Available in PDF, EPUB and Kindle. Book excerpt: Defense plant cutbacks and military base closures have affected hundreds of U.S. communities during the past twenty-five years. Tracing the recovery of four communities after large defense plant cutbacks and of one hundred communities after military base closures, the contributors analyze the transition from the production of military to civilian goods. The contributors examine the market potential of reusing defense industrial plants to produce civilian products within the one- to two-year period called for by economic conversion proponents, showing that the complex process needed to develop, test, and market an entirely new product requires a minimum of five years. They also review the wide range of economic development techniques available at the state and local level, conversion approaches in Western Europe, programs for displaced workers, and reasons why the economic conversion approach has failed to attract public support in the United States. The case studies are used to formulate an integrated, composite approach for coping with plant closures and major employment dislocations. Stressing the in portance of community-based economic adjustment activities, this book will be valuable to all concerned with mitigating the effects of military and civilian plant closures.

Available in PDF, EPUB and Kindle. Book excerpt: The end of the Cold War in 1989 gave rise to hopes for a new, more peaceful international system and for the redirection of military expenditures—over one-half of annual U.S. federal discretionary spending—toward education and health care, renewing the nation's infrastructure, environmental mitigation, and alternative energy sources. At the beginning of the 21st Century, U.S. military spending remains stuck at 85% of the Cold War average. Why? As Accordino explains, at the federal level, the Iron Triangle comprised of the Pentagon, defense contractors, and a conservative Congress maintained defense spending at Cold War levels, encouraging contractors to stay focused on defense. When some procurement cutbacks and base closures occurred, growth interests recruited lower-wage branch plants, sports, and entertainment facilities, rather than supporting the hard work of defense conversion that creates higher-paying jobs. Nevertheless, some defense contractors and community interests did embrace conversion, showing remarkable potential. Of particular interest to scholars and researchers involved with urban and regional planning, public administration and local politics, and regional economic development.

Available in PDF, EPUB and Kindle. Book excerpt: Recent political developments imply a much larger part of our economy will be devoted to civilian enterprises and a much smaller part to military work than in the recent past. This book examines the impact on the technical community, particularly engineers, of the conversion of defense-related industries to civilian-oriented activities. Currently about one third of all engineers work on military projects, and four fifths of all federal research and development is defense-related. The essays in this volume are by academic researchers (in disciplines ranging from psychology and philosophy to economics and engineering), engineers and managers from companies that work on military projects, and representatives of some of the professional societies of engineers. They address the questions: What will be the impact on the technical community of the economic conversion? What effect will the technical community have on the conversion? What actions can one take to minimize the destructive and maximize the constructive effects of the conversion? What are the implications for engineering education, professional work, and public policy?

Book excerpt: Jacques Gansler takes a hard look at the need to convert the industry from an inefficient and noncompetitive part of the U.S. economy to an integrated, civilian/military operation. Author of two widely-read books on the defense industry, Jacques Gansler takes a hard look at the need to convert the industry from an inefficient and noncompetitive part of the U.S. economy to an integrated, civilian/military operation. He defines the challenges, especially the influence of old-line defense interests, and presents examples of restructuring. Gansler discusses growing foreign involvement, lessons of prior industrial conversions, the best structure for the next century, current barriers to integration, a three-part transformation strategy, the role of technological leadership, and the critical workforce. He concludes by outlining sixteen specific actions for achieving civil/military integration. In Gansler's view, the end of the Cold War with the former Soviet Union represents a permanent downturn rather than a cyclical decline in the defense budget. He argues that this critical transition period requires a restructuring of the defense acquisitions process to achieve a balance between economic concerns and national security, while maintaining a force size and equipment modernization capable of deterring future conflicts. Gansler argues that for the defense industry to survive and thrive, the government must make its acquisitions process more flexible, specifically by lowering barriers to integration. This includes, among other things, rethinking the production specifications for new equipment and changing bids for contracts from a cost basis to a price basis. Gansler point out that by making primarily political and procedural changes (rather than legislative ones), companies will be able to produce technology for both civilian and military markets, instead of exclusively for one or the other as has been the norm. This dual-use approach would save the government billions of dollars annually and would enable the military to diversify by utilizing state-of-the-art.

Book excerpt: In Making Peace Possible, the editors have presented a range of papers which focus on the theory and practice of economic conversion of military-oriented industry to civilian use. The book brings together a wealth of information from academic research and from case studies undertaken by individual countries and by the United Nations. Covering such diverse topics as the relationship between the level of armament expenditure in the industrialized countries and economic aid to less developed countries, the economic impact of ever-increasing expenditure on arms, and the theory and practical experience of economic conversion projects in the US and Scandinavia, Making Peace Possible shows that economic conversion from military to civilian use can help form the basis for a more peaceful and economically stable world.

Book excerpt: With the end of the Cold War and the extraordinary military competition that characterized it, the meaning of national security is being redefined. This book participates in that task by proposing a new, demilitarized foreign policy based on collective security, and an industrial policy capable of shifting the country’s major resources from military purposes to the revitalization of the economy. This reduction in military production will also make possible the reversal of the environmental legacy of the Cold War, analyzed at length here.
