The impervious core of the dam has a base width equal to one-third of the total base width of the embankment and extends to the top of the embankment where it has a width of four feet. The principal spillway consists of a rectangular channel, with concrete side walls and a grouted stone floor, constructed through the left end of the dam. A double row of stoplogs near the center of the channel are used to control the reservoir pool elevation. Based on available records, visual inspection, calculations, and past operational performance, Alder Marsh Dam is judged to be in good condition. Considering the size and hazard classification of the dam, the recommended Spillway Design Flood (SDF) varies between the 100-year flood and the 1/2 Probable Maximum Flood (PMF). The 1/2 PMF was, in this case, selected as the SDF. The existing spillway will pass approximately 44 percent of the PMF before overtopping of the dam occurs and is, accordingly, rated as inadequate. If the emergency spillway channel were widened to its design width and the crest lowered to its design elevation, the spillway would pass about 70 percent of the PMF. The spillway would then be rated as adequate.

Construction of the dam was completed in July, 1968. Shohola Marsh Reservoir is owned by the Pennsylvania Game Commission and is used as a wildlife habitat. Based on visual observations made during the field inspection, the dam appears to be in good condition. The dam is classified as a 'high' hazard structure which indicates there is potential for extensive property damage and possible loss of life in the event of a dam failure. Examination of the results of the hydrologic and hydraulic analyses indicates that the existing spillway system is able to pass approximately 63 percent of the Probable Maximum Flood (PMF) without being overtopped. It appears the spillways are designed for heads less than those associated with the PMF. Negative pressures on the downstream face of the spillway would develop for discharges exceeding approximately 30 percent of the PMF. For discharges in excess of 50 percent of the PMF, cavitation may occur. Stability analyses of the spillway system and the non-overflow portion of the dam reveal that the resultant of forces falls outside the middle third of the base for loadings associated with 1.) Normal and 5 kips per square foot (ksf) ice load, 2.) 1/2 PMF, 3.) Water to the top of dam, 4.) PMF. Further detailed stability, hydrologic and hydraulic studies should be performed to determine if remedial measures are necessary at this time. (Author).

The following remedial measures, listed in approximate order of priority, are recommended to be undertaken by the Owner without delay: (1) Clear brush and debris on and adjacent to the dam. (2) Engage the services of a professional engineer experienced in the design and construction of dams. Utilize his advice in removing the trees on and near the embankment. If any seepage becomes evident after the brush, trees, and debris are removed, the condition should be assessed by the engineer. (3) Fill the slots by the spillway bridge with concrete or other suitable impervious material. (4) Fill the burrowing animal hole adjacent to the spillway with suitable impervious material.

The facility is an integral part of the surrounding development known as Wild Acres. The community is nestled in the mountains of Pike County less than five miles west of U.S. Route 209 which parallels the Delaware River in this area. Observations made during the visual inspection indicate the embankment and adjacent dike are in good condition. Heavy brush growth and small trees were observed along the embankment crest and upstream face. No evidence of seepage through the downstream embankment face, excess settlement, sloughing, erosion or animal burrows was encountered by the inspection team. Some rock slope protection has been displaced immediately adjacent the spillway right wingwall, leaving small bare areas on both the upstream and downstream embankment faces. The top of the concrete corewall exhibits excessive cracking and spalling along its entire length except for that portion associated with the dike along the right abutment which is in relatively good condition.

Book excerpt: Township Line Dam is an earth embankment approximately 530 feet long with a height of 34 feet and crest width of 10 feet. The dam, originally constructed to impound and supply water for the Borough of West Chester, is presently being used for recreation, flood abatement and maintenance of a minimum discharge into the East Branch of Chester Creek. The concrete Ogee spillway has a crest width of 50 feet and is located at the south dam abutment. The spillway, for this 'Intermediate' size, 'High' hazard dam, is capable of discharging 48 percent of the PMF without overtopping of the earth embankment. A review of the hydrologic analysis indicates that the embankment would be overtopped by 0.15 feet for about 2 hours during a flood equal to 50 percent of the PMF. It is considered unlikely that the dam would fail during this event; therefore, the spillway is classified as 'Inadequate', but not 'Seriously Inadequate'. Based upon visual observations, review of the information obtained from the Pennsylvania Department of Environmental Resources, Division of Dam Safety, and conversations with the Owner's representative, Township Line Dam is considered to be in fair condition. However, the detection of potentially unstable conditions at this site was severely restricted due to thick vegetation covering the entire embankment. Certain conditions require further investigations, maintenance, or monitoring.

