Although this conference was the first under a new name, it was the continuation of a series of international meetings on strongly coupled plasmas and other Coulomb systems that started with the NATO Summer Institute on Strongly Coupled Plasmas, almost exactly twenty years prior to this conference, in July of 1977 in Orleans la Source, France. Over the intervening period the field of strongly coupled plasmas has developed vigorously. In the 1977 meeting the emphasis was on computer (Monte Carlo and molecular dynamics) simulations which provided, for the first time, insight into the rich and new physics of strongly coupled fully ionizedplasmas. While theorists scrambled to provide a theoretical underpinning for these results, there was also a dearth of real experimental input to reinforce the computer simulations. Over the past few years this situation has changed drastically and a variety of direct experiments on classical, pure, strongly correlated plasma systems (charged particle traps, dusty plasmas, electrons on the surface of liquid helium, etc. ) have become available. Even more importantly, entire new area of experimental interest in condensed matter physics have opened up through developments in nano-technology and the fabrication of low-dimensional systems, where the physical behavior, in many ways, is similar to that in classical plasmas. Strongly coupled plasma physics has always been an interdisciplinaryactivity.

These discussions were also held in the fresh light of the Science Vision recently developed within ASTRONET as the rst step towards a 20 year plan for implementing astronomical facilities—the rst such attempt within Europe. Speci c ideas and proposals for new, second generation VLT/I instruments were also solicited following a tradition set by several earlier Workshops held since the start of the VLT development. The programme consisted of invited talks and reviews and contributed talks and posters. Almost all those given are included here although, unfortunately not the several lively but constructive discussion sessions.

This thesis presents a study of the transient radio sky, focussing on millisecond scales. As such, the work is concerned primarily with neutron stars. In particular this research concentrates on a recently identified group of neutron stars, known as RRATs, which exhibit radio bursts every few minutes to every few hours. After analysing neutron star birthrates, a re-analysis of the Parkes Multibeam Pulsar Survey is described which has resulted in the discovery of 19 new transient radio sources. Of these, 12 have been seen to repeat and a follow-up campaign of observations has been undertaken. These studies have greatly increased our knowledge of the rotational properties of RRATs and enable us to conclude that they are pulsars with extreme nulling and/or pulse-to-pulse modulation. Although the evolution of neutron stars post-supernova is not yet understood, it seems that RRATs fit into the emerging picture in which pulsar magnetospheres switch between stable configurations.

It’s an outstanding achievement and Sir Patrick still holds the world record for being the same presenter on the longest running TV programme. Our guests love coming down to Farthings, Sir Patrick’s home. For them, me- ing him is like meeting their astronomical hero. Over the past five decades, the Sky at Night has managed to talk to the space scientists and astronomers making the landmark discoveries. No matter how busy they are, they make room for Sir Patrick.
