Book excerpt: The mission of the Department of Defense (DoD) Science and Technology (S&T) Program is to ensure that U.S. warfighters have superior and affordable technology to support their missions and to provide revolutionary capabilities. The Department's S&T investment is focused through Defense Technology Objectives (DTOs), which have become the building blocks of the Defense S&T program. DTOs are Service and Defense Agency coordinated technology programs planned under the aegis of the Defense S&T Reliance process. These programs are successfully completed on a regular basis. Completed DTOs not only address the perennial obsolescence of military technology, they also contribute to extending the capabilities of the U.S. warfighter, and they do so at less overall cost due to Defense S&T Reliance efforts to combine resources and reduce redundancy. This document contains quantitative and qualitative descriptions of DTOs. DTOs focus and guide S&T investment planning. Each DTO identifies a specific technology advancement that is needed to be developed and demonstrated, the anticipated date of technology availability, the specific benefits resulting from the technology advance, and the associated funding needed to achieve the new capability. These benefits not only include increased military operational capabilities but also address other important areas, including affordability and dual-use applications. This publication is organized into two sections, with two supporting appendices. The first section contains DTOs associated with the Defense Technology Area Plan (DTAP), while the second section contains DTOs associated with the Joint Warfighting Science and Technology Plan (JWSTP). Appendix A contains telephone numbers and/or e-mail addresses of individuals who can provide additional information on the completed DTOs described in this document. Appendix B is a list of all ongoing DTOs.

Book excerpt: Eminent defense officials, scholars, and military officers offer a thoughtful, comprehensive, and well balanced evaluation of U.S. defense technology in this highly-informative volume. They carefully analyze such difficult questions as: What technologies should be pursued and for what purposes? How should these technologies be pursued and integrated into U.S. defense posture? What are the implications of America's increasing reliance on advanced technology? Throughout the book, the contributors provide cogent answers to these questions and more as they seek to illuminate understanding, clarify debates, and promote contributions of advanced technology to U.S. defense and security. Defense Technology offers both the interested citizen and the serious student of U.S. national security affairs a broad range of reasonable positions on the problems, prospects, and consequences of America's reliance on advanced technology in its national defense. In its six comprehensive parts, Defense Technology offers vital information on its controversial topic. Part One introduces the role of technology in U.S. national security. Next, the contributors set the context of defense technology: its importance, its context in U.S. approaches to foreign and defense policy, its implications in international affairs, and the dilemmas it poses for U.S. policymakers. Part Three and Four present assessments of opportunities for exploiting advanced technologies in both strategic and conventional military force capabilities. In part five, experts examine various approaches for organizing and managing the development and integration of defense technology into the U.S. defense sector. The final part offers insights into the broad implications that emerge from the conclusions about these important questions.

Book excerpt: Defense Technological Innovation describes the emerging paradigm for innovation at the US Department of Defense, and the consequent impacts on its stakeholders. Leveraging a combination of prior research, archival data, first-person observations and interviews, the authors identify practices and themes characterizing the key trends in defense innovation, describe current organizational approaches and practices, and develop a theoretical framework that elucidates the competencies required to underwrite defense innovation objectives. The findings therein are relevant to any large, technology-driven organization contending with the implications of rapid change in the high-tech landscape.

Book excerpt: The National Security Strategy of the United States Depends on technological superiority to counter the military numerical superiority of its potential adversaries. From World War II, through the depths of the Cold War and through Operation Desert Storm, Defense Science and Technology (S and T) has provided vital technology support to the men and women of our Armed Forces. Achieving and maintaining technological superiority is the enduring mission of the S and T community of the Department of Defense. It is a demanding task: technology is rapidly changing and even relatively small technology advances can cause dramatic shifts in military effectiveness. The three Military Departments, working cooperatively, must vigorously pursue technology development to succeed in their respective missions and responsibilities.

Book excerpt: Technological superiority has been, and continues to be, a cornerstone of our national military strategy. Technologies such as radar, jet engines, nuclear weapons, night vision, smart weapons, stealth, the Global Positioning System, and vastly more capable information management systems have changed warfare dramatically. Today's technological edge allows us to prevail across the broad spectrum of conflict decisively and with relatively low casualties. Maintaining this technological edge has become even more important as the size of U.S. forces decreases and high-technology weapons are now readily available on the world market. In this new environment, it is imperative that U.S. forces possess technological superiority to achieve and maintain the dominance displayed in Operation Desert Storm. The technological advantage we enjoy today is a legacy of decades of investment in science and technology (S & T). Likewise, our future warfighting capabilities will be substantially determined by today's investment in S & T. In peace, technological superiority is a key element of deterrence. In crisis, it provides a wide spectrum of options to the National Command Authorities and commanders in chief, while providing confidence to our allies. In war, it enhances combat effectiveness, reduces casualties, and minimizes equipment loss. In view of declining defense budgets and manpower reductions, advancing military technology and ensuring that it undergoes rapid transition to the warfighter are national security obligations of ever greater importance.

Available in PDF, EPUB and Kindle. Book excerpt: The National Security Strategy of the United States has long depended upon technological superiority to counter the military numerical superiority of its potential adversaries. But carrying out this strategy has its price; the United States must stay technologically ahead of its potential adversaries. And it must do so during a time of unprecedented technology advances around the globe. Since World War II, the Science and Technology (S and T) community of the Department of Defense has carried much of the burden of maintaining our vital technology advantage. In doing so, it also has carried an awesome level of responsibility for maintaining our long-term security. The Cold War placed enormous demands upon the individual missions and military responsibilities of each Service. Fulfilling these individual Service missions, in turn, demanded support through science and technology efforts that are uniquely responsive to each Services' needs. Not surprisingly, the Department of Defense and the three Military Departments each created and maintained, over the years, sophisticated S and T development organizations that were tailored to support their individual challenges. For almost half a century, through the depths of the Cold War--from the Korean War to the War in the Gulf--the Defense Science and Technology Base of the United States has met the challenge. Today, our military systems remain the envy of the world and are a persuasive deterrent to aggressors, both large and small.

Book excerpt: Accelerating the transition of new technologies into systems and products will be crucial to the Department of Defenses development of a lighter, more flexible fighting force. Current long transition times-ten years or more is now typical-are attributed to the complexity of the process. To help meet these challenges, the Department of Defense asked the National Research Council to examine lessons learned from rapid technology applications by integrated design and manufacturing groups. This report presents the results of that study, which was based on a workshop held to explore these successful cases. Three key areas emerged: creating a culture for innovation and rapid technology transition; methodologies and approaches; and enabling tools and databases.
