Book excerpt: Army and the Air Force have encountered limitations in their sustainment plans for some fielded weapon systems because they lacked needed technical data rights. The lack of technical data rights has limited the services flexibility to make changes to sustainment plans that are aimed at achieving cost savings and meeting legislative requirements regarding depot maintenance capabilities. During our review we identified seven Army and Air Force weapon system programs where these military services encountered limitations in implementing revisions to sustainment plans C-17 aircraft, F-22 aircraft, C-130J aircraft, Up-armored High- Mobility Multipurpose Wheeled Vehicle (HMMWV), Stryker family of vehicles, Airborne Warning and Control System (AWACS) aircraft, and M4 carbine. Although the circumstances surrounding each case were unique, earlier decisions made on technical data rights during system acquisition were cited as a primary reason for the limitations subsequently encountered. As a result of the limitations encountered due to the lack of technical data rights, the services had to alter their plans for developing maintenance capability at public depots, new sources of supply to increase production, or competitive offers for the acquisition of spare parts and components to reduce sustainment costs. For example, the Air Force identified a need to develop a capability to perform maintenance on the C-17 at government depots but lacked the requisite technical data rights. Consequently, the Air Force is seeking to form partnerships with C-17 subvendors to develop its depot maintenance capability. Its efforts to form these partnerships have had mixed results, according to Air Force officials, because some sub-vendors have declined to provide the needed technical data.

Book excerpt: Modern software engineering practices, pioneered by the commercial software community, have begun transforming Department of Defense (DoD) software development, integration processes, and deployment cycles. DoD must further adopt and adapt these practices across the full defense software life cycle - and this adoption has implications for software maintenance and software sustainment across the U.S. defense community. Air Force Software Sustainment and Maintenance of Weapons Systems evaluates the current state of software sustainment within the U.S. Air Force and recommends changes to the software sustainment enterprise. This report assesses how software that is embedded within weapon platforms is currently sustained within the U.S. Air Force; identifies the unique requirements of software sustainment; develops and recommends a software sustainment work breakdown structure; and identifies the necessary personnel skill sets and core competencies for software sustainment.

Book excerpt: According to the Government Accountability Office, sustainment of weapon systems accounts for approximately 70 percent of the total life-cycle costs. When sustainment is not considered early in the development process or as an integral part of the systems engineering design, it can negatively affect the ability of the Air Force to maintain and improve the weapon system once it enters service. At the request of the Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics, Weapons Systems Sustainment Planning Early in the Development Life Cycle identifies at what point or phase of the development of a weapons system sustainment planning should be integrated into the program; examines and provides recommendations regarding how sustainment planning should be evaluated throughout the development process; investigates and describes the current challenges with sustainment planning and determines what changes have occurred throughout the acquisition process that may have eroded sustainment planning; and identifies opportunities for acquisitions offices to gain greater access to sustainment expertise.

Available in PDF, EPUB and Kindle. Book excerpt: Jerry Thigpen's study on the history of the Combat Talon is the first effort to tell the story of this wonderfully capable machine. This weapons system has performed virtually every imaginable tactical event in the spectrum of conflict and by any measure is the most versatile C-130 derivative ever produced. First modified and sent to Southeast Asia (SEA) in 1966 to replace theater unconventional warfare (UW) assets that were limited in both lift capability and speed the Talon I quickly adapted to theater UW tasking including infiltration and resupply and psychological warfare operations into North Vietnam. After spending four years in SEA and maturing into a highly respected UW weapons system the Joint Chief of Staff (JCS) chose the Combat Talon to lead the night low-level raid on the North Vietnamese prison camp at Son Tay. Despite the outcome of the operation the Talon I cemented its reputation as the weapons system of choice for long-range clandestine operations. In the period following the Vietnam War United States Air Force (USAF) special operations gradually lost its political and financial support which was graphically demonstrated in the failed Desert One mission into Iran. Thanks to congressional supporters like Earl Hutto of Florida and Dan Daniel of Virginia funds for aircraft upgrades and military construction projects materialized to meet the ever-increasing threat to our nation. Under the leadership of such committed hard-driven officers as Brenci Uttaro Ferkes Meller and Thigpen the crew force became the most disciplined in our Air Force. It was capable of penetrating hostile airspace at night in a low-level mountainous environment covertly to execute any number of unconventional warfare missions.

