Book excerpt: Special Operations Commands (SOCOM) duties have greatly increased since the attacks of September 11, 2001. Today, Special Operations Forces are at work in Afghanistan and Iraq, and SOCOM has been assigned to lead U.S. efforts in the Global War on Terrorism. SOCOM's acquisitions budget has also greatly increased in this period more than doubling from $788 million in 2001 to approximately $1.91 billion in 2006. In light of SOCOM's expanded duties, Congress requested that GAO review SOCOM's management of its acquisition programs. GAO's evaluation includes an assessment of: the types of acquisition programs SOCOM has undertaken since 2001 and whether the programs are consistent with its mission; the extent to which SOCOM's programs have progressed as planned; and the challenges SOCOM faces in managing its acquisition programs.

Book excerpt: DoD weapon programs often experience significant cost and schedule problems because they are allowed to start with too many technical unknowns and not enough knowledge about the development and production risks they entail. This report reviews DoD's Analysis of Alternatives (AOA) process -- intended to assess the operational effectiveness, costs, and risks of alternative weapon system solutions. This report: (1) examines whether AOAs have been effective in identifying the most promising options and providing a sound rationale for weapon program initiation; (2) determines what factors have affected the scope and quality of AOAs; and (3) assesses whether recent DoD policy changes will enhance the effectiveness of AOAs. Download or read book Grey Wars written by N. W. Collins and published by Yale University Press. This book was released on 2021-06-29 with total page 315 pages. Available in PDF, EPUB and Kindle. Book excerpt: An analysis of U.S. Special Operations, at the center of America’s twenty-first-century wars This original and accessible book is a comprehensive, authoritative analysis of U.S. Special Operations. U.S. Special Operations Command trains and equips units to undertake select military activities, frequently high-risk missions, often for the purposes of counterterrorism and counterinsurgency. Since 9/11, impelled by an attack on U.S. soil, these forces have been a central instrument of America’s military campaign—operating in about one hundred countries on any given day. This fight—neither hot war nor cold peace—was launched and executed as a new type of global war in 2001 and has since splintered into a spectrum of regional conflicts. The result is our nation’s grey wars: hazy and lethal. This contemporary history, incorporating extensive interviews and archival research by security studies expert N. W. Collins, delves deeply into the transformation of these forces since 9/11.

Act for FY 2008 directed the auditor to compare procedures used for awarding noncompetitive defense contracts for new projects pursuant to: (1) congressionally directed spending items or congressional earmarks; and (2) the special interests of senior exec. branch officials. The auditor has concluded that it is not feasible for him to address the mandate. First, he has not found a sound approach for systematically identifying "new projects of special interest to senior exec. branch officials." And, he was unable to apply the definitions of "congressional earmarks" because of data availability and timing issues. This report summarize the approaches that were explored and the reasons they were not feasible.

Book Synopsis Full Spectrum Dominance by : Maria Ryan
Download or read book Full Spectrum Dominance written by Maria Ryan and published by Stanford University Press. This book was released on 2019-09-24 with total page 402 pages. Available in PDF, EPUB and Kindle. Book excerpt: America's war on terror is widely defined by the Afghanistan and Iraq fronts. Yet, as this book demonstrates, both the international campaign and the new ways of fighting that grew out of it played out across multiple fronts beyond the Middle East. Maria Ryan explores how secondary fronts in the Philippines, sub-Saharan Africa, Georgia, and the Caspian Sea Basin became key test sites for developing what the Department of Defense called "full spectrum dominance": mastery across the entire range of possible conflict, from conventional through irregular warfare. Full Spectrum Dominance is the first sustained historical examination of the secondary fronts in the war on terror. It explores whether irregular warfare has been effective in creating global stability or if new terrorist groups have emerged in response to the intervention. As the U.S. military, Department of Defense, White House, and State Department have increasingly turned to irregular capabilities and objectives, understanding the underlying causes as well as the effects of the quest for full spectrum dominance become ever more important. The development of irregular strategies has left a deeply ambiguous and concerning global legacy.
