Long after World War II and the end of the Cold War, in times of rising national debt and reduced need for high levels of military readiness, why does Congress still continue to support massive defense budgets? In The American Warfare State, Rebecca U. Thorpe argues that there are profound relationships among the size and persistence of the American military complex, the growth in presidential power to launch military actions, and the decline of congressional willingness to check this power. The public costs of military mobilization and war, including the need for conscription and higher tax rates, served as political constraints on warfare for most of American history. But the vast defense industry that emerged from World War II also created new political interests that the framers of the Constitution did not anticipate. Many rural and semirural areas became economically reliant on defense-sector jobs and capital, which gave the legislators representing them powerful incentives to press for ongoing defense spending regardless of national security circumstances or goals. At the same time, the costs of war are now borne overwhelmingly by a minority of soldiers who volunteer to fight, future generations of taxpayers, and foreign populations in whose lands wars often take place. Book excerpt: A myth from the colonial period was that Americans could defend themselves by keeping a rifle in the closet and when needed, grab it, and march off to battle in times of crisis. Unfortunately, providing national defense is more complicated that that; indeed it was more complicated even during the Revolutionary war. General George Washington’s struggles to form a standing army supported by workable logistics and supply processes and to get funding for both from the Revolutionary Congress are well documented. Financing national defense requires planning and resourcing in advance. Reacting at the instant of crisis is too late. Building an educated, highly trained and capable Armed Forces and the acquisition of defense weapons and weapons systems has long lead times and involves making decisions the consequences of which are likely to last for decades. These decisions include how to recruit and retain military and civilian personnel as well as designing, buying and fielding a vast array of ground weapons, ships, aircraft and other weaponry. A decision to buy a major defense weapons system for example sets in motion a chain of other decisions that will affect the U.S., its allies and enemies around the world. Implementation of such decisions is financed through the U.S. federal government and Department of Defense budget processes in a planned yet highly and pluralistic and disaggregated system for determining how to advocate, acquire and allocate scarce resources in a manner that culminates in congressional and presidential approval. In this book we examine the concepts and practices of defense financing, provide a detailed description and analysis of resource policy decision making, financial management and budget execution processes, and analyze the most significant features of the national defense and U.S. federal government resource decision and management system. The book assesses the numerous factors, including those that characterize the complex budget review and appropriation decision making dynamics of Congress, that make U.S. defense finance and budgeting different from any other system in the world. In addition, in a concluding chapter the book compares U.S. defense policy and budgeting to other nations in different regions of the globe, drawing conclusions about the effects of U.S. defense policy and defense financing abroad in regions including Europe, Russia, the Middle-East and Asia.

The United States spends a lot of money on defense—$607 billion in the current fiscal year. But Brookings national security scholar Michael O'Hanlon argues that is roughly the right amount given the overall size of the national economy and continuing U.S. responsibilities around the world. If anything, he says spending should increase modestly under the next president, remaining near 3 percent of gross domestic product. Recommendations in this book differ from the president's budget plan in two key ways. First, the author sees a mismatch in the Pentagon’s current plans between ends and means. The country needs to spend enough money to carry out its military missions and commitments. Second, O'Hanlon recommends dropping a plan to cut the size of the Army from the current 475,000 active-duty soldiers to 450,000. The U.S. national defense budget is entirely affordable—relative to the size of the economy, relative to past levels of effort by this country in the national security domain, and relative, especially, to the costs of failing to uphold a stable international order. Even at a modestly higher price, it will be the best $650 billion bargain going, and a worthy investment in this country’s security and its long-term national power.

Each year, if Congress enacts a spending level that exceeds BCA caps for the defense base budget, the President is required to sequester or levy across-the-board cuts to each type of defense spending to meet the BCA caps. These spending levels are sometimes referred to as revised or "sequester" caps. War-designated funding (for "Overseas Contingency Operations") is not subject to BCA caps. To help frame the choices about how to respond to the BCA revised or "sequester" caps on defense spending, this book explains congressional adjustments of the caps and Administration reactions; describes the Administration's position and DOD concerns; analyzes defense spending levels in the FY2016 annual budget resolution; places BCA caps in historical perspective; outlines different types of savings that could help comply with the caps; analyses DOD's current plan for compliance, and describes budget uncertainties faced by DOD in responding to spending limits.

This paper finds that the easing of (1) international tensions, (2) regional tensions, and (3) the existence of IMF-supported programs are related to lower military spending and a higher share of nonmilitary spending in total government outlays. These factors account for up to 66 percent, 26 percent, and 11 percent of the decline in military spending, respectively. Furthermore, fiscal adjustment has implied a larger cut in military spending of countries with IMF-supported programs.

Since the end of the Cold War, the United States has been increasingly active in efforts to promote political and economic reform in African countries, including programs to democratize African security sectors. While the military (and other security force) establishments in Africa have many problems-and pose challenges to ongoing democratization efforts-few challenges are as potentially significant for good or ill as that of defense sector funding. The ability of African countries to provide the secure environment necessary for social and economic development requires the creation of the right kind of security establishments, legitimized by democratic processes, and empowered with adequate resources. It is very much in the U.S. interest to assist African societies in reform both of the security sector and of security sector financing.
