Book excerpt: A North Atlantic Treaty Organization (NATO) Advanced Studies Institute (AS I) on Defense Conversion Strategies was held at the Atholl Palace Hotel, Pitlochry, Perthshire, Scotland, from July 2 through July 14, 1995. This publication is the proceedings of the Institute. The NATO Advanced Studies Institute program of the NATO Science Committee is a unique and valuable forum under whose auspices over one thousand international tutorial meetings have been held since the inception of the program in 1959. The ASI is intended to be primarily a high-level teaching activity at which a carefully defined subject is presented in a systematic and coherently structured program. The subject is treated in considerable depth by lecturers eminent in their fields and of international standing. The subject is presented to other experts or practitioners who will already have specialized in the field or possess an advanced general background appropriate to the topic. The ASI is aimed at an audience at the post-doctoral level. This does not exclude advanced graduate students or other senior participants with qualifications and achievements in the subject of the ASI or rclated areas. This ASI was prompted by several events in the defense environment.

Available in PDF, EPUB and Kindle. Book excerpt: This book makes an original contribution to our knowledge of the world’s major defence industries. Experts from a wide range of different countries – from the major economies of North America and Western Europe to developing economies and some unique cases such as China, India, Singapore, South Africa and North Korea – describe and analyse the structure, conduct and performance of the defence industry in that country. Each chapter opens with statistics on a key nation’s defence spending, its spending on defence R&D and on procurement over the period 1980 to 2017, allowing for an analysis of industry changes following the end of the Cold War. After the facts of each industry, the authors describe and analyse the structure, conduct and performance of the industry. The analysis of ‘structure’ includes discussions of entry conditions, domestic monopoly/oligopoly structures and opportunities for competition. The section on ‘conduct’ analyses price/non-price competition, including private and state funded R&D, and ‘performance’ incorporates profitability, imports and exports together with spin-offs and technical progress. The conclusion explores the future prospects for each nation’s defence industry. Do defence industries have a future? What might the future defence firm and industry look like in 50 years’ time? This volume is a vital resource and reference for anyone interested in defence economics, industrial economics, international relations, strategic studies and public procurement.

Book excerpt: "Examining Carter's dramatic shift from advocating defense budget cuts early in his administration to supporting development of the MX missile and modernization of NATO's Long-Range Theater Nuclear Force by the end of his presidency, the author argues, counter to common interpretations, that the shift was a "self-correcting" policy change in response to the prevailing international military environment"--Provided by publisher.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1998, this volume examines East Asia, especially Northeast Asia, which has been a region of considerable political security of importance for several key reasons. It features several great and medium powers: China, Japan and Russia, as well as North and South Korea. Even though no arms race is yet discernible among these states (with the partial exception of the two Koreas), it is conceivable that one might commence. If it did, the level of militarization could become quite alarming, if only because of the tremendous and rapidly growing economic potential of the regional states. Even though relations among regional sates (except the two Koreas) are currently peaceful, the region features several unresolved issues (e.g. concerning territory) and a historical legacy of enmity between several states. To prevent such conflicts of interest from erupting into armed conflict is of the utmost importance. A stabilizing factor is that the military potentials in the region are still predominantly defensively oriented, i.e. most states lack the requisite power projection or invasion capabilities to inflict serious harm on each other. However, this might change in the not-so-distant future. Hence the importance of confidence-building measures; of an institutionalization of regional relations; and of a strengthening of commitments to defensive military strategies and postures.

Available in PDF, EPUB and Kindle. Book excerpt: In Innovate to Dominate, Tai Ming Cheung offers insight into why, how, and whether China will overtake the United States to become the world's preeminent technological and security power. This examination of the means and ends of China's quest for techno-security supremacy is required reading for anyone looking for clues as to the long-term direction of the global order. The techno-security domain, Cheung argues, is where national security, innovation, and economic development converge, and it has become the center of power and prosperity in the twenty-first century. China's paramount leader Xi Jinping recognizes that effectively harnessing the complex interactions among security, innovation, and development is essential in enabling China to compete for global dominance. Cheung offers a richly detailed account of how China is building a potent techno-security state. In Innovate to Dominate he takes readers from the strategic vision guiding this transformation to the nuts-and-bolts of policy implementation. The state-led top-down mobilizational model that China is pursuing has been a winning formula so far, but the sternest test is ahead as China begins to compete head-to-head with the United States and aims to surpass its archrival by mid-century if not sooner. Innovate to Dominate is a timely and analytically rigorous examination of the key strategies guiding China's transformation of its capabilities in the national, technological, military, and security spheres and how this is taking place. Cheung authoritatively addresses the burning questions being asked in capitals around the world: Can China become the dominant global techno-security power? And if so, when?

Book excerpt: Russia's foreign policy experience in the first post-Soviet decade was marked by disappointments as well as surprising turns. Expectations that Russia would join the Western powers as an equal partner were frustrated, while relations with the People's Republic of China warmed considerably. Today, Russia's relationship with China is an important component of its overall foreign policy orientation, as the two states - one greatly diminished, the other clearly on the rise - have found themselves sharing an interest in curbing the power of the United States. In analyzing Russia's evolving foreign policy vis-a-vis China, the author takes into account the legacy of Soviet-era precedents; the simultaneous processes of economic policy change and integration into global economic structures; and military relations. By shedding light on the role of political realism, decision makers, and exogenous factors in Russian foreign policy, this analysis of an important bilateral relationship contributes to the larger project of understanding international relations and the dynamics of domestic and foreign policy change.
