical consequences of rational men responding to the incentive system created by economic reform.
