Book excerpt: In 2004-2006, the U.S. government acted to revise the way that the planning and implementation of Stabilization, Security, Transition, and Reconstruction (SSTR) operations are conducted. The primary emphasis of the changes was on ensuring a common U.S. strategy rather than a collection of individual departmental and agency efforts and on mobilizing and involving all available U.S. government assets in the effort. The proximate reason for the policy shift stems from the exposing of gaps in the U.S. ability to administer Afghanistan and Iraq after the U.S.-led ousters of the Taliban and Ba'athist regimes. But the effort to create U.S. government capabilities to conduct SSTR operations in a more unified and coherent fashion rests on the deeper conviction that, as part of the U.S. strategy to deal with transnational terrorist groups, the United States must have the capabilities to increase the governance capacities of weak states, reduce the drivers of and catalysts to conflict, and assist in peacebuilding at all stages of pre- or post-conflict transformation. According to the Joint Operating Concept for Military Support to SSTR operations, these operations are civilian-led and conducted and coordinated with the involvement of all the available resources of the U.S. government (military and civilian), nongovernmental organizations (NGOs), and international partners. Although military assets are an essential component of many SSTR operations, specific military goals and objectives are only a portion of the larger SSTR operation.

Given the effectiveness of insurgent tactics, the frequency of operations aimed at building local capacity, and the danger of ungoverned spaces acting as havens for hostile groups, the military must acquire new skills to confront irregular threats in future wars. Ucko clearly shows that the opportunity to come to grips with counterinsurgency is matched in magnitude only by the cost of failing to do so.

The DSB Task Force on Strategic Communication conducted its deliberations within the overall Summer Study schedule and revisited a topic that was addressed in October 2001.1 Task Force members and Government advisors are identified in Appendix B. Before 9/11 there were warnings in all parts of the world that social and environmental changes were occurring. While there was prosperity in North America and Western Europe, there was also increasing recognition that local and global effects of ecosystem degradation posed a serious threat. Trekking from Cairo to Cape Town thirty years after living in Africa as a young teacher, for example, travel writer Paul Theroux concluded that development in sub-Saharan Africa had failed to improve the quality of life for 300 million people: “Africa is materially more decrepit than it was when I first knew it—hungrier, poorer, less educated, more pessimistic, more corrupt, and you can’t tell the politicians from the witch-doctors” (2002). Book excerpt: Sun Tzu, author of The Art of War, believed that the acme of leadership consists in figuring out how to subdue the enemy with the least amount of fighting—a fact that America’s Founders also understood, and practiced with astonishing success. For it to work, however, a people must possess both the ability and the willingness to use all available instruments of power in peace as much as in war. US foreign policy has increasingly neglected the instruments of civilian power and become overly dependent on lethal solutions to conflict. The steep rise in unconventional conflict has increased the need for diplomatic and other non-hardpower tools of statecraft. The United States can no longer afford to sit on the proverbial three-legged national security stool (“military, diplomacy, development”), where one leg is a lot longer than either of the other two, almost forgetting altogether the fourth leg—information, especially strategic communication and public diplomacy. The United States isn’t so much becoming militarized as decivilianized. According to Sun Tzu, self-knowledge is as important as knowledge of one’s enemy: “if you know neither yourself nor the enemy, you will succumb in every battle.” Alarmingly, the United States is deficient on both counts. And though we can stand to lose a few battles, the stakes of losing the war itself in this age of nuclear proliferation are too high to contemplate.
