Reaching a high point under Prime Minister Keating, defense relations soured considerably and suddenly after 1999. Singh provides a non-partisan account of the shift from partnership to cold peace and an examination of how it has affected the bilateral, regional, and global security environment. The Indonesian public and political elite have become hostile toward Australia as a result of her perceived role in the birth of an independent East Timor. Indonesians are also increasingly suspicious of Australian intensions toward their own country, with many believing that Canberra would like to repeat its East Timor success in Papua, thereby leading to the disintegration of Indonesia itself. John Howard's pro-Western policies are also viewed as a return to Australian projection of itself as a Western outpost on the fringes of Asia. As the strategic cooperation between the two nations has faltered, it has had tremendous implications for the defense and security outlook of both powers. The world cannot afford to ignore this possible threat to regional stability.

This crisis was not sudden, totally unexpected or ultimately threatening to Australia's survival. But the crisis consumed the attention of Australian leaders, saw significant national and international resources employed, and led to the largest operational deployment for the Australian Defence Force since the Vietnam War. This crisis also created a significant rupture in the hitherto carefully-managed relationships between Australia and its important neighbor, Indonesia. The events of September 1999 ultimately led to the birth of a new nation and the deaths of many people who might have otherwise expected to enjoy that independence. In this major study, David Connery examines how the Australian Government - at the political and bureaucratic levels - developed and managed national security policy in the face of this crisis. The events, and the policymaking processes that both led and followed, are reconstructed using sixty interviews with key participants. Book excerpt: In August 1914, Admiral Alfred von Tirpitz convinced the German armed forces to create a new unit, called the MarineDivision Flandern, to garrison the Belgian coastline and prepare naval bases in for the implementation of a naval guerrilla war against Great Britain. The Germans called their strategy Kleinkrieg, or little war, and they intended to whittle away at British naval superiority by using their submarines and destroyers. Later expanded into the MarineKorps, the unit soon found itself in the middle of a land war as well. What had been intended as a garrison unit found itself on the frontlines when the war stalemated. The British had traditionally seen Belgium as a dagger pointed at the throat of England, and the Royal Navy feared what use the Germans might make of the position. The result was an active naval campaign in the English Channel. Karau brings to light the contributions of the MarineKorps Flandern, a force often neglected by historians. He examines the role of the MarineKorps in both land and naval wars and reaffirms the increasingly important role played by aircraft in the Flanders theater. Book excerpt: This book examines military operations other than war (MOOTW) of the Indonesian military in the post-Suharto period and argues that the twin development of democratic consolidation, marked by ‘stable’ civil–military relations from 2004 to 2014 under Susilo Bambang Yudhoyono’s presidency, and internationalization of the military have not yet entirely de-politicized the armed forces. This book shows how peacekeeping, humanitarian assistance and disaster relief, and counter-terror missions have been reinvented by the Indonesian military (Tentara Nasional Indonesia, TNI) to adhere to its politico-institutional interests rather than to divert military attention from politics. In contrast with conventional arguments about the rationale of MOOTW in promoting military professionalism, this book provides the first critical analysis of the development of these missions and correlates them with TNI’s concerted effort to preserve territorial command structure – a military network that parallels the civilian bureaucracy down to the village level. The book argues that the military in Indonesia remains domestically political amidst high intensity of international activism. A detailed investigation of civil–military relations in Indonesia, this book will be of interest to scholars in the fields of Southeast Asian studies and Asian politics, and more generally to those interested in civil–military relations, military politics, and MOOTW.

From 1975 to 1983 the Indonesian military’s campaign of ‘encirclement and annihilation’ destroyed rural food resources, creating the famine that took most of the lives lost during the occupation. The Australian governments of Gough Whitlam and Malcolm Fraser presented themselves as advocates for human rights and the international rule of law, while viewing relations with Indonesia as key to their foreign policy objectives. These positions came into conflict due to the Indonesian invasion of East Timor. Based upon an extensive study of Australian foreign affairs archives, as well as interviews, A Narrative of Denial demonstrates how the Australian government responded to the conflict by propagating a version of events that denied the reality of the catastrophe occurring in East Timor. It worked to protect the Suharto regime internationally, thereby allowing it to continue its repression relatively unhindered. This remarkable story will unsettle existing perceptions of how Australia operates in world affairs.