Book excerpt: During the 1990s, air operations in Southwest Asia and the Balkans against mobile air defenses, tactical ballistic missiles and their launch means, and fielded forces operating in small units and intermingled with civilian populations served to highlight shortfalls in U.S. dynamic command and control and battle management (DC2BM). The objective of this study is to help the Air Force improve DC2BM of intelligence, surveillance, and reconnaissance assets and weapon systems in air operations against adversaries that are increasingly employing asymmetrical strategies and denial and deception techniques and leveraging advances in technologies to reduce exposure of many of their critical military systems to U.S. air assets. The focus of this study is on the ability of the Air Force to effectively attack time critical targets (TCTs) and the extent to which its successes and failures in this area can be attributed to dynamic command and control and battle management capabilities (or their lack). Specifically, the study identifies key DC2BM functions and capabilities necessary to conduct operations against TCTs; surveys new DC2BM programs and initiatives to determine whether they provide the desired capabilities; and develops suggested actions to address identified shortfalls.

Book excerpt: The United States is engaged in a protracted struggle against violent extremists that will persist for the foreseeable future. Our Air Force Special Operations Forces (AFSOF) are at the forefront of this struggle. In recent years, we have called upon AFSOF to deliver unique capabilities and skill sets to combatant commanders across the range of military operations from the major combat operations in Iraq and Afghanistan to the humanitarian relief operations in Haiti. Air Force Doctrine Document (AFDD) 2-7, Special Operations, guides the preparation and employment of Air Force special operations forces. It builds upon our capstone doctrine, and presents the fundamentals of what Airmen have learned as the best way to organize and employ AFSOF at the operational level of war. AFDD 2-7, Special Operations, describes the support AFSOF provides to the joint force commander (JFC) and reiterates the command relationships that allow the JFC to leverage AFSOF capabilities as part of a greater campaign plan. As we read AFDD 2-7, it is essential we keep the basic SOF truths in mind. AFSOF cannot be mass produced. AFSOF is centered on people and not platforms and therefore quality is always better than quantity. It takes years to produce a strategic SOF Airman. History has demonstrated that we cannot produce competent AFSOF after an emergency arises. Our AFSOF must remain strong and ready to serve. Finally, as we employ AFSOF, All Air Force Airmen must be prepared to enable the AFSOF mission with agile combat support capabilities. Although proud of our Air Force's successes during our most recent operations, history tells us that we cannot afford complacency. With this in mind, AFDD 2-7 captures lessons learned from latest experiences, adjusts AFSOF's doctrinal sightline, and shapes the foundational concepts to meet current and future challenges. Contents: Chapter One - Overview of Air Force Special Operations Forces (AFSOF) * Chapter Two - Core Activities And Missions * Chapter Three - Command, Control, and Organization * Chapter Four - AFSOF Planning and Support Considerations

Book excerpt: The U.S. Air Force's special operations and combat support specialties in the enlisted force are among the highest in demand by the service yet have persistently high rates of attrition in their initial skills training, which is called "technical training" in the Air Force. These high-demand, high-attrition (HDHA) specialties include Combat Control; Explosive Ordnance Disposal; Pararescue; Survival, Evasion, Resistance, and Escape; Special Operations Weather Team; and Tactical Air Control Party. The Air Force has conducted or sponsored several efforts to address training attrition in these specialties over the past several years, yet training attrition remains high. The reasons for high training attrition are interrelated, with size and quality of the recruiting pool, utility of screening tools, and training environment factors all playing a role. This report addresses the broader challenges for implementing new approaches to HDHA specialty recruiting, screening, and development of Air Force candidates, and takes a holistic approach to identifying methods and tools to ll gaps in current processes
