Book excerpt: In Authority and Delinquency in the Modern State, originally published in 1950, Alex Comfort discusses the relationship between crime and power, and traces the mechanisms which may lead to delinquent behaviour by those in office. In the early twentieth century, the literature of abnormal behaviour contained many hints of identity between the psychogenesis of crime and the psychogenesis of political power, and with the recognition of “war crimes”, and the possible criminality of governments, these hints had been brought into the open. His conclusions presented a serious challenge to the traditional conception of Democracy and of the State at the time. He discusses the forces in democratic society which tend to select potential delinquents as candidates for Parliament and for office, or which may operate to produce delinquency in those who obtain power. Dr Comfort, a Lecturer in Physiology at the London Hospital at the time of publication, obtained his psychological training in child welfare work, but was better known as a novelist and poet. This book was a contribution to the theoretical background of political anarchism which hoped to provoke serious and lively discussion among students of politics and of social psychology at the time.

Available in PDF, EPUB and Kindle. Book excerpt: In this important classic work, one of America's foremost social scientists introduces a significant approach to the causation of delinquency and advances an all-inclusive strategy for coping with a national problem of continuing concern. MacIver shows that delinquency is caused by a complex and bewildering interplay of many factors and is not susceptible to simplistic explanations and solutions. He advances reasoned critiques of various theories regarding the causation of delinquency, while suggesting that the two combined factors most closely associated with delinquency--despite its increase among middle class youth--are urbanized poverty and ethnic or racial discrimination. Citing the encouraging results obtained by the establishment of ""predelinquent gangs"" by various organizations, he demonstrates that prevention of delinquency is far more successful than rehabilitation.MacIver emphasizes the need for a strategy consisting of closer coordination of programs, in nation as well as city, a sustained system of group after-care, and special training for law enforcement officers and judges to enable them to deal more competently with delinquents. In particular, he calls for better educational services, increased employment opportunities, and higher qualifications and salaries for counselors. The Prevention and Control of Delinquency, exploring an important aspect of urbanized life in instructive and absorbing detail, points the way for effective action in the various areas of delinquent behavior. It provides a concrete description of the more important devices and experiments that are now being developed and practiced. Written by an outstanding authority, this major work on the theoretical understanding, control, and cure of one of the crucial problems of our urban civilization is addressed to social scientists, organizational leaders and workers, and educators and planners in the field.

Available in PDF, EPUB and Kindle. Book excerpt: Even though youth crime rates have fallen since the mid-1990s, public fear and political rhetoric over the issue have heightened. The Columbine shootings and other sensational incidents add to the furor. Often overlooked are the underlying problems of child poverty, social disadvantage, and the pitfalls inherent to adolescent decisionmaking that contribute to youth crime. From a policy standpoint, adolescent offenders are caught in the crossfire between nurturance of youth and punishment of criminals, between rehabilitation and "get tough" pronouncements. In the midst of this emotional debate, the National Research Council's Panel on Juvenile Crime steps forward with an authoritative review of the best available data and analysis. Juvenile Crime, Juvenile Justice presents recommendations for addressing the many aspects of America's youth crime problem. This timely release discusses patterns and trends in crimes by children and adolescentsâ€"trends revealed by arrest data, victim reports, and other sources; youth crime within general crime; and race and sex disparities. The book explores desistanceâ€"the probability that delinquency or criminal activities decrease with ageâ€"and evaluates different approaches to predicting future crime rates. Why do young people turn to delinquency? Juvenile Crime, Juvenile Justice presents what we know and what we urgently need to find out about contributing factors, ranging from prenatal care, differences in temperament, and family influences to the role of peer relationships, the impact of the school policies toward delinquency, and the broader influences of the neighborhood and community. Equally important, this book examines a range of solutions: Prevention and intervention efforts directed to individuals, peer groups, and families, as well as day care-, school- and community-based initiatives. Intervention within the juvenile justice system. Role of the police. Processing and detention of youth offenders. Transferring youths to the adult judicial system. Residential placement of juveniles. The book includes background on the American juvenile court system, useful comparisons with the juvenile justice systems of other nations, and other important information for assessing this problem.

Book excerpt: Currently, the American juvenile justice system is going through a period of critical examination, both by its practitioners and by those working in the fields of crime and delinquency. The ultimate aim is to correct any defects in the system and to expand those efforts that most successfully help young boys and girls. This publication examines the juvenile justice system, especially the relationship between that system and those most affected by its decisions. It is being published by the Youth Development and Delinquency Prevention Administration in order to present to as wide an audience as possible current thinking on an important aspect of delinquency prevention and control.

Book excerpt: This book addresses the social experiences of juvenile offenders in the correctional machinery and the career effects these experiences have on offenders. It follows offenders from apprehension through detention, court appearance, probation and institutionalization, showing how the organizations operate, the role definitions of the people who man them, and the views of the correctional organizations held by members of the public. It is a valuable supplement to courses in deviance, criminology, social problems and organizational analysis. The book begins with the delinquent population and endeavours to identify the major characteristics of juvenile lawbreaking. It separates youths who most often remain as "hidden" delinquents from those who are observed and apprehended. The text then moves through the major parts of the correctional machinery in much the same way as offenders are processed through it. Information on each topic is marshalled in accordance with five dimensions; the nature of the organization; the perspectives of the consumer (the public); the perspective of the employees; the perspectives of the offenders; and the impact of the agency upon offenders. Thus, a major focus of the book is an organizational analysis, a basic feature of the current sociological perspective. This work, on first publication in 1970, was one of the first to tackle the growing skepticism as to the beneficial aspects correctional institutions may have on the young offenders, and the analysis of those benefits. The readings attempt to show something of the impact of correctional experiences on juvenile delinquents, and suggest that the overall effect is to drive deviants further into deviant activities rather than attaining the desired goal of rehabilitation.

Book excerpt: This remarkably successful book is the most comprehensive and accessible examination available of the various methods for the prevention and control of juvenile delinquency. Now in its third edition, this popular work has been thoroughly updated to cover all major recent trends in the field. It includes an analysis of the neighborhood and individual-level origins of juvenile delinquency and contains new chapters on DARE programs for children and adolescents and boot camps for juvenile offenders. Other chapters have been substantially updated, including the chapter on diversion, which now covers the serious problem of minority overrepresentation in the juvenile justice system.Prevention and Control of Juvenile Delinquency pays particular attention to the important projects that have fundamentally shaped the thoughts and actions of persons concerned with youth crime. The third edition contains recent extensions and replications of previously examined projects and sensitizes students to the conditions that must be met to determine whether or not a project has accomplished its goal. The author offers a rigorous and logical justification of his recommendations for the future, linking what has been done in the past with what should be done in the future, especially his provocative argument in favor of doing less rather than more to juveniles in trouble with the law.Careful scholarship, exceptional writing, and over 100 illustrations, tables, and boxes make this book essential for a wide range of courses in sociology, criminology, criminal justice, public policy, administration of justice, social work, psychology, and law enforcement. Prevention and Control of Juvenile Delinquency now offers students an even more detailed understanding of this important topic.

Book excerpt: The Panel on Juvenile Crime: Prevention, Treatment, and Control convened a workshop on October 2, 1998, to explore issues related to educational performance, school climate, school practices, learning, student motivation and commitment to school, and their relationship to delinquency. The workshop was designed to bring together researchers and practitioners with a broad range of perspectives on the relationship between such specific issues as school safety and academic achievement and the development of delinquent behavior. Education and Delinquency reviews recent research findings, identifies gaps in knowledge and promising areas of future research, and discusses the need for program evaluation and the integration of empirical research findings into program design.