Book excerpt: Perrins Marsh Dam, which is also known as Brown's Pond Dam or Schoonover's Lake, consists of a six-foot-high stone wall, backed by earth fill on the upstream side. In its present configuration, the dam appears to be about 50 to 60 feet long, with a 28-foot-long segment forming the overflow section of the dam. The overflow section is capped with a six-foot-wide concrete slab which appears to be about one foot thick. The earth fills flanking the overflow section gradually merge into the natural abutments with no discernible embankment-abutment junction. The dam does not appear to have any low level outlet facilities. It appears that this dam was constructed at the outlet of a natural lake to raise the lake level. The dam is classified to be in the significant hazard category. Below the dam, Whitelock Creek flows about 150 feet, falls over a stone wall, then flows under a bridge. A house located downstream of the bridge is considered to be in the floodplain of the creek. The stream flows adjacent to a rural residential area for approximately one mile, and then discharges to an essentially uninhabited valley. It is estimated that a failure of this dam would likely cause damage to the downstream bridges and property in the rural residential area. Loss of a few lives is considered possible.

The normal overflow spillway consists of a 36-inch diameter steel riser pipe, 21 feet long, feeding into a 30-inch diameter steel pipe through the base of the embankment which outlets downstream of the dam. The emergency overflow spillway consists of a reinforced concrete overflow inlet structure and a 48-inch diameter reinforced concrete discharge pipe constructed through the dam and outletting on the downstream abutment close to the downstream embankment face. The dam is located at New Hope, Pennsylvania, about 0.25 miles west of the Delaware Canal. The Spillway Design Flood (SDF) chosen for this 'Small' size, 'High' hazard dam is 50 percent of the Probable Maximum Flood (PMF). The spillways are capable of discharging 29 percent of the PMF without overtopping of the embankment. However, a dam breach with 50 percent of the PMF will only increase the water surface elevation at the downstream hazard area by 0.9 feet. Therefore, the spillways are classified as 'Inadequate', but not 'Seriously Inadequate'. Based on the visual observations and review of the information obtained Village Two at New Hope Dam is considered to be in fair condition. The following recommendations and remedial measures should be initiated immediately. The Owner should retain the services of a licensed professional engineer experienced in the design and construction of dams to assist in complying with these recommendations and remedial measures.

The facility is located approximately 1,500 feet upstream and west of wild Acres Lake, and about five miles from U.S. Route 209 which parallels the Delaware River in this area. Observations made during the visual inspection indicate the embankment is in fair condition, but in need of general maintenance. No evidence of seepage through the downstream embankment face, sloughing, erosion or animal burrows was observed. The embankment crest is noticeably low (in excess of 1-foot) near the spillway relative to the remainder of the crest. About two-thirds of the embankment is overgrown along an area extending approximately 400 feet to the right of the spillway. The vegetation is characterized as primarily brush and high weeds with clumps of small trees strewn throughout. In contrast, much of the embankment crest and upstream face are bare and unprotected with only light vegetation visible. Several long tire ruts scar the crest near the spillway. A small area characterized by swamplike vegetation is located about 350 to 375 feet from the right abutment along the downstream embankment toe. Seepage was observed at the downstream embankment toe near the outlet conduit flowing at a rate of about two to three gpm. The flow is suspected of being either seepage through the embankment foundation, or perhaps drainage from a concealed toe drain. A precise assessment of the condition is difficult without adequate design data are drawings.

Book excerpt: Silver Lake Dam is an earth embankment about 350 feet long and 15 feet high at its maximum section. An ungated overflow masonry spillway is located at the approximate midpoint of the embankment. Silver Lake Dam has a maximum storage capacity of 51 acre feet and a maximum height of 15 feet. The dam is therefore classified as 'Small' size structure. Because of the potential for the possible loss of a few lives and appreciable property losses in the damage area, located about 0.6 miles downstream, the dam is considered to be a 'Significant' hazard structure. The selected Spillway Design Flood (SDF) for Silver Lake Dam ('Small' size, 'Significant' hazard) is the one hundred year storm. An examination of the hydrologic and hydraulic analyses indicates that the spillway is not capable of passing the SDF without the dam being overtopped. The spillway is classified as 'Inadequate'. Based on visual observations and a review of the information obtained from the Pennsylvania Department of Environmental Resources, Silver Lake Dam appears to be in fair condition.
