Available in PDF, EPUB and Kindle. Book excerpt: American democracy is in deep crisis. But what do we do about it? That depends on how we understand the current threat. In Breaking the Two-Party Doom Loop, Lee Drutman argues that we now have, for the first time in American history, a genuine two-party system, with two fully-sorted, truly national parties, divided over the character of the nation. And it's a disaster. It's a party system fundamentally at odds withour anti-majoritarian, compromise-oriented governing institutions. It threatens the very foundations of fairness and shared values on which our democracy depends.Deftly weaving together history, democratic theory, and cutting-edge political science research, Drutman tells the story of how American politics became so toxic and why the country is now trapped in a doom loop of escalating two-party warfare from which there is only one escape: increase the numberof parties through electoral reform. As he shows, American politics was once stable because the two parties held within them multiple factions, which made it possible to assemble flexible majorities and kept the climate of political combat from overheating. But as conservative Southern Democrats andliberal Northeastern Republicans disappeared, partisan conflict flattened and pulled apart. Once the parties became fully nationalized - a long-germinating process that culminated in 2010 - toxic partisanship took over completely. With the two parties divided over competing visions of nationalidentity, Democrats and Republicans no longer see each other as opponents, but as enemies. And the more the conflict escalates, the shakier our democracy feels.Breaking the Two-Party Doom Loop makes a compelling case for large scale electoral reform - importantly, reform not requiring a constitutional amendment - that would give America more parties, making American democracy more representative, more responsive, and ultimately more stable.

Book excerpt: Black & white print. American Government 3e aligns with the topics and objectives of many government courses. Faculty involved in the project have endeavored to make government workings, issues, debates, and impacts meaningful and memorable to students while maintaining the conceptual coverage and rigor inherent in the subject. With this objective in mind, the content of this textbook has been developed and arranged to provide a logical progression from the fundamental principles of institutional design at the founding, to avenues of political participation, to thorough coverage of the political structures that constitute American government. The book builds upon what students have already learned and emphasizes connections between topics as well as between theory and applications. The goal of each section is to enable students not just to recognize concepts, but to work with them in ways that will be useful in later courses, future careers, and as engaged citizens. In order to help students understand the ways that government, society, and individuals interconnect, the revision includes more examples and details regarding the lived experiences of diverse groups and communities within the United States. The authors and reviewers sought to strike a balance between confronting the negative and harmful elements of American government, history, and current events, while demonstrating progress in overcoming them. In doing so, the approach seeks to provide instructors with ample opportunities to open discussions, extend and update concepts, and drive deeper engagement.

Book excerpt: To many, bipartisanship is a fundamental aspect of American democracy: it is designed to allow voters of differing political beliefs to find a political party that most closely conforms to their values. However, in a 2015 poll, 43 percent of Americans identified with neither party, preferring to be politically independent. Is the two-party system essential to American politics? What part does it play in our electoral and political systems? Growing concerns about political polarization and bipartisanship's role in it have also come to light. This volume explores the various perspectives about the future of American democracy.

Available in PDF, EPUB and Kindle. Book excerpt: Since the original edition of Dynamics of the Party System was published in 1973, American politics have continued on a tumultuous course. In the vacuum left by the decline of the Democratic and Republican parties, single-interest groups have risen and flourished. Protest movements on the left and the New Right at the opposite pole have challenged and divided the major parties, and the Reagan Revolution--in reversing a fifty-year trend toward governmental expansion--may turn out to have revolutionized the party system too. In this edition, as in the first, current political trends and events are placed in a historical and theoretical context. Focusing upon three major realignments of the past--those of the 1850s, the 1890s, and the 1930s--Sundquist traces the processes by which basic transformations of the country's two-party system occur. From the historical case studies, he fashions a theory as to the why and how of party realignment, then applies it to current and recent developments, through the first two years of the Reagan presidency and the midterm election of 1982. The theoretical sections of the first edition are refined in this one, the historical sections are revised to take account of recent scholarship, and the chapters dealing with the postwar period are almost wholly rewritten. The conclusion of the original work is, in general, confirmed: the existing party system is likely to be strengthened as public attention is again riveted on domestic economic issues, and the headlong trend of recent decades toward political independence and party disintegration reversed, at least for a time.

