Rodotà, come già aveva fatto nel suo volume precedente sulla responsabilità civile, supera approcci formalistici e cala le vicende del contratto nella nuova costituzione economica che aveva già illustrato nella sua prolusione del 1967 su “Ideologie e tecniche del diritto civile”. Le prospettive da lui avanzate – che oggi sono acquisite ma che all’epoca rompevano un quieto vivere intellettuale – sono almeno sei: (i) il complesso delle regole del contratto è arricchito mediante fonti alternative a quelle della dichiarazione delle parti, (ii) ciò determina un ampliamento del contenuto e quindi degli effetti del contratto, (iii) la integrazione non è un soltanto “riempimento delle lacune” trascurate o ignorate dalle parti, (iv) ai fini della sua integrazione il contratto va collocato nell’ambiente socioeconomico in cui deve svolgere i suoi effetti, (vi) l’art. 41 Cost. presidia le regole esterne che disciplinano ed integrano il contratto. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Book excerpt: The recent development of ideas on biodiversity conservation was already being considered almost three-quarters of a century ago for crop plants and the wild species related to them, by the Russian geneticist N.!. Vavilov. He was undoubtedly the first scientist to understand the impor tance for humankind of conserving for utilization the genetic diversity of our ancient crop plants and their wild relatives from their centres of diversity. His collections showed various traits of adaptation to environ mental extremes and biotypes of crop diseases and pests which were unknown to most plant breeders in the first quarter of the twentieth cen tury. Later, in the 1940s-1960s scientists began to realize that the pool of genetic diversity known to Vavilov and his colleagues was beginning to disappear. Through the replacement of the old, primitive and highly diverse land races by uniform modem varieties created by plant breed ers, the crop gene pool was being eroded. The genetic diversity of wild species was equally being threatened by human activities: over-exploita tion, habitat destruction or fragmentation, competition resulting from the introduction of alien species or varieties, changes and intensification of land use, environmental pollution and possible climate change.