Available in PDF, EPUB and Kindle. Book excerpt: Based on contributions from leading scholars, this study generates a wealth of new empirical information about Latin American party systems. It also contributes richly to major theoretical and comparative debates about the effects of party systems on democratic politics, and about why some party systems are much more stable and predictable than others. Party Systems in Latin America builds on, challenges, and updates Mainwaring and Timothy Scully's seminal Building Democratic Institutions: Party Systems in Latin America (1995), which re-oriented the study of democratic party systems in the developing world. It is essential reading for scholars and students of comparative party systems, democracy, and Latin American politics. It shows that a stable and predictable party system facilitates important democratic processes and outcomes, but that building and maintaining such a party system has been the exception rather than the norm in contemporary Latin America.

Book excerpt: Excerpt from Democracy and the Party System in the United States: A Study in Extra-Constitutional Government Within a short time after the publication of M. Ostrogorski's work, Democracy and the Organization of Political Parties, the suggestion was repeatedly made in the American and the European press that an abridged edition of this book should be brought out, or its concluding chapters printed separately, for the benefit of a larger circle of the reading public. This suggestion was communicated to the author, and was favourably received by him; but at that time political events in his own country, Russia, absorbed all his time and energy. The struggles for constitutional freedom led to the institution of a Russian Parliament, and brought M. Ostrogorski into the first Duma, of which he became one of the most active members. The triumph of Reaction which followed cut short the life of that great assembly and enabled M. Ostrogorski to resume his literary work. He undertook the abridgment and the revision of his book. He came again to this country to study our latest political developments. The results of his new labours are given to the public in the present book, devoted exclusively to the United States. While based upon the second volume of the larger work, the present book has been not merely condensed but thoroughly revised, brought up to date, and enriched with a great deal of new matter. Book excerpt: How popular democracy has paradoxically eroded trust in political systems worldwide, and how to restore confidence in democratic politics Democracies across the world are adopting reforms to bring politics closer to the people. Parties have turned to primaries and local caucuses to select candidates. Ballot initiatives and referenda allow citizens to enact laws directly. Many democracies now use proportional representation, encouraging smaller, more specific parties rather than two dominant ones. Yet voters keep getting angrier. There is a steady erosion of trust in politicians, parties, and democratic institutions, culminating most recently in major populist victories in the United States, the United Kingdom, and elsewhere. Frances Rosenbluth and Ian Shapiro argue that devolving power to the grass roots is part of the problem, not the solution. Efforts to decentralize political decision-making make governments and especially political parties less effective and less able to address constituents' long-term interests. To revive confidence in governance, we must restructure our political systems to restore power to the core institution of representative democracy: the political party.

Book excerpt: Excerpt from Democracy and the Party System in the United States: A Study in Extra-Constitutional Government The American Constitution has been for long a subject of admiration. Indeed, seldom has a people found amid the tempest which usually aecom panies the establishment of liberty and independence leaders as sagacious and acute as were the founders of the Constitution of the United States. They knew history, they understood man, they fathomed the great political thinkers of the age, they gauged the noble as well as the petty passions which gave themselves free play during the period of the pain ful beginnings of the new nation. But they could not foresee the destiny of their country, they had no idea of the course along which it was to be carried by its economic evolution. Their work, there fore, has not altogether stood the test of time. The political and social evolution of the United States has rendered some parts of it obsolete. The Fathers did not anticipate the flood of Democracy rising above the gates erected, nor the all-pervading development of Party, nor the coming of conquering Plutocracy. I. Book excerpt: The two volumes of Moisei Ostrogorski's work, published in 1902 and long out of print in this century, are the fi rst serious attempt to analyze the consequences of democratic sufferage by a comparative analysis of political systems and had a profound eff ect on the subsequent writings of Max Weber and Robert Michels. Ostrogorski approached his analysis by a detailed history of the rise and changes in the party system in England and the United States, the first two nations to introduce mass suff rage. Although subsequent research has suggested the need to modify some of his historical statements, the books remain amazingly authoritative, and recent empirical studies conducted in this country have borne out many of Ostrogorski's fi ndings. Most current books on political parties acknowledge Ostrogorski as a major source of knowledge and ideas. His writings continue to be relevant to ongoing concerns in Britain and the United States.
